The role works closely with schools, district education offices, communities, and project stakeholders to support implementation of learning materials distribution, teacher/supervisor support, school-level activities, monitoring, and documentation.</span></p><br><p><span>The Education Officer contributes to implementation quality for Sub-component 1.2 (student learning materials, ASER, reading and remedial support) and Sub-component 1.3 (teacher/principal/supervisor support, school improvement planning, and supportive supervision tools), while ensuring timely reporting and and ensure proper documentation.</span></li> <li><span>Conduct regular field visits to schools and project sites to monitor implementation progress and identify challenges.</span></li> <li><span>Ensure activities are implemented according to Save the Children and World Bank quality standards and procedures.</span></li> <li><span>Support coordination of transportation and logistical arrangements for project activities in collaboration with Supply Chain and Admin teams.</span></li> <li><span>Ensure proper filing and archiving of activity documentation, attendance sheets, visits to schools and project sites and share findings with the Project Coordinator.</span></li> <li><span>Ensure proper use of standard checklists, forms, and digital tools where applicable.</span></li> <li><span>Support documentation of lessons learned, success stories, best practices, and case studies.</span></li> <li><span>Assist in facilitating third-party monitoring (TPM) visits and other monitoring activities.</span></li> <li><span>Ensure community participation and feedback mechanisms are integrated into project implementation.</span></li> <li><span>Support compliance with ESS monitoring systems and World Bank ESMF requirements applicable to field implementation.</span></li></ul><p><span><strong><u>Coordination</u></strong></span></p><br><ul> Manager.</span></li> <li><span>Coordinate with other Save the Children sectors for integrated programming activities where applicable.</span></li> <li><span>Engage with children, parents, and communities to support effective implementation and monitoring of education activities.</span></li> <li><span>Support targeted people during implementation of activities.</span></li> <li><span>Assist in facilitating trainings and orientation sessions for teachers, volunteers, and community members as requested.</span></li> <li><span>Promote understanding and compliance with Child Safeguarding policies among staff, volunteers, and stakeholders.</span></li> <li><span>Provide regular feedback to volunteers and field teams to improve implementation The National Education Technical Advisor will provide strategic and technical leadership for the Yemen Country Office education portfolio, ensuring that education and education in emergencies programming is contextually grounded, technically strong, inclusive, safe, evidence-based, and aligned with Save the Children standards, the Country Strategic Plan, national education priorities, donor requirements, and global education commitments.</span></p><br><p><span>The role holder will lead the technical direction, quality assurance, programme design, learning agenda, donor engagement, and external representation for the education sector. The position will strengthen national technical leadership and institutional memory within the Country Office, support high-quality delivery through field teams and partners, and contribute to the sustainable nationalisation of senior education advisory functions.</span><span>In the event of a major humanitarian emergency, the role holder may be expected to work outside the normal role profile gender and disability inclusion, safeguarding, child participation, climate and disaster risk, and operational feasibility.</span></li> <li><span>Contribute to country-level strategic planning, annual planning, portfolio reviews, master budgeting, risk management, and prioritisation of education investments.</span></li> <li><span>Support senior management in positioning Save the Children as a credible technical actor in education and education in emergencies in Yemen.</span></li></ul><p><span><strong>Programme Development, Fundraising and Donor Engagement </strong></span></p><br><ul> <li><span>Lead or provide senior technical inputs to the design of education proposals, concept notes, logical frameworks, theories of change, budgets, indicators, results frameworks, risk analyses, quality standards.</span></li> <li><span>Identify education funding opportunities and contribute to strategic donor positioning, in coordination with NBD, awards, partnerships, advocacy, operations, finance, and member colleagues.</span></li> <li><span>Provide technical leadership for donor discussions, technical clarifications, proposal revisions, and evidence-based justification of education across the education portfolio, including review of workplans, implementation tools, training packages, technical guidance notes, procurement specifications, assessment tools, reports, and partner deliverables.</span></li> <li><span>Support field teams and partners to translate technical approaches into practical, sequenced, and feasible implementation plans.</span></li> <li><span>Lead or support technical quality reviews for key education interventions such as teacher professional development, classroom-based support, foundational literacy and numeracy, remedial learning, reading activities, school improvement planning, safe schools, and inclusive learning environments.</span></li> <li><span>Ensure education programmes apply recognised good practice, Save the Children standards, child safeguarding requirements, accountability principles, and safe participation of children.</span></li> <li><span>Undertake regular field visits, where security and access allow, to Social Sciences, or a related field. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups).
