Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The project aims to enhance institutional effectiveness, improve governance systems, strengthen public sector performance, and support sustainable capacity development toward increased national ownership and resilience.</p><br> <p>The project contributes to strengthening public institutions and enabling more effective, accountable, and responsive governance in Yemen.</p><br> <p><strong>Position Purpose</strong></p><br> <p>The Project Manager will lead the overall implementation, management, and coordination of the project “Modernizing Public Institutions and Systems in Yemen (MPISY).”The incumbent will report directly to the UNDP Programme Manager / Governance Team Leader and will be responsible for providing strategic, technical, and operational leadership to ensure successful project delivery.</p><br> <p>The Project Manager will work closely with government institutions, implementing partners, development partners, and relevant stakeholders to ensure coordinated implementation of project activities. JOB PURPOSE: The VAM Officer (Assessments) will support the planning, design, implementation, and coordination of food security, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments conducted by WFP Yemen. The position is responsible for ensuring the collection and analysis of high-quality data to generate timely and reliable evidence on food security, humanitarian needs, market functionality, population vulnerabilities, and the effectiveness of targeting approaches and WFP interventions. The incumbent will coordinate all stages of assessments, from methodology and questionnaire design through data collection, analysis, validation, and reporting, ensuring adherence to WFP standards and best practices. The role will contribute to the production of evidence and assessment findings that inform Programme design, targeting, emergency response, and strategic decision-making, while promoting innovative assessment methodologies and data collection approaches to strengthen the quality and credibility of evidence generated by the VAM unit. Key Accountabilities (not all-inclusive) Lead the planning, design, and implementation of food security & livelihoods, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments using face-to-face or remote survey techniques. Develop assessment methodologies, survey tools, questionnaires, sampling approaches, field protocols, and operational plans in line with WFP standards and best practices. Coordinate assessment activities with field offices, cooperating partners, enumerators, service providers, government counterparts, and other stakeholders to ensure timely and high-quality implementation. Manage remote data collection activities, including telephone-based surveys and call center operations, and serve as the primary focal point for coordination, performance monitoring, troubleshooting, and follow-up with external service providers. Lead assessment fieldwork, including enumerator training, pilot testing, field supervision, data collection monitoring, and implementation of quality assurance measures to ensure the accuracy and reliability of data. Analyze and interpret quantitative and qualitative data to generate evidence on food security conditions, livelihoods, market functionality, vulnerabilities, humanitarian needs, and the impact of WFP interventions. Coordinate beneficiary targeting validation and verification exercises, ensuring the effective application of established targeting criteria, model, tools, and standard operating procedures. Support periodic market functionality assessments following </p><p><strong>Desired Candidate Profile</strong></p><p>University degree in Statistics, Economics, Food Security, Agriculture, Social Sciences, Development Studies, Monitoring and Evaluation, Public Policy, Geography, Data Analysis, or another field relevant to humanitarian assessments and vulnerability analysis, with strong training in survey methodology, sampling, statistical modelling, and quantitative/qualitative analysis.</p><p>Total relevant 5 years of experience including 1 year of Professional experience in statistics, quantitative/qualitative analysis, survey methodology, data management, monitoring and evaluation, food security analysis, economics, or a related field. Experience in survey design, sampling methodologies, statistical analysis, data quality assurance, and management of large datasets is highly desirable. Overall purpose of the role: The Grants and Partnerships Coordinator role has a country focus and ensures compliance with DRC-led Consortia procedures, donor regulations, and internal DRC guidelines. The role contributes to the development of consortium strategies and supports their translation into action plans and day-to-day tasks for consortium partners. The Grants and Partnerships Coordinator provides technical support and guidance to DRC-led Consortia members, with a strong emphasis on partner management, coordination, and quality assurance. Key responsibilities include; • Leading the development of high-quality funding proposals for the DRC-led Consortia, ensuring compliance with donor and internal requirements, overseeing donor reporting processes, strengthening information management systems, responding to adhoc donor meetings and related preparations and supporting grants-management capacity-building efforts. • The Grants and Partnerships Coordinator manages the consortium agreements with partners, works closely with consortium partner grants teams on project cycle management, proposal development, donor reporting, program strategy, and assists in advising and supporting field teams to ensure the effective and successful implementation of all activities. • The role also supports communications and visibility efforts, ensuring timely production of high-quality communication materials and compliance with donor visibility requirements.
