Although the consultant will primarily work remotely or from the Aden office, the position will involve at least indirect contact with children and/or young people through program-related activities, data collection, communications, interviews, and advisory support. The consultant may also be responsible for tasks that influence or support child safeguarding processes, including reviewing safeguarding measures, contributing to risk assessments, or supporting vetting procedures for personnel involved in child‑related programming. As such, the consultant is expected to fully adhere to Save the Children's Child Safeguarding Policy and uphold the highest standards of child protection throughout the duration of their engagement.</p><br><span><strong>1. Background and Rationale</strong></span><p>Save the Children has worked in Yemen for over 60 years, reaching millions of children and families since its inception, including more than 11.7 million people since the conflict began in 2015. Using a rights-based, child-focused approach, the organisation delivers comprehensive support across child protection, education, health and nutrition, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH). Its community-centred model priorities local leadership, inclusive participation, and meaningful engagement with children, adolescents, and their families, while promoting sustainability through locally driven solutions designed to create long-term impact.</p><br><p>The organisation maintains a strong operational presence in Internationally Recognized Government (IRG)-controlled areas such as Aden, Lahj, and Taiz, where humanitarian needs remain high alongside emerging development opportunities. A critical component of maintaining and expanding this programming is robust resource mobilization and new business development. Timely identification of funding opportunities, strategic donor engagement, and the development of high-quality proposals are essential to sustaining current programmes and scaling impactful initiatives across critical sectors.</p><br><span><strong>2. Role Purpose</strong></span><p>To provide dedicated specialist support to the Country Office's Resource Mobilization and New Business Development functions, focusing on funding information management, liaison with all parts of the Save the Children Alliance, donor engagement, in-country partnership development, and the development of high-quality concept notes and proposals.</p><br><p>The New Business and Proposal Development Specialist will act as a focal person for new business and proposal development processes, supporting the delivery of resource mobilization functions with emphasis on donor relationship management, scoping and identification of new funding opportunities, and development and submission of concept notes and proposals. This assignment is intended to strengthen the Country Office's proposal development capacity and support pursuit of strategic funding opportunities aligned with Yemen programming priorities.</p><br><span><strong>3. Scope of Work</strong></span><p>Responsibility 1: Identification, Planning and Donor Engagement (Approx. 25%)</p><br><ul> <li>Work collaboratively with Country Office management, programme teams, and regional stakeholders on the identification of new funding opportunities</li> <li>Act as a focal person for in-country donors, scoping partnerships and funding opportunities; contribute to developing in-country donor relation management plans</li> <li>Assess and analyse solicitations, outline solicitations, and facilitate the decision-making process (Go-no-Go) in collaboration with relevant stakeholders</li> <li>Prepare management for donor meetings with the necessary required information and documents, including strategic briefings, context developments, and talking points on new opportunities</li> <li>Attend in-country relevant external meetings, building networks with partners and identifying opportunities for strategic partnerships</li> <li>Conduct donor mappings, capturing insights on donor thematic and geographic priorities, volumes of funding, and potential opportunities</li></ul><p>Responsibility 2: Proposal Development and Writing (Approx. 50%)</p><br><ul> <li>Act as a focal person and co-lead in proposal development processes, ensuring the use and monitoring of a proposal development plan with defined timelines and tools</li> <li>Serve as co-lead writer in the proposal writing process, in accordance with donor and Save the Children standard procedures and requirements</li> <li>Form the Proposal Development Team and conduct technical design consultations, kicking off the proposal development process with a plan, timeline, tools, and required documents</li> <li>Develop technical narratives by collecting and integrating contributions from technical sections, organization specialists, partners and stakeholders</li> <li>Act as an editor, proof-reader and perform a lead role in the consolidation of all technical and managerial inputs, plans, annexures etc. required for the proposal</li> <li>Ensure the development of high-quality concept notes and proposals through facilitation of collaboration and sign-off from the design team, Country Office leadership, and other relevant stakeholders</li> <li>Ensure that technical documents and materials are in alignment with donor requirements and procedures and are in line with the cost proposal</li> <li>Participate in technical reviews and revise narrative sections according to the plan and based on feedback during review meetings</li> <li>Contribute to ensuring cross-cutting issues are addressed and thematic areas are integrated according to Save the Children's quality standards</li></ul><p>Responsibility 3: Coordination and Communication (Approx. 15%)</p><br><ul> <li>Lead in problem-solving of issues during the proposal development process, bringing all parties together and finding constructive solutions to complex time-sensitive issues</li> <li>Assist in maintaining internal tracking of progress, deliverables, and timeline; maintain regular communications with relevant people/departments</li> <li>Provide regular updates to senior management on proposal development progress, risks, and opportunities</li> <li>Ensure timely partnership scoping in collaboration with design and partnership teams; support the active participation of CSOs in design development</li></ul><p>Responsibility 4: Knowledge Management and System Strengthening (Approx. 10%)</p><br><ul> <li>Contribute to continuous improvement of the new business and proposal development cycle and process, including developing and updating relevant SOPs/RACIs</li> <li>Document and share lessons learned from each proposal development process with concerned functions</li> <li>Support fundraising capacity building efforts for staff and partner CSOs</li> <li>Actively update the fundraising and opportunity tracker and monitor proposals through Save the Children's Award Management System (AMS)</li> <li>Support standardized upkeep of the country office's proposal content library and related documentation</li></ul><span><strong>4. <p><br></p><p>ACCOUNTABILITIES/RESPONSIBILITIES:</p><p>Provide technical inputs to assist with the implementation of policies and procedures that align WFP s FSQA approach with FSQA and supply chain strategies, and support compliance with FSQA regulations.</p><p>Draft specific inputs related to the design and implementation of WFP food assistance programmes, ensuring that food safety and quality is embedded in all food-related WFP operations.</p><p>Implement corporate FSQA incident management and emergency response protocols by gathering information for drafting of documentations for risk and incident management, assist with investigations to support rapid response to food safety concerns, and share lessons learned to reduce re-occurrences.