<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Overview of position Our client is undertaking a project that aims to restore access to critical urban service in selected cities within the Republic of Yemen under Yemen Integrated Urban Services Emergency Project Phase two (YIUSEP-II) . One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles.</li><li>e. Instruments. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. Equivalent combination of education and relevant senior experience may be considered.</span></li></ul><p><span>Strong technical grounding in education programming, preferably including foundational learning, teacher professional development, education in emergencies, inclusive education, school leadership, and education systems strengthening.</span></p><br><p><span><strong>EXPERIENCE AND SKILLS</strong></span></p><br><ul> <li><span>At least 7 years of progressively responsible experience in education programming, including senior technical advisory, programme quality, programme development, or education management roles in humanitarian and/or development contexts.</span></li> <li><span>Demonstrated experience in Yemen or a comparable conflict-affected and fragile context; strong understanding of Yemen’s education system, operating environment, coordination architecture, and field realities is required.</span></li> <li><span>Proven ability to lead technical programme design, proposal development, logical frameworks, theories of change, technical budgets, donor narratives, and high-quality reports.</span></li> <li><span>Experience providing technical support to complex education portfolios funded by institutional donors, UN agencies, foundations, or multilateral partners.</span></li> <li><span>Strong knowledge of education in emergencies, foundational literacy and numeracy, teacher support, remedial/alternative learning, school safety, inclusive education, and child-centred approaches.</span></li> <li><span>Excellent analytical, writing, presentation, facilitation, and communication skills in English and Arabic.</span></li> <li><span>Proven ability to engage effectively with government counterparts, donors, clusters/sector groups, UN agencies, INGOs, national NGOs, and community-level stakeholders.</span></li> <li><span>Demonstrated commitment to strengthening national staff and partner capacity through coaching, mentoring, participatory approaches, and structured technical support.</span></li> <li><span>Ability to work effectively across functions, influence without direct authority, manage competing priorities, and provide calm technical leadership under pressure.</span></li> <li><span>High level of computer literacy, including Microsoft Office; experience with data analysis, dashboards, or digital monitoring systems is an advantage.</span></li> <li><span>Experience promoting child rights, safeguarding, gender equality, disability inclusion, accountability, conflict sensitivity, and do-no-harm principles in education programming.</span></li></ul><p><span>Ability and willingness to travel to field locations, subject to security and access conditions.</span></p><br><p><span><strong>Additional job responsibilities</strong></span></p><br><p><span>The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.</span></p><br> <p><i><u>(Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs)</u></i></p><br> <p><strong>Application Information:</strong></p><br> <p>Please attach a copy of your CV and cover letter with your application and include details of your current remuneration and salary expectations.
