The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions. Programme unit staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country. The CCEE portfolio includes upstream policy support (e.g. NAP, NBSAP, LT-LEDS), project development pipelines (GEF/LDCF/GBFF/GCF), and downstream implementation of complex, multi-sectoral interventions across Yemen. Operating in a high-risk context, the unit integrates UNDP Social and Environmental Standards (SES), gender equality, stakeholder engagement, and conflict-sensitive approaches across all programming.</p><br> <p>To support the expanding portfolio, UNDP Yemen is recruiting a Programme Analyst (NOB). Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements. Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems. </p><br> <br> <p> Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme. </p><br> <br> <p>Launched in 1992 as a corporate programme of the GEF, the GEF Small Grants Programme (GEF SGP) has supported local action for over thirty years to address global environmental concerns. SGP aims to deliver global environmental benefits in the GEF focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and elimination of persistent organic pollutants through community-based approaches. To date, SGP has funded over 29,000 community-based projects covering more than 120 countries.
