<p><span><strong>Position:</strong> Data Entry Supervisor</span></p><br><p><span><strong>Duration: </strong>Between 12 to 21 working days</span></p><br><p><span><strong>Location:</strong> Aden</span></p><br>Role Objective:<p><span>The Data Entry Supervisors will be responsible for managing the progress and quality of data entry operations, in coordination with the technical team of the project and field offices. The primary responsibility is to ensure that the data entered is complete, reliable, and accurate.</span></p><br><p><span>Quality Assurance Focus: Data Entry Supervisors will be assigned roles in quality assurance to standardize and ensure that the data entered reflects the aggregated data accurately, and according to the strict field verification logic in data entry forms. They will communicate any errors related to the data entry process, and the discrepancies between the aggregated data and the target for each area, in addition to the immediate reporting of technical and logical errors in data entry forms.</span></p><br>Main Responsibilities:<ul> <li><span>Data Accuracy Supervision: Oversee the data entry team to ensure the accurate translation of all project data from original documents to the data entry platform.</span></li> <li><span>Management of Sample Reception and Pre-Verification: Coordinate the flow of paper and digital field assessments, to ensure the verification of writing from clarity and completeness of the samples before distributing the samples for entry into the system.</span></li> <li><span>Workflow Improvement and Evaluation Rates: Monitor the outputs of individuals and the team to ensure a consistent daily evaluation rate, and proactively manage workloads to achieve goals and prevent the accumulation of unentered field data.</span></li> <li><span>Tracking and Organizing Record Flows: Create and maintain a centralized tracking system for completed physical and digital samples to ensure no records are skipped or lost or entered twice by the team. <p><strong>Overall purpose of the role:</strong></p>
<p>The Technical Field Manager (TFM) has the primary function of providing direct management, training and technical advice to the national staff under his/her responsibility. The purpose of providing this technical advice is to develop the capacity and technical knowledge of the national mine action staff within HDP. The objective of building technical knowledge and capacity within the national staff is to ensure that the correct and safe Mine Action practices are followed, and sustainable supervision and management capacity is developed within the organization.</p>
<p><strong>Responsibilities:</strong></p>

<p><strong>OPERATIONS:</strong></p>
<p>The TFM is responsible for all operational aspects of his/her assets including the following.</p>
<p><strong>Technical responsibilities and oversight</strong></p>
<ul>
<li>Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD and MMC operations.</li>
<li>Supports the HDP Operations Manager in the planning and tasking of operational assets.</li>
<li>Manages, mentors and supervises national staff ensuring that they carry out their duties in a responsible manner. Ensure all teams are fully compliant with IMAS, NMAS & DRC HDP SOPs.</li>
<li>Delivers and monitors training to build capacity within the national staff in consultation with the OM.</li>
<li>Regularly conducts internal quality assurance of EOD providing corrective action where necessary.</li>
<li>Daily reporting of all HDP activities to OM and IM unit.</li>
<li>Monitor and analyse productivity and report back with recommendations for improvement</li>
<li>Supports the process of accreditation of DRC HDP in xx country according to legislative requirements, as required.</li>
<li>Assists the OM in the revision of National Standards and DRC HDP SOPs.</li>
<li>Advice, assists and guides other DRC sector staff to mitigate mine and ERW risks when operating in contaminated areas, as required.</li>
<li>Implement security measures in accordance with the security plan and coordinate with the OM.</li>
<li>Support capacity building of national partners through training and mentoring.</li>
<li>Ensure that priorities set by the programme, and NMAA are met, and the requirements of the donors and beneficiaries are taken into consideration</li>
</ul>
<p><strong>Logistics</strong></p>
<p>The TFM is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:</p>
<ul>
<li>Ensure the serviceability of equipment for assigned tasks.</li>
<li>Ensure timely replacement of defective equipment for assigned tasks.</li>
<li>Ensure long-term planning for equipment that has expiry restrictions.</li>
<li>Follow up on requisitions to HQ for his/her assigned tasks.</li>
<li>Ensure damage and losses are reported correctly.</li>
<li>Ensure logistic procedures between the field and HQ are being followed.</li>
<li>Be the Logistic focal point to coordinate with the Logistics Manager in HQ for his /her assigned tasks.</li>
<li>Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment.</li>
</ul>
<p><strong>Administration / Human Resources</strong></p>
<p>The TFM is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:</p>
<ul>
<li>Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determining the root cause and effect on operations.</li>
<li>Ensure correct staff levels are maintained for tasks.</li>
<li>Identify staff that have potential for advancement and make recommendations to the OM.</li>
<li>Conduct annual appraisal of staff as directed by the OM.</li>
<li>Document staff work and leave records on a monthly basis.</li>
<li>Facilitate the recruitment of field-based staff in your field location.</li>
<li>Finance, the TFM is to monitor the financial aspects of his/her operations with the following responsibilities.</li>
<li>Ensure correct financial procedures are followed at field level.</li>
<li>Verify and sign all field vouchers and payments at field level.</li>
<li>Monitor operational expenditure at field level.</li>
<li>Note: The above financial tasks will also include AVR based operations.</li>
</ul>
<p><strong>Experience and technical competencies:</strong></p>
<ul>
<li>A minimum of 3 years of working experience in Explosive Ordnance Disposal (a minimum of IMAS EOD level 3 qualifications) is required</li>
<li>Experience as a trainer and supervisor of mine action technical staff in EOD is required</li>
<li>Experience in logistics and the safety of personnel and assets is required</li>
<li>Fluency in written and spoken English and Arabic with excellent writing skills required</li>
<li>A high degree of computer literacy is required</li>
<li>Working experience in the humanitarian sector is highly desirable</li>
<li>Substantial documented professional technical experience in mine action</li>
<li>Basic first aid</li>
<li>Basic radio communication skills</li>
<li>Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements</li>
<li>Strong administration and organizational ability</li>
<li>Excellent management and personnel skills a calm and diplomatic disposition will be preferred</li>

