Although the consultant will primarily work remotely or from the Aden office, the position will involve at least indirect contact with children and/or young people through program-related activities, data collection, communications, interviews, and advisory support. The consultant may also be responsible for tasks that influence or support child safeguarding processes, including reviewing safeguarding measures, contributing to risk assessments, or supporting vetting procedures for personnel involved in child‑related programming. As such, the consultant is expected to fully adhere to Save the Children's Child Safeguarding Policy and uphold the highest standards of child protection throughout the duration of their engagement.</p><br><span><strong>1. Background and Rationale</strong></span><p>Save the Children has worked in Yemen for over 60 years, reaching millions of children and families since its inception, including more than 11.7 million people since the conflict began in 2015. Using a rights-based, child-focused approach, the organisation delivers comprehensive support across child protection, education, health and nutrition, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH). Its community-centred model priorities local leadership, inclusive participation, and meaningful engagement with children, adolescents, and their families, while promoting sustainability through locally driven solutions designed to create long-term impact.</p><br><p>The organisation maintains a strong operational presence in Internationally Recognized Government (IRG)-controlled areas such as Aden, Lahj, and Taiz, where humanitarian needs remain high alongside emerging development opportunities. A critical component of maintaining and expanding this programming is robust resource mobilization and new business development. Timely identification of funding opportunities, strategic donor engagement, and the development of high-quality proposals are essential to sustaining current programmes and scaling impactful initiatives across critical sectors.</p><br><span><strong>2. Role Purpose</strong></span><p>To provide dedicated specialist support to the Country Office's Resource Mobilization and New Business Development functions, focusing on funding information management, liaison with all parts of the Save the Children Alliance, donor engagement, in-country partnership development, and the development of high-quality concept notes and proposals.</p><br><p>The New Business and Proposal Development Specialist will act as a focal person for new business and proposal development processes, supporting the delivery of resource mobilization functions with emphasis on donor relationship management, scoping and identification of new funding opportunities, and development and submission of concept notes and proposals. This assignment is intended to strengthen the Country Office's proposal development capacity and support pursuit of strategic funding opportunities aligned with Yemen programming priorities.</p><br><span><strong>3. Scope of Work</strong></span><p>Responsibility 1: Identification, Planning and Donor Engagement (Approx. 25%)</p><br><ul> <li>Work collaboratively with Country Office management, programme teams, and regional stakeholders on the identification of new funding opportunities</li> <li>Act as a focal person for in-country donors, scoping partnerships and funding opportunities; contribute to developing in-country donor relation management plans</li> <li>Assess and analyse solicitations, outline solicitations, and facilitate the decision-making process (Go-no-Go) in collaboration with relevant stakeholders</li> <li>Prepare management for donor meetings with the necessary required information and documents, including strategic briefings, context developments, and talking points on new opportunities</li> <li>Attend in-country relevant external meetings, building networks with partners and identifying opportunities for strategic partnerships</li> <li>Conduct donor mappings, capturing insights on donor thematic and geographic priorities, volumes of funding, and potential opportunities</li></ul><p>Responsibility 2: Proposal Development and Writing (Approx. 50%)</p><br><ul> <li>Act as a focal person and co-lead in proposal development processes, ensuring the use and monitoring of a proposal development plan with defined timelines and tools</li> <li>Serve as co-lead writer in the proposal writing process, in accordance with donor and Save the Children standard procedures and requirements</li> <li>Form the Proposal Development Team and conduct technical design consultations, kicking off the proposal development process with a plan, timeline, tools, and required documents</li> <li>Develop technical narratives by collecting and integrating contributions from technical sections, organization specialists, partners and stakeholders</li> <li>Act as an editor, proof-reader and perform a lead role in the consolidation of all technical and managerial inputs, plans, annexures etc. required for the proposal</li> <li>Ensure the development of high-quality concept notes and proposals through facilitation of collaboration and sign-off from the design team, Country Office leadership, and other relevant stakeholders</li> <li>Ensure that technical documents and materials are in alignment with donor requirements and procedures and are in line with the cost proposal</li> <li>Participate in technical reviews and revise narrative sections according to the plan and based on feedback during review meetings</li> <li>Contribute to ensuring cross-cutting issues are addressed and thematic areas are integrated according to Save the Children's quality standards</li></ul><p>Responsibility 3: Coordination and Communication (Approx. 15%)</p><br><ul> <li>Lead in problem-solving of issues during the proposal development process, bringing all parties together and finding constructive solutions to complex time-sensitive issues</li> <li>Assist in maintaining internal tracking of progress, deliverables, and timeline; maintain regular communications with relevant people/departments</li> <li>Provide regular updates to senior management on proposal development progress, risks, and opportunities</li> <li>Ensure timely partnership scoping in collaboration with design and partnership teams; support the active participation of CSOs in design development</li></ul><p>Responsibility 4: Knowledge Management and System Strengthening (Approx. 10%)</p><br><ul> <li>Contribute to continuous improvement of the new business and proposal development cycle and process, including developing and updating relevant SOPs/RACIs</li> <li>Document and share lessons learned from each proposal development process with concerned functions</li> <li>Support fundraising capacity building efforts for staff and partner CSOs</li> <li>Actively update the fundraising and opportunity tracker and monitor proposals through Save the Children's Award Management System (AMS)</li> <li>Support standardized upkeep of the country office's proposal content library and related documentation</li></ul><span><strong>4. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. Reporting to the Chief of Party, the DCOP will be responsible for translating the consortium's strategic objectives into high-quality programme implementation, while maintaining the technical excellence, consistency and accountability that define the CCY approach.</p><p><br></p><p>The DCOP will oversee the consortium's programme delivery functions, providing direct supervision to the MEAL, Information Management and Economic Recovery teams to ensure integrated programme management, evidence-based decision-making and adaptive programming. Working closely with consortium partners, the DCOP will promote harmonised implementation, monitor programme performance, identify and address operational bottlenecks, and ensure that programme quality standards are consistently applied across all partners.</p><p><br></p><p>The DCOP will play a central role in operationalising the CCY Strategy, strengthening programme quality assurance, promoting innovation and learning, and ensuring that programme evidence informs decision-making and continuous improvement. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br> <p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br> <p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies . </p><br> <p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br> <p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br> <p><strong>The GBFF project Objective and Strategies</strong></p><br> <p>The suggested project Objective is <i>to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. </i>The Objective is going to be achieved through implementation of four project strategies (Components):</p><br> <ul> <li><strong>Component 1:</strong> <i>Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas; </i></li> <li><strong>Component 2: </strong><i>Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value</i>;</li> <li><strong>Component 3:</strong> <i>Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration</i>; and</li> <li><strong>Component 4: </strong><i>Awareness campaign, knowledge management, and lessons learning</i>. </li> </ul> <p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above. </p><br> <p><strong>2- Scope of Work </strong></p><br> <p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. <p><strong>Project Description</strong></p><br>
<p>Yemen’s southern coastline (spanning Shabwah, Hadramaut, Lahj, and Taiz governorates) is of immense global and regional ecological importance. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br>
<p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br>
<p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .</p><br>
<p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>
<p>Component 4: Awareness campaign, knowledge management, and lessons learning.</p><br>
<p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above.</p><br>
<p><strong>2- Scope of Work</strong></p><br>
<p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. He/She will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery. She/he will provide administrative, financial, and programmatic support as guided by the Project Manager.</p><br>
