According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions. To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy. The VAM unit manages and analyzes a wide range of datasets and produces regular analytical products, including monthly food security updates, quarterly food security and market monitoring and market functionality assessments. Through rigorous data collection, analysis, and reporting, the unit plays a central role in informing WFP's response and supporting humanitarian decision-making across Yemen. JOB PURPOSE: The VAM Officer (Assessments) will support the planning, design, implementation, and coordination of food security, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments conducted by WFP Yemen. The position is responsible for ensuring the collection and analysis of high-quality data to generate timely and reliable evidence on food security, humanitarian needs, market functionality, population vulnerabilities, and the effectiveness of targeting approaches and WFP interventions. Participate in meetings with internal stakeholders to discuss the utilization of foreseen contributions and support the process of developing funding proposals.</p><p>Funds, Performance Management, and Reporting</p><p>10. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: To support and strengthen the management of Cooperating Partner (CP) engagements, performance, compliance, risk management, partnership agreements, and capacity development. The incumbent will ensure effective partner onboarding, oversight, accountability, and compliance with organizational policies and donor requirements while maintaining strong coordination with technical units, field offices, and external partners. Key Responsibilities 1. Support the rollout and adoption of Partner Connect digital modules and provide technical guidance and user support to partners and staff to enhance partnership management efficiency and compliance. 2. Cooperating Partner Performance Evaluation Lead the planning and implementation of annual and periodic CP performance evaluations in coordination with Field Offices and cross functional units. Review and update evaluation tools and methodologies for different programme activities. Ensure timely completion of CP evaluations and follow up on outstanding inputs. Oversee the consolidation of evaluation findings, generate overall performance ratings, and prepare analytical reports for management. Provide regular updates on evaluation progress, challenges, and required management actions. 3. Capacity Strengthening and Improvement Planning Develop and disseminate partner improvement action plans based on performance evaluation findings. Review and strengthen recommendations from Field Offices and technical teams to address identified performance gaps. Coordinate capacity-strengthening initiatives covering PSEA, integrity, gender, protection, supply chain, risk management, compliance, and other organizational requirements. 4. Risk Management, Assurance and Compliance Oversight Support the development and regular updating of CP risk assessments and mitigation plans. Coordinate risk-based assurance and spot-check plans in collaboration with relevant units. Liaise with audit firms and partners during spot checks, audits, and assurance reviews. Monitor corrective actions arising from audits and spot checks and ensure timely resolution. Disseminate donor compliance requirements and partner accountability standards. 5. Knowledge Management and Cross-Cutting Compliance Ensure the integration of cross-cutting priorities, including PSEA, gender, protection, environmental and social safeguards, into partnership processes and agreements. Develop guidance materials, standard operating procedures, templates, and communication tools to support staff and partners. <p><br></p> <p> </p> <p> <b>ACCOUNTABILITIES/RESPONSIBILITIES:</b> </p> <ul> <li> <p>Contribute towards the development of Yemen country office specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.</p> </li> <li> <p>Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.</p> </li> <li> <p>Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.</p> </li> <li> <p>Accountable for the accurately processing national payroll within the delegated authority. </p> </li> <li> <p>Deliver onboarding activities which ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.</p> </li> <li> <p>Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to retain, manage and develop a high caliber workforce to deliver business objectives including assisting managers in succession planning.</p> </li> <li> <p>Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.</p> </li> <li> <p>Collect and analyze data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.</p> </li> <li> <p>Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.</p> </li> <li> <p>Lead various projects within Human resources management function including the one payroll project focusing on bringing together various payroll systems together.</p> </li> </ul> <p> </p> <p> <b>QUALIFICATIONS & EXPERIENCE REQUIRED:</b> </p> <p> </p> <p> <b>Education:</b> </p> <p>Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with three additional years of related work experience.</p> <p> </p> <p> <b>Experience:</b> </p> <p>Total relevant 7 years of experience including 3 years of Professional experience in Human Resources with an interest in international humanitarian development.</p> <p> </p> <p> <b>DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE HR SERVICES:</b> </p> <p> Has provided direction and instruction to more junior staff members within area of payroll, staff engagement and benefits and entitlement management.</p> <p> Has gained extensive experience providing administrative and systems support across multiple activities in employment life cycle including recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.</p> <p> </p> <p> <b>Knowledge & Skills:</b> </p> <ul> <li> <p>Broad or specialized knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.</p> </li> <li> <p>Ability to supervise and support more junior and/or less experienced members of the team.</p> </li> <li> <p>Ability to work with minimal supervision.</p> </li> <li> <p>Ability to analyze data, draw conclusions and recommend a course of action.</p> </li> <li> <p>Good communication skills required to give and receive information and work with a variety of individuals.</p> </li> <li> <p>Ability to establish and maintain effective relationships with clients and provide client-oriented service.
