<p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>
<ul>
<li>Supporting 29 health facilities to deliver primary healthcare services, including outpatient care, vaccination, nutrition, and reproductive health.</li>
<li>Providing mental health and psychosocial support (MHPSS) through healthcare facilities and community-based networks trained in identification, referral, and awareness-raising activities.</li>
</ul>
<p> <strong>About the role</strong> </p>
<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. You will also take part in the country strategy elaboration for the MHPSS sector, led by the general coordinator. </p>

<p>Under the supervision of the general coordinator and in close collaboration with the mental health advisor, you will provide technical leadership and functional management to the MHPSS Officers based in Sana a, Aden and Marib.</p>
<p>Working closely with other MdM departments, local NGO partners and focal points within the Ministry of Public Health and Population (MoPHP), you will support the implementation, coordination and monitoring of activities aimed at integrating Mental Health and Psychosocial Support (MHPSS) components across MdM programmes.</p>

These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Water Sanitation Monitoring Associate will support the implementation and monitoring of WASH activities by ensuring effective coordination, technical oversight, reporting, and compliance with Our client procedures. Under the direct supervision of the Project Manager, the incumbent will perform the following duties with professionalism, integrity, and efficiency:</p><p>Water Supply Monitoring and Coordination</p><ul><li>Coordinate and monitor water supply through water trucking activities to ensure timely delivery in accordance with project requirements.</li><li>Monitor contractors' performance and verify compliance with contractual obligations, approved schedules, and technical specifications.</li><li>Coordinate with operation engineers, the hotline team, contractors, and relevant stakeholders to address water supply interruptions, complaints, and operational issues.</li><li>Monitor water quality sampling and testing activities and ensure compliance with national standards and project requirements.</li><li>Verify that water suppliers obtain water from approved sources and comply with agreed quality standards.</li><li>Conduct regular field monitoring visits to verify service delivery, identify implementation gaps, and recommend corrective actions.</li><li>Monitor the performance of water trucking operations and prepare recommendations to improve operational efficiency.</li><li>Maintain and regularly update the database of water truck operators, contractors, and service providers while reporting any non-compliance or misconduct.</li></ul><p>Logistics and Operational Support</p><ul><li>Coordinate logistics arrangements related to water supply operations, including transportation, delivery schedules, and distribution plans.</li><li>Review shipping and logistics documentation for completeness and compliance before submission to relevant authorities.</li><li>Monitor the movement and delivery of project supplies and ensure timely clearance and handover to beneficiaries and implementing partners.</li><li>Provide technical support during procurement and logistics planning related to WASH interventions.</li><li>Support the preparation of technical specifications and provide inputs during procurement processes where required.</li><li>Contribute to the development and periodic review of logistics and operational Standard Operating Procedures (SOPs).</li></ul><p>Project Implementation and Monitoring</p><ul><li>Support the planning, implementation, and monitoring of project activities in accordance with the our client Project Management Manual and organizational procedures.</li><li>Monitor project progress against implementation plans and identify risks, delays, and operational challenges requiring management attention.</li><li>Collect, analyze, and validate field data to support project monitoring, reporting, and evidence-based decision-making.</li><li>Prepare accurate daily, weekly, and monthly monitoring reports, including progress updates, challenges, lessons learned, and recommendations.</li><li>Maintain project records and monitoring databases to ensure complete and accurate documentation.</li></ul><p>Coordination and Liaison</p><ul><li>Coordinate with government counterparts, UNICEF, SRAD, implementing partners, contractors, and humanitarian organizations to facilitate effective implementation of project activities.</li><li>Participate in operational, WASH, and coordination meetings and provide technical updates on monitoring activities.</li><li>Support coordination with customs authorities and relevant government entities regarding duty exemption and import clearance processes when required.</li><li>Facitate communication between project stakeholders to ensure timely resolution of operational issues.</li></ul><p>Monitoring and Quality Assurance</p><ul><li>Monitor contractor performance against agreed Key Performance Indicators (KPIs) and contractual deliverables.</li><li>Verify compliance with our client procedures, donor requirements, environmental standards, and applicable national regulations.</li><li>Identify implementation risks and recommend mitigation measures to improve project performance.</li><li>Support quality assurance activities through regular inspections, documentation reviews, and verification of field activities.</li><li>Contribute to lessons learned exercises and recommend improvements to project implementation processes.</li></ul><p>Monitoring and Progress Controls</p><ul><li>Ensure timely monitoring of water trucking operations and service delivery against approved work plans.</li><li>Monitor contractor performance and recommend corrective actions where necessary.</li><li>Ensure accurate and timely submission of monitoring reports and project documentation.</li><li>Maintain updated monitoring databases and performance tracking tools.</li><li>Support continuous improvement of operational procedures through lessons learned and monitoring findings.</li><li>Contribute to achieving project outputs while ensuring compliance with our client policies, donor requirements, and Degree in Geological Engineering, Geology, Hydrogeology, Water Resources Engineering, Environmental Engineering, or another relevant discipline. A minimum of 7 years of relevant professional experience in WASH, project monitoring, logistics, infrastructure, water supply operations, or project implementation is required. (This may be reduced to 3 years with an advanced university degree, if following standard our client equivalencies.) Experience working with the United Nations or other international organizations is highly desirable. Experience in contractor monitoring, WASH programmes, or infrastructure projects is an asset. Excellent computer skills, including MS Office and experience using ERP or project management systems, are desirable. Fluency in English and Arabic (written and spoken) is required</p><p></p></section>
