GENERAL INFORMATION JOB TITLE: Head of Operational Information Management TYPE OF CONTRACT/LEVEL: Consultancy Contract CSTI SUPERVISOR: D eputy Country Director - Operations UNIT/DIVISION: OIM DUTY STATION (City, Country): Aden, Yemen DURATION: 11 Months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Operational Information Management and Performance Reporting (OIM&PR) function plays a critical role in creating and maintaining a common operational picture of WFP operations. With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment. Based in Country Offices, the OIM&PR function is responsible for coordinating, consolidating, and managing information flows to provide WFP leadership with a consistent, evidence-based operational picture, supporting informed decision-making, accountability, effective programme management, and coherent internal and external reporting while enhancing collaboration and information sharing between Country Offices and HQ. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority) Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. Products include but are not limited to situation reports for WFP and external audiences, donor reports, briefs, dashboards, Daily Operational Brief entries, proposals, talking points, among others. Manage other CO OIM staff, providing training, guidance, and other support as needed. Draft clear, concise, and audience-tailored analytical content to inform programme design and adaptation, management decision-making, advocacy, fundraising, and external engagement. Analyze the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFPs strategic information provision to key decision-makers. Collect, analyze and synthesize relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact. Coordinate information flows and reporting processes across relevant Country Office units and Headquarters counterparts, ensuring timely responses to information requests and quality assurance of reporting outputs. Take stock of and implement innovative improvements to OIM products, tools, systems, processes, and workflows to enhance information management, reporting quality, and operational efficiency. Additional Accountabilities that may be requested: Contribute to the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information. Support donor reporting and proposal development with timely, validated information; Support the maintenance of a central repository of indicators, baselines, targets and achieve results to streamline reporting across grants in coordination with M&E and partnerships units. Collaborate with counterparts in other UN agencies and NGOs to ensure consistency in humanitarian information and to complement WFP analysis and information. Coordinate WFP inputs to monthly and ad-hoc submissions to relevant working groups (e.g., IACWG, Nutrition Cluster, Food Security Cluster) meeting publication deadlines and engage proactively in relevant IM-related meetings. Provide reporting and Information Management guidance to OIM officers at CO level and provide analytical and technical support in streamlining reporting tasks. Contribute to the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies. Contribute to the development and maintenance of knowledge management systems and information repositories, ensuring effective archiving of key programmatic documents, systematic documentation of best practices and lessons learned, and easy access to strategic information products for evidence-based decision-making. Provide administrative support to the OIM unit and/or the relevant Division, as needed. </p><p><strong>Desired Candidate Profile</strong></p><p>Advanced University degree in International Relations, Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.</p><p>3 years or more of postgraduate professional years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, information management or reporting.</p><p>Fluency (level C) in English is a requirement. In this highly fragile context, WFP is currently implementing its Interim Country Strategic Plan (ICSP), which entails one of the organization s largest emergency portfolios globally. This massive operation is structured around an unconditional targeted food assistance intervention, and the Rapid Response Mechanism (RRM) to address sudden-onset shocks, all complemented by preventive and targeted nutrition supplementation; local frontline capacity strengthening and linkages with social protection and resilience agenda to reduce humanitarian needs. To ensure the effective management of these critical safety nets, the WFP Yemen Country Office is seeking an International Consultant to lead its Emergency Food Assistance team and operations. The incumbent will serve as the designated Activity Manager (URT1) currently based in Aden, driving day-to-day operational excellence, supervising technical field teams, leading and coordinating complex retargeting exercises. JOB PURPOSE To provide strategic leadership, operational oversight, and technical direction for WFP s Targeted Emergency Food Assistance operations in Yemen. The incumbent will manage resource pipelines, oversee cooperating partners, lead a multi-disciplinary program team, support Field Offices and steer modality shifts toward digital cash transfers. Additionally, the position acts as a primary technical interlocutor with de facto and internationally recognized government authorities, UN sister agencies (UNICEF, UNFPA), and international financial institutions (World Bank) to advance social protection systems, emergency preparedness, and joint safety net integration across the country. Emergency Preparedness & Response (EPR): Lead the Country Office's emergency preparedness efforts alongside a dedicated international Program Policy Officer (PPO). <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. <p>The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, working to save lives and combat hunger globally. In Yemen, one of the world's most severe humanitarian crises continues to drive widespread food insecurity and vulnerability. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support.
