The Crisis Analysis supports Mercy Corps in-country programming as well as the wider humanitarian response in the region through the provision of quality, timely and relevant analytical products. This analysis is grounded in Mercy Corps position as an operational NGO, keeping our products constructive and relevant for humanitarian, early recovery, and development responders and donors within a given crisis.</p><p>The Lead Analyst will provide strategic analytical leadership for Mercy Corps Crisis Analysis work in Yemen. The consultant will lead the production of high-quality research and analytical outputs focused on Yemen's political economy, conflict dynamics, humanitarian context, governance, and climate-related risks. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. About the job General objective: The Grants and Partnership Manager will ensure the follow-up of the grants for the country office and ensure the compliance with the Donor Regulations. The role will be also to support the CO in the external communication for various audiences. Ensure the mission produces high quality and timely reports, including assessments, proposals and any other documents shared externally. The main challenges: The Yemen Mission will grow in 2026/2027 towards a diversified donor and grants portfolio, including 'traditional institutional donors' ECHO, EU - DG MENA, YHF, CDCS, SDC among others as well as new donors (private, Gulf Donors, Foundations). <p>Support logistics contracting day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. Work closely with other logistics functions to understand the scope of the services required before issuing Request for Quotations (RFQs) Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments in the country to recommend actions to the supervisor to improve performance of local logistics contracting operations. Conduct verification and validation of received data which also includes (site) visits to the transporters/logistics service providers yards/garages/offices. Carry out due diligence of the current WFP shortlisted/contracted and/or new logistics service providers. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required. Vision of the Unit: The vision for the Monitoring, Learning & Evaluation Unit is to actively and carefully monitor all WFP Yemen programmes using monitoring data to enable WFP Yemen to continuously adapt the implementation of its activities, to address operational constraints and changing realities, to invest in learning , to improve the design of future WFP programmes, to produce evidence of best practices to advocate among WFP partners for appropriate policy and programmes, and to hold itself accountable to the communities it serves and its partners to achieve results. The vision for the Monitoring and Learning system is based on three principles: a) Evidence-based programming. b) Evidence-based learning. c) Accountability. Purpose of the Monitoring, Learning & Evaluation Unit: a) Act as custodian of Annual Planning and entire Programme Cycle Management in collaboration with relevant internal and external stakeholders. b) Improve the quality of delivery of our interventions. c) Inform and shape future design of projects and programmes. d) Contribute to the efficiency, effectiveness, accountability and transparency of our interventions.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Advanced University degree in Monitoring and Evaluation, Development Studies, Economics, Agriculture Economics Statistics, or other relevant field.</p><p>At least eight (7) years of postgraduate progressively responsible and international professional experience in Monitoring, Evaluation and Learning with expertise in setting up complex monitoring and learning systems, capacity development and establishment of results-based data systems.</p><p>Experience managing teams with outstanding leadership and coaching skills.</p><p>Work experience in humanitarian and development context is desirable.</p><p>Experience in managing stakeholders.</p><p>Ability to cultivate sustainable relationships with office colleagues, government authorities, local NGOs, and other implementation partners.</p><p>Demonstrated extensive experience in research methodology and results-based programming, including the application of quantitative and qualitative (mixed-methods) approaches.</p><p>Strong expertise in data analysis, data management, data reporting, data quality assurance, and knowledge management.</p><p>Fluency (level C) in English language.</p><p>Knowledge of Arabic language is an added value.</p><p>Strong knowledge of Monitoring, Evaluation, and Learning (MEL) frameworks, systems, and tools.</p><p>Proven capacity development and coaching skills, with the ability to mentor and build institutional competencies.</p><p>Solid expertise in results-based monitoring and evidence-based programming.</p><p>Excellent stakeholder management and communication skills, with the ability to engage diverse audiences effectively.</p><p>Advanced analytical and research skills, combined with strong strategic thinking capabilities.</p><p></p></section>
