<p>My client a leading main contractor in Qatar are seeking an experienced Senior SHES Manager to lead and oversee two significant construction packages in Qatar.
The ideal candidate will possess a minimum of 15 years of international experience in an EPC role, specifically within major mechanical construction projects in the Oil and Gas sector.
Key Responsibilities:
* Develop and implement effective SHES Management Systems. - demonstrate experience in leading initiatives aimed at enhancing safety culture and driving continuous safety improvements during the construction of Large Scale LNG Plants, Refineries, or Petrochemical plants.
* Manage and mentor large teams, fostering collaboration and teamwork within a Joint Venture framework.
* Lead and guide the full implementation of the Project SHES Management Systems and Programs.
* Leverage experience to foster implementation of international best practices on both packages.
* Plan and lead resource allocation and ensure effective resource allocations and development across both packages.
* Provide oversight and guidance on SHES Systems, Regulatory compliance and SHES Performance at project sites.
* Prepare, review and update Project Specific SHES Plans and key supporting documents based on corporate and contractual requirements.
* Provide strong leadership within project to ensure that the Company Safety Culture is developed to the expectations of the JV Sponsors and Client, that it is fully implemented and maintained throughout all project phases.

* Support and promote the Observation & Intervention program and the Safety Leadership and Cultural development programs.

Validate Marine Units Crew Certifications to maintain operational compliance and readiness. Contribute to the overall project marine assurance and compliance reporting. Maintain full traceability of marine units and crew compliance. Assist on project marine assurance and compliance reporting and KPIs monitoring, in accordance with QE LNG requirements. Monitor regulatory adherence and support PMT with project documentation review to ensure compliance with Industry, QE LNG, and project marine requirements and specifications. Attend marine units and perform regular inspections to verify compliance with international marine regulations, QE LNG Marine Operations Procedure and project requirements. Site support and onboard verification during marine incident investigations, mechanical breakdown management and fit for service protocols/reporting. Facilitate and support offshore situational awareness and emergency response readiness onboard marine units, support onboard safety and welfare campaigns, promote sharing and implementation of lessons learned and best practices. Support HAZIDs, risk assessments, project technical reviews and marine execution readiness (RTP) sessions. Coordinate with EPC Contractor Marine team to ensure alignment in marine assurance requirements. Contribute capturing marine operations lessons learned (LL), support areas of improvement identification and implementation. Follow up on marine incident investigations corrective actions implementation. . Acting as PMT Marine Representative onboard project marine units to ensure technical objectives are met within the approved procedure and ensure technical marine related interfaces between PMT, site PMT, MWS, Contractor and Marine Crews are managed effectively.<br><br>Qualifications<br><br>Minimum Requirements:<br><br>Bachelor’s degree in sciences, marine disciplines, or engineering or Diploma in marine or nautical disciplines, and STCW II/1, STCW III/1 Certification.<br><br>Knowledge And/or Experience<br><br>10 years marine operations experience.<br><br>Technical And Business Skills<br><br>Knowledge of national and international maritime and shipping regulations. Strong technical and operational marine knowledge Experienced in handling offshore marine units operating in the oil and gas industry.
