Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. Review and clear technical designs, implementation approaches, community planning tools, technical guidance notes, and proposals submitted by cooperating partners and field teams. 2. Programme Development and Strategic Support Support the Head of Unit in the strategic planning, design and expansion of the resilience portfolio, contributing technical inputs into strategic documents, concept notes, funding proposals, donor briefs, presentations, and advocacy materials. Contribute to Programme performance reviews to ensure interventions remain relevant, evidence-based, responsive to community needs, cost-effective and aligned with country Programme objectives, identifying bottlenecks, implementation risks and opportunities for improved delivery performance and efficient use of financial, operational and partnership resources. Support annual and multi-year operational planning processes for the resilience portfolio, monitoring grant implementation timelines and expenditure trends and ensuring budgets and workplans are aligned with strategic priorities, donor commitments, available resources and disbursement timeframes to maximize resource utilization and delivery of ICSP outcomes. 3. Government Engagement and Institutional Strengthening Lead day-to-day engagement with relevant government ministries, technical departments and local authorities on climate resilience and livelihoods programming. Support the strengthening of institutional capacities, policies, strategies and systems related to community resilience, livelihoods, ecosystem restoration, climate adaptation, financial inclusion, value chain development and other thematic areas as required. Early applications are encouraged.</p><p><strong>Desired Candidate Profile</strong></p><p>• Degree in a relevant field or equivalent professional experience.<br>• Substantial proven experience providing country-level leadership for multi-sector humanitarian and/or development programmes in complex operating environments.<br>• Strong experience overseeing programme implementation, operational delivery, project management and organizational performance.<br>• Demonstrated success in fundraising, donor engagement and managing grants from institutional donors, including USAID, ECHO and UN agencies.<br>• Excellent interpersonal, communication, public speaking, negotiation and strategic planning skills, with the ability to build relationships across diverse stakeholder groups.<br>• Proven leadership experience with strong coaching, mentoring, performance management and team development capabilities.<br>• Professional fluency in English is essential.<br>• Experience in Yemen, Arabic language skills, advocacy and media engagement, and sector experience in Health, Protection, WASH or Livelihoods are desirable.</p>
