Environmental and Social Safeguarding (ESS) & Accountability</b></p><br><ul> <li><b>Risk Management: </b>Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</li> <li><b>Sensitization & Orientation: </b>Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</li> <li><b>Protection Awareness: </b>Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</li> <li><b>Accountability to Affected Populations (AAP): </b>Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</li> <li><b>Incident Reporting: </b>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</li></ul><p><b>2. Textbook (academic, remedial, reading stories) Distribution Verification</b></p><br><ul> <li><b>Field Verification:</b> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li><b>Discrepancy Reporting:</b> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul><p><b>3. Reading</b><b>[RS2]</b><b> and Remedial Program Monitoring</b></p><br><ul> <li><b>Classroom Observations:</b> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li><b>Qualitative Feedback:</b> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul><p><b>4. Data Collection, Reporting, and Documentation</b></p><br><ul> <li><b>Digital Data Collection:</b> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). When transmitting sensitive field notes or data files to the project team, approved, secure organizational protocols must be utilized.</li> <li><b>Breach Reporting:</b> The enumerator must immediately report any suspected or actual data breaches (e.g., lost phone/tablet containing KoBo forms, stolen physical logs, or unauthorized access to participant lists) to the project manager within 24 hours.</li></ul><p><b>Competencies and Essential Requirements</b></p><br><ul> <li><b>Residency:</b> Must be a resident of, and physically present in, the specific target area/district.</li> <li><b>Education:</b> Preferred University Degree (Social Sciences, or a related field) or High school graduate.</li> <li><b>Technical Skills:</b> Practical experience using KOBOToolbox or similar platforms is highly desirable.</li> <li><b>Contextual Knowledge:</b> Strong understanding of the community dynamics, and security context.</li> <li><b>Mobility:</b> Must possess the ability to facilitate travel across remote target sites.</li> <li><b>Soft Skills:</b> Strong organizational, time management, and interpersonal communication skills. Although the consultant will primarily work remotely or from the Aden office, the position will involve at least indirect contact with children and/or young people through program-related activities, data collection, communications, interviews, and advisory support. The consultant may also be responsible for tasks that influence or support child safeguarding processes, including reviewing safeguarding measures, contributing to risk assessments, or supporting vetting procedures for personnel involved in child‑related programming. As such, the consultant is expected to fully adhere to Save the Children's Child Safeguarding Policy and uphold the highest standards of child protection throughout the duration of their engagement.</p><br><span><strong>1. Background and Rationale</strong></span><p>Save the Children has worked in Yemen for over 60 years, reaching millions of children and families since its inception, including more than 11.7 million people since the conflict began in 2015. Using a rights-based, child-focused approach, the organisation delivers comprehensive support across child protection, education, health and nutrition, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH). Its community-centred model priorities local leadership, inclusive participation, and meaningful engagement with children, adolescents, and their families, while promoting sustainability through locally driven solutions designed to create long-term impact.</p><br><p>The organisation maintains a strong operational presence in Internationally Recognized Government (IRG)-controlled areas such as Aden, Lahj, and Taiz, where humanitarian needs remain high alongside emerging development opportunities. A critical component of maintaining and expanding this programming is robust resource mobilization and new business development. Timely identification of funding opportunities, strategic donor engagement, and the development of high-quality proposals are essential to sustaining current programmes and scaling impactful initiatives across critical sectors.</p><br><span><strong>2. Role Purpose</strong></span><p>To provide dedicated specialist support to the Country Office's Resource Mobilization and New Business Development functions, focusing on funding information management, liaison with all parts of the Save the Children Alliance, donor engagement, in-country partnership development, and the development of high-quality concept notes and proposals.</p><br><p>The New Business and Proposal Development Specialist will act as a focal person for new business and proposal development processes, supporting the delivery of resource mobilization functions with emphasis on donor relationship management, scoping and identification of new funding opportunities, and development and submission of concept notes and proposals. This assignment is intended to strengthen the Country Office's proposal development capacity and support pursuit of strategic funding opportunities aligned with Yemen programming priorities.</p><br><span><strong>3. Scope of Work</strong></span><p>Responsibility 1: Identification, Planning and Donor Engagement (Approx. 