<li>Willingness to live and work in remote and isolated areas under basic conditions is a must .</li>

The Yemen Country Climate and Development Report highlights the development conflict climate nexus and underscores the need for coordinated approaches that integrate development needs with climate action, particularly given climate-induced disasters such as droughts, floods, and extreme heat that amplify existing vulnerabilities. In parallel, Yemen has demonstrated commitment to strengthening its national climate planning landscape, including the NDC 3.0 vision and framework, the National Adaptation Plan (NAP), and the Long-Term / Low Emission Development Strategy (LT-LEDS). The development of a Climate Finance Strategy and Investment Plan is intended to help Yemen better understand climate finance needs, map current climate finance flows, strengthen institutional coordination, and identify feasible financing pathways aligned with national priorities and implementation realities. Our client has engaged an International Climate Finance Consultant to provide overall technical leadership, quality assurance, and drafting across the assignment. To support the in-country workstream,our client intends to engage two complementary field-based national consultants: (i) a National Climate Finance and Institutional Mapping Consultant; and (ii) a National Climate Stakeholder Engagement and Validation Consultant. The two national consultants will work in close coordination under the technical supervision of the international consultant, but with clearly differentiated roles to avoid duplication and to ensure efficient delivery of the analytical and consultative workstreams. Through this ToR, our client seeks a field-based National Climate Finance and Institutional Mapping Consultant to lead the in-country technical and analytical support stream related to institutional stocktaking, climate finance evidence compilation, data structuring, finance-flow mapping, and technical inputs to strategy formulation. To avoid duplication, stakeholder outreach logistics, consultation scheduling, workshop organization, participant management, and structured validation facilitation will be led by the National Climate Stakeholder Engagement and Validation Consultant, while this consultant will focus primarily on technical analysis, datasets, and institutional/finance mapping. In coordination with the National Climate Stakeholder Engagement and Validation Consultant, the National Climate Finance and Institutional Mapping Consultant will provide in-country technical support for the development of the Climate Finance Strategy and Investment Plan for Yemen. Under the technical supervision of the International Climate Finance Consultant and the overall guidance of our client Yemen, the consultant will serve as the lead national focal point for the analytical workstream related to institutional stocktaking, climate finance needs evidence, climate finance flow data collection and structuring, institutional mapping, finance-flow mapping, and technical documentation. The consultant will support the consultative and validation process by providing technical inputs, analytical summaries, and subject-matter clarification for meetings, consultations, and workshops organized primarily by the National Climate Stakeholder Engagement and Validation Consultant.</p><p>Project Objectives:</p><p>Activity 1a. Assess climate finance needs from existing plans, policies, institutional frameworks, and related costing for draft NDC 3.0.</p><p>Activity 1b. Develop basic operational definitions for climate and green finance relevant to public and private expenditures on ecosystems, biodiversity, and climate actions (mitigation, adaptation, loss and damage), aligned with UNFCCC reporting and informed by OECD DAC Rio Marker guidance.</p><p>Activity 2. Map and analyze current climate finance flows (public/private, domestic/international, grants/non-grants) and identify financing gaps against the needs from Activity 1.</p><p>Activity 3. Formulate a Climate Finance Strategy, including the aspects relevant to medium-term fiscal policy and planning, and recommendations for public expenditure alignment, as well as private domestic and international financial mechanisms, and innovative blended finance approaches if/where feasible.</p><p>Activity 4. Conduct a capacity-building and validation workshop to strengthen coordination and management of climate finance.</p><p>Role objectives</p><p>Inception and methodological design</p><p>Review relevant project documents, national climate policy/planning instruments, and reference materials shared by our client and the international consultant. Contribute to refinement of the in-country evidence-gathering approach, analytical templates, data architecture, and work planning for institutional stocktaking and finance-flow mapping. Contribute to the development of templates/tools for data collection, institutional mapping, evidence registration, source logs, and dataset structuring. Advanced university degree (Master s level or higher) in a relevant field is highly desirable.</li><li>Minimum 5 years of relevant professional experience in finance, public finance, development finance, institutional analysis, policy analysis, project research, or related analytical work.</li><li>Demonstrated experience in data collection, evidence synthesis, institutional mapping, finance-related analysis, and preparation of analytical inputs or reports.</li><li>Experience working with government institutions, development partners, UN agencies, or international programmes on finance-related topics in Yemen.</li><li>Experience supporting finance-related assessments, public expenditure reviews, donor mapping, climate-related projects, or policy/process mapping.</li><li>Experience on climate finance and green economy.</li><li>Knowledge of Yemen s climate, environmental, development, and institutional context is required.</li><li>Strong drafting, documentation, spreadsheet/data management, and analytical skills, including the ability to maintain clear records of evidence, sources, classifications, and assumptions.</li><li>Experience in fragile and conflict-affected settings is highly desirable.</li><li>K.
