<p> JOB CONTEXT: HI Yemen is operating in whole of Yemen (both South and North) with main offices in Sana a and Aden and field offices in Hudaydah and Hajja in the North, and Mokha in the South of the country. As of June 2026, the Programme is implementing projects in 5 main Governorates- Sana a, Hajja and Hudaydah in the North and Aden, Taiz Governorates in the South of Yemen. The main projects are Health, protection, Prosthetic and Orthotic and humanitarian mine action. HI Yemen has funding from ECHO, SDC, BMZ, GAC and MOFA LUX. HI Yemen has been operating in Yemen since 2015, implementing humanitarian response across Yemen, providing assistance to people affected by Yemen conflicts and other disasters. YOUR MISSION: Reporting to the country director and in collaboration with HQ services, the logistics manager ensures the efficient management of logistics resources for the country under his or her responsibility. He or she is the point person for the country director and as such informs him or her of any problems that fall within his or her remit and suggests solutions. He or she participates actively in the phased reorganization of HI in the field. He or she is a key player in the rollout and implementation of HI's logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development. Overall oversight of Program Logistics Management Manager as a role model: embodies HI's values on a daily basis. With a high capacity for analysis and synthesis, you got a proven leadership experience and ability to effectively train and manage logistics team. You got excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and external stakeholders. Under the direct supervision of the Chief of Mission (COM) and under the technical supervision of the Office of Staff Security (OSS) as represented by the Regional Security Officer (RSO) based in the Regional Office in Cairo, the Field Security Officer will be responsible and accountable for providing expert support to enable IOM s activities in the Country Office with all aspects of security risk management. The Field Security Officer will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have impact on the security of IOM personnel, premises, assets, and operational activities.</p><p>1. In coordination with the RSO, regularly review and monitor compliance on the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). Test the functionally and implementation of IOM-specific emergency communications systems, including SCAAN to ensure they are functional, effective and address the programme requirements of the Country Office. This includes actively checking the SCAAN dashboard and posting relevant security advisories in a timely manner.<br>13. Report security matters that have a potential or direct impact on IOM operations immediately to the COM and the RSO.<br>14. In coordination with the COM and the RSO, conduct preliminary enquiries in respect to any security breaches/incidents in the Country Office, working closely with local authorities in efforts to ensure IOM personnel, its assets and interests are protected and appropriate and corrective measure taken.<br>15. Perform such other duties as maybe assigned.</p><p><strong>Desired Candidate Profile</strong></p><h2>Required Qualifications and Experience</h2><p>Master s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience. This individual will supervise program activities in the targeted areas, which include registering families based on vulnerability criteria and overseeing cash distribution activities. Additionally, the project officer will monitor cash distributions, coordinate with financial service providers, and support reconciliation processing as needed. The Project Officer will represent SCI at community meetings, ensuring that robust Monitoring and Evaluation (M&E) systems are established and that results are integrated throughout the project. The Food Security and Livelihoods (FSL) Officer will be responsible for implementing and managing the cash assistance program. <p><br></p><p>Brief about the Project</p><p>The THRIVE Project has been developed alongside the DG MENA-WASL Project to strengthen climate-resilient livelihoods and inclusive agriculture systems in Taiz Governorate through an integrated watershed management approach. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation.