25%)</p><br><ul> <li>Work collaboratively with Country Office management, programme teams, and regional stakeholders on the identification of new funding opportunities</li> <li>Act as a focal person for in-country donors, scoping partnerships and funding opportunities; contribute to developing in-country donor relation management plans</li> <li>Assess and analyse solicitations, outline solicitations, and facilitate the decision-making process (Go-no-Go) in collaboration with relevant stakeholders</li> <li>Prepare management for donor meetings with the necessary required information and documents, including strategic briefings, context developments, and talking points on new opportunities</li> <li>Attend in-country relevant external meetings, building networks with partners and identifying opportunities for strategic partnerships</li> <li>Conduct donor mappings, capturing insights on donor thematic and geographic priorities, volumes of funding, and potential opportunities</li></ul><p>Responsibility 2: Proposal Development and Writing (Approx. 50%)</p><br><ul> <li>Act as a focal person and co-lead in proposal development processes, ensuring the use and monitoring of a proposal development plan with defined timelines and tools</li> <li>Serve as co-lead writer in the proposal writing process, in accordance with donor and Save the Children standard procedures and requirements</li> <li>Form the Proposal Development Team and conduct technical design consultations, kicking off the proposal development process with a plan, timeline, tools, and required documents</li> <li>Develop technical narratives by collecting and integrating contributions from technical sections, organization specialists, partners and stakeholders</li> <li>Act as an editor, proof-reader and perform a lead role in the consolidation of all technical and managerial inputs, plans, annexures etc. required for the proposal</li> <li>Ensure the development of high-quality concept notes and proposals through facilitation of collaboration and sign-off from the design team, Country Office leadership, and other relevant stakeholders</li> <li>Ensure that technical documents and materials are in alignment with donor requirements and procedures and are in line with the cost proposal</li> <li>Participate in technical reviews and revise narrative sections according to the plan and based on feedback during review meetings</li> <li>Contribute to ensuring cross-cutting issues are addressed and thematic areas are integrated according to Save the Children's quality standards</li></ul><p>Responsibility 3: Coordination and Communication (Approx. 15%)</p><br><ul> <li>Lead in problem-solving of issues during the proposal development process, bringing all parties together and finding constructive solutions to complex time-sensitive issues</li> <li>Assist in maintaining internal tracking of progress, deliverables, and timeline; maintain regular communications with relevant people/departments</li> <li>Provide regular updates to senior management on proposal development progress, risks, and opportunities</li> <li>Ensure timely partnership scoping in collaboration with design and partnership teams; support the active participation of CSOs in design development</li></ul><p>Responsibility 4: Knowledge Management and System Strengthening (Approx. 10%)</p><br><ul> <li>Contribute to continuous improvement of the new business and proposal development cycle and process, including developing and updating relevant SOPs/RACIs</li> <li>Document and share lessons learned from each proposal development process with concerned functions</li> <li>Support fundraising capacity building efforts for staff and partner CSOs</li> <li>Actively update the fundraising and opportunity tracker and monitor proposals through Save the Children's Award Management System (AMS)</li> <li>Support standardized upkeep of the country office's proposal content library and related documentation</li></ul><span><strong>4. Required Profile</strong></span><p>Essential Qualifications and Experience:</p><br><ul> <li>Minimum three years of experience in proposal development with excellent writing/editing capabilities and strong analytical/critical thinking skills, ideally in child protection, education, food security, health & nutrition or related thematic sectors</li> <li>Bachelor's degree or higher qualification in social studies, communications, international development, or other relevant fields</li> <li>Demonstrated experience in coordinating development of large-scale or strategic proposals, including proposals for US and UK government programming, SIDA, ECHO, GFFO, BMZ, UN agencies or 8similar major institutional donors</li> <li>Detail-oriented with excellent multi-tasking abilities, strong coordination and interpersonal skills with ability to communicate and negotiate clearly and effectively at all levels</li> <li>Excellent representation, presentation and communication skills with ability to present complex information in a succinct and compelling manner</li> <li>Ability to work well under pressure with multiple deadlines; capacity to handle and use constructive feedback to make needed changes to proposals and strategies</li> <li>Able to work well both within a team and independently in a challenging and fast-moving multicultural environment</li> <li>Capacity and willingness to be flexible and accommodating in difficult and sometimes insecure working circumstances</li> <li>Politically and culturally sensitive with qualities of patience, tact and diplomacy</li> <li>Native Arabic speaker or equivalent; fluent English language skills</li> <li>Commitment to the aims and principles of Save the Children; full adherence to child safeguarding policies and principles</li></ul><p>Desirable Qualifications and Experience:</p><br><ul> <li>Experience or understanding of the Yemen context and operating environment</li> <li>Previous experience with project management and project cycle management, including project design, implementation and evaluation</li> <li>Prior experience working for Save the Children or across organizational structures in complex settings</li> <li>Experience in donor mapping, funding trend analysis, and strategic resource mobilization planning</li></ul><span><strong>8. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP).<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c.