</p><p>Follow WFP FSQA regulations in the organization of field operations systems for the prevention and mitigation of FSQA issues, including participating in drafting product specifications, support communication with regulatory authorities, and contribute to the implementation of processes for supplier assessment and compliance testing.</p><p>Provide technical inputs to supply chain colleagues, within the area of assignment, to support maintaining and monitoring food safety and quality throughout the WFP supply chain.</p><p>Liaise with counterparts across UN agencies, NGOs, governments, and the private sector to identify and compile relevant sources of data for operational collaboration.</p><p>Participate in FSQA assurance and packaging research required for implementing WFP FSQA guidelines and regulations. This includes sample collections, compiling and reviewing data and literature, and organizing consultations.</p><p>Liaise with WFP staff, partners, and governments to contribute to efforts aimed at strengthening the capacity of local food producers. This may include supporting quality assurance in food production, organizing information related to food processing facilities, compiling data on food processing machinery needs and collecting information for product stability studies in line with regulations.</p><p>Assist the country office s operations to build the capacity of food and food control systems. This may include supporting quality assurance in food production, laboratory testing, inspection, and strengthening local food standards and control systems.</p><p>Assist FSQA-related initiatives in the country office, such as strengthening food systems, improving food diversity for nutrition interventions, supporting home-grown school feeding, pro-smallholder farmers procurement, and post-harvest losses reduction, under the guidance of Global Headquarters FSQA.</p><p>Strengthen the capacity of WFP staff, Cooperating partners, suppliers/service providers, government and other stakeholders to enhance compliance with food safety and quality requirements/protocols and standards through capacity strengthening initiatives in form technical guidance, training and knowledge transfer.</p><p>Collect and organize data to support the preparation of reports that inform planning and decision making, contributing to a knowledge base that supports improvements in FSQA and overall Supply Chain.</p><p>Act in an assigned emergency response capacity as required to meet emergency food assistance needs.</p><p>QUALIFICATIONS & EXPERIENCE REQUIRED:</p><p>Education: Advanced university degree in Food Technology, Food Sciences, Nutrition or other related field, or First University degree with two additional years of related work experience.</p><p>Experience: Total relevant 5 years of experience including 1 year of professional experience in food safety and quality. The position operates with a high degree of independence, contributing to strategic and policy discussions, supervising staff, and supporting the delivery of complex Programmes and partnerships. Job Purpose To provide technical leadership, quality assurance and Programme oversight for resilience, livelihoods, ecosystem restoration and value chain development operations, ensuring high-quality design and implementation of Programmes, strengthened government systems and partnerships, effective management of Programme risks and performance, and evidence-based decision-making in support of WFP's resilience agenda. Key Accountabilities: 1. Programme Development and Strategic Support Support the Head of Unit in the strategic planning, design and expansion of the resilience portfolio, contributing technical inputs into strategic documents, concept notes, funding proposals, donor briefs, presentations, and advocacy materials. Contribute to Programme performance reviews to ensure interventions remain relevant, evidence-based, responsive to community needs, cost-effective and aligned with country Programme objectives, identifying bottlenecks, implementation risks and opportunities for improved delivery performance and efficient use of financial, operational and partnership resources. Facilitate alignment of WFP-supported interventions with national policies, frameworks and priorities, promoting government ownership, sustainability and systems strengthening. </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced university degree in Agriculture, Natural Resource Management, Environmental Science, Climate Change, Rural Development, Economics, Food Security, Development Studies, International Relations, Social Sciences, or another field relevant to resilience and livelihoods programming. <p>Support logistics contracting day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. Work closely with other logistics functions to understand the scope of the services required before issuing Request for Quotations (RFQs) Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments in the country to recommend actions to the supervisor to improve performance of local logistics contracting operations. Conduct verification and validation of received data which also includes (site) visits to the transporters/logistics service providers yards/garages/offices. Carry out due diligence of the current WFP shortlisted/contracted and/or new logistics service providers. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required. Issue Request for Quotations (RFQ) as and when necessary to shortlisted companies, analyze offers and in conjunction with the relevant Logistics Officer, Head of Contracting and relevant parties. Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare well drafted and explained minutes. Compile the quarterly Committee on Supply Chain (CSC) reports and in conjunction with the relevant Logistics Officer and Head of Contracting to have the reports submitted/cleared in a timely manner. Maintain a tally of contracting cases which will require submission to the CSC. In conjunction with the Operations Section of the Logistics Unit, ensure clear periodic allocation plans for any tariff system contracts are put in place. Similarly, periodic reports detailing any deviation from the initial allocation plan are completed. Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works. Analyze logistics service provider performance, in coordination with relevant logistics functions, against contractual terms, tariffs, allocation plans, capacity commitments, and escalate concerns to the Head of Contracting with proposed corrective actions Guide support staff, acting as a point of referral and supporting them with analysis and queries. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.</p><p><strong>Desired Candidate Profile</strong></p><p><strong>STANDARD MINIMUM ACADEMIC QUALIFICATIONS:</strong> Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p>The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.</p><br> <p><strong>Provides technical leadership and coordination support, focusing on the achievement of the following functions:</strong></p><br> <p><strong>1. Gender Mainstreaming and Technical Advisory</strong></p><br> <ul> <li>Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies. </li> <li>Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement. </li> <li>Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations. </li> <li>Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups. </li> </ul> <p><strong>2. Institutional Arrangement</strong></p><br> <p>Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations.
