<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>Role</b></p><p>The Country Director (CD) provides strategic leadership and representation for Geneva Call in Yemen. As the most senior representative of Geneva Call in the country, the CD is responsible for the overall planning, coordination, implementation, and development of country operations. This includes the qualitative implementation of Geneva Call s humanitarian engagement and diplomacy (humanitarian dialogue, research, community-based approach), advocacy, fundraising, representation, and the management of financial and human resources.</p><p>The CD Yemen reports administratively and technically to the Director of Operations and directly manages the country team.</p><p><b>Work Relations</b></p><p><b>Internal:</b></p><ul><li>Collaborates with regional and HQ units, including Programme, Policy Research and Legal (PRL), MEAL, Safety and Security, Global Engagement, Donor Relations, Finance, Logistics, and HR teams.</li><li>Manages the country mission; coordinates with thematic/technical advisors and functional leads at HQ.</li></ul><p><b>External:</b></p><ul><li>Represents Geneva Call to national and local authorities, donors, UN agencies, INGOs, civil society actors, AGDAs and Provisional Governments where applicable.</li><li>Represents Geneva Call in national and international forums and builds strategic partnerships.</li></ul><p><b>Duties and Responsibilities</b></p><p><b>Strategy and programme implementation</b></p><ul><li>Analyses the humanitarian and security situation in Yemen to identify key areas of work for Geneva Call.</li><li>Ensures the fulfillment of Geneva Call s core mission to promote IHL with AGDAs and Provisional Governments with focus on addressing protection threats to vulnerable populations.</li><li>Provides leadership, quality delivery and management, and streamlines monitoring, evaluation, and learning for the country programme, in alignment with Geneva Call s strategy. Ensures programmes are monitored and evaluated effectively.</li><li>Manages, supervises, and coordinates all activities in-country related to the implementation of Geneva Call s projects in the country, adhering to proposal guidelines, indicators, budgets, and work plans. Promotes the sharing of learning internally and externally, using results to inform programme decisions and enhance institutional knowledge.</li></ul><p><b>Safety and security management</b></p><ul><li>Oversees safety and security protocols and risk management plans for staff and operations.</li><li>Conducts regular context and risk analyses to ensure safety and operational viability.</li><li>Manages security in line with Geneva Call s policies and standards.</li></ul><p><b>Mission management and coordination</b></p><ul><li>Manages the country mission team, and has on average 2 to 4 direct reports, depending on the size of the mission. Is accountable for all leadership processes in-country such as performance management, duty of care, attendance.</li><li>Ensures transparent financial management and compliance with internal procedures, policies, code of conduct and local laws.</li></ul><p><b>Fundraising and resource mobilisation</b></p><ul><li>Develops and implements a country fundraising strategy to secure necessary resources.</li><li>Leads the preparation of project proposals and donor submissions, ensuring contextual relevance.</li><li>Fosters relationships with donors and identifies new funding opportunities.</li></ul><p><b>Advocacy and communication</b></p><ul><li>Represents Geneva Call s interests with government bodies, donors, and key stakeholders.</li><li>Actively participates in clusters and working groups relevant to Geneva Call s mission.</li><li>Advocates for Geneva Call s initiatives to enhance civilian protection and adherence to IHL.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>A Master s degree (preferred) or a bachelor s degree in political or social sciences, International Humanitarian Law (IHL), Human Rights, or a related field relevant to the role.</p><p>A minimum of 12 years of experience in humanitarian organisations, with a strong preference for at least 15 years, including at least 2 years in a Country Director role.</p><p>Out of total required experience, minimum 7 years experience of working in conflict affected contexts.</p><p>Proven experience in managing multi-donor programmes, teams (including expatriates), and complex operations.</p><p>Strong background in financial and donor management, capacity building, and security management.</p><p>Experience in working with armed groups, De Facto Authorities and Provisional Governments is a strong plus.</p><p>Proposal writing and donor reporting skills.</p><p>Experience working on programmes related to civilian infrastructure and/or rule of law.</p><p>Strong organisational and analytical skills with an entrepreneurial mindset.</p><p>Solid diplomatic skills with the ability to communicate with high-level interlocutors.</p><p>Knowledgeable and passionate about political and security affairs. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>OPERATIONS:</b></p>
<p>The TFM is responsible for all operational aspects of his/her assets including the following.</p>
<p>Technical responsibilities and oversight</p>
<ul>
<li>Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD and MMC operations.</li>
<li>Supports the HDP Operations Manager in the planning and tasking of operational assets.</li>
<li>Manages, mentors and supervises national staff ensuring that they carry out their duties in a responsible manner. Ensure all teams are fully compliant with IMAS, NMAS & DRC HDP SOPs.</li>
<li>Delivers and monitors training to build capacity within the national staff in consultation with the OM.</li>
<li>Regularly conducts internal quality assurance of EOD providing corrective action where necessary.</li>
<li>Daily reporting of all HDP activities to OM and IM unit.</li>
<li>Monitor and analyse productivity and report back with recommendations for improvement</li>
<li>Supports the process of accreditation of DRC HDP in xx country according to legislative requirements, as required.</li>
<li>Assists the OM in the revision of National Standards and DRC HDP SOPs.</li>
<li>Advice, assists and guides other DRC sector staff to mitigate mine and ERW risks when operating in contaminated areas, as required.</li>
<li>Implement security measures in accordance with the security plan and coordinate with the OM.</li>
<li>Support capacity building of national partners through training and mentoring.</li>
<li>Ensure that priorities set by the programme, and NMAA are met, and the requirements of the donors and beneficiaries are taken into consideration</li>
</ul>
<p>Logistics</p>
<p>The TFM is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:</p>
<ul>
<li>Ensure the serviceability of equipment for assigned tasks.</li>
<li>Ensure timely replacement of defective equipment for assigned tasks.</li>
<li>Ensure long-term planning for equipment that has expiry restrictions.</li>
<li>Follow up on requisitions to HQ for his/her assigned tasks.</li>
<li>Ensure damage and losses are reported correctly.</li>
<li>Ensure logistic procedures between the field and HQ are being followed.</li>
<li>Be the Logistic focal point to coordinate with the Logistics Manager in HQ for his /her assigned tasks.</li>
<li>Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment.</li>
</ul>
<p>Administration / Human Resources</p>
<p>The TFM is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:</p>
<ul>
<li>Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determining the root cause and effect on operations.</li>
<li>Ensure correct staff levels are maintained for tasks.</li>
<li>Identify staff that have potential for advancement and make recommendations to the OM.</li>
<li>Conduct annual appraisal of staff as directed by the OM.</li>
<li>Document staff work and leave records on a monthly basis.</li>
<li>Facilitate the recruitment of field-based staff in your field location.</li>
</ul>
<p>Finance, the TFM is to monitor the financial aspects of his/her operations with the following responsibilities.</p>
<ul>
<li>Ensure correct financial procedures are followed at field level.</li>
<li>Verify and sign all field vouchers and payments at field level.</li>
<li>Monitor operational expenditure at field level.</li>
</ul>
<p>Note: The above financial tasks will also include AVR based operations.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>A minimum of 3 years of working experience in Explosive Ordnance Disposal (a minimum of IMAS EOD level 3 qualifications) is required</p>
<p>Experience as a trainer and supervisor of mine action technical staff in EOD is required</p>
<p>Experience in logistics and the safety of personnel and assets is required</p>
<p>Fluency in written and spoken English and Arabic with excellent writing skills required</p>
<p>A high degree of computer literacy is required</p>
<p>Working experience in the humanitarian sector is highly desirable</p>
<p>Substantial documented professional technical experience in mine action</p>
