Damage to and disruption of water, sanitation, and hygiene (WASH) services have increased the risk of waterborne diseases, including cholera and acute watery diarrhoea (AWD), as well as malnutrition, particularly among children under five and other vulnerable populations. To address these challenges, the Yemen WASH Consortium (YWC), composed of Oxfam, NRC, and YFCA, is planning to implement an integrated WASH interventions in eight districts across Hajjah, Al Hudaydah, Ibb, and Marib governorates. Building on the partners' extensive humanitarian experience and long-standing presence in Yemen, the consortium works to improve access to safe water, sanitation, and hygiene services for crisis-affected internally displaced persons (IDPs) and host communities. The programme aims to reduce morbidity and mortality associated with waterborne diseases and malnutrition through sustainable, climate-resilient, and shock-responsive WASH interventions. It seeks to ensure equitable access to quality WASH services while strengthening community resilience to future emergencies and climate-related shocks. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. Operating within a highly volatile and politically fragmented landscape, the incumbent will provide technical, operational, and coordination support to cross-functional teams and field offices to ensure that all humanitarian, resilience, and livelihoods operations promote equitable participation, safe access, meaningful inclusion, and robust accountability channels. JOB PURPOSE To drive the technical design, operational mainstreaming, and compliance monitoring of Gender, Protection, Inclusion, and AAP priorities across the entire project lifecycle in the Yemen country office. The incumbent will serve as the primary operational resource person for the Framework for Accountability for Results (FAR), act as a key Country Office focal point for PSEA safeguarding compliance, and coordinate closely with internal units, UN sister agencies, and civil society partners to transform cross-cutting gender and risk analyses into actionable field guidance. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): Under the direct supervision of the Head of Programme, the National Programme Policy Officer (NOA) will execute the following core accountabilities: 1. Technical Mainstreaming & Operational Design End-to-End Integration: Lead the operational integration of gender equality, protection mainstreaming, disability inclusion, AAP, and safeguarding measures across all phases of WFP Yemen s program cycle encompassing assessment, design, implementation, monitoring, and learning. Equitable Program Delivery: Provide actionable technical guidance to ensure that emergencies, nutrition, and livelihood interventions actively promote women's leadership, economic empowerment, safe digital/financial inclusion, and targeted access for marginalized groups. Risk Management & Safeguarding Control (PSEA Focal Point) Cross-Cutting </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master s or equivalent) in Gender Studies, Social Sciences, International Development, Public Policy, Development Studies, Humanitarian Affairs, or another academic field relevant to international humanitarian/development assistance. Alternatively, a First University Degree (Bachelor s) combined with a minimum of two (2) additional year of directly related professional work experience.</li><li>Total relevant 5 years of experience including 1 year of Professional experience progressively responsible professional experience in gender mainstreaming, protection tracking, community accountability, safeguarding, or social inclusion within the humanitarian or development sector.</li><li>Proven experience supporting complex field operations, preferably in high-risk, fragile, or conflict-affected operating environments.</li><li>Demonstrated experience designing and facilitating technical training workshops, learning sessions, and capacity-building initiatives for diverse institutional stakeholders.</li><li>Direct experience conducting field-level risk assessments, focus group discussions, or formative qualitative research related to marginalized populations.</li><li>Desirable: Direct experience working on livelihoods, nutrition-sensitive programming, financial inclusion, or women's economic empowerment initiatives within Yemen.</li><li>Thorough understanding of protection mainstreaming, disability inclusion principles, AAP tools, and PSEA minimum standards inside enterprise-scale operations.</li><li>Familiarity with Results-Based Management (RBM), Country Strategic Plan (CSP) execution models, and data-driven program adjustments.</li><li>Excellent analytical, report-writing, and presentation capabilities, with a proven ability to translate complex socio-cultural data into practical field instructions.</li><li>Strong interpersonal skills and the ability to work effectively across functional teams (Supply Chain, CBT, RAM, Finance) and with external local authorities and community leaders.</li><li>Fluency in both English and Arabic.</li></ul>
