The role works closely with schools, district education offices, communities, and project stakeholders to support implementation of learning materials distribution, teacher/supervisor support, school-level activities, monitoring, and documentation. The Education Officer contributes to implementation quality for Sub-component 1.2 (student learning materials, ASER, reading and remedial support) and Sub-component 1.3 (teacher/principal/supervisor support, school improvement planning, and supportive supervision tools), while ensuring timely reporting and coordination with the MEAL team and ESS team. KEY AREAS OF ACCOUNTABILITY: Program Implementation: The Education Officer will: <ul> <li>Support the implementation of SEAL project activities in the targeted districts and schools according to approved plans and timelines.</li> <li>Prepare weekly and monthly workplans in coordination with the Technical Manager.</li> <li>Support organization and facilitation of trainings, workshops, meetings, assessments, and community mobilization activities.</li> <li>Assist in the distribution of teaching and learning materials to beneficiaries and ensure proper documentation.</li> <li>Conduct regular field visits to schools and project sites to monitor implementation progress and identify challenges.</li> <li>Ensure activities are implemented according to Save the Children and World Bank quality standards and procedures.</li> <li>Support coordination of transportation and logistical arrangements for project activities in collaboration with Supply Chain and Admin teams.</li> <li>Ensure Key Responsibilities and Deliverables 1. Environmental and Social Safeguarding (ESS) & Accountability <ul> <li>Risk Management: Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</li> <li>Sensitization & Orientation: Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</li> <li>Protection Awareness: Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</li> <li>Accountability to Affected Populations (AAP): Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</li> <li>Incident Reporting: Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</li></ul>2. Textbook (academic, remedial, reading stories) Distribution Verification <ul> <li>Field Verification: Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li>Discrepancy Reporting: Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul>3. Reading[RS2]  and Remedial Program Monitoring <ul> <li>Classroom Observations: Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li>Qualitative Feedback: Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul>4. Data Collection, Reporting, and Documentation <ul> <li>Digital Data Collection: Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li>Informed Consent & Media: Identify and document project field photos. Written or recorded Informed Consent must be explicitly obtained from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul>Data Protection, Privacy, and Confidentiality <ul> <li>Protection of Personally Identifiable Information (PII): The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li>Confidentiality of Child Data: In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li>Data Sharing Restraints: The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li>Secure Communications: Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups).
