FSP Reconciliation & Financial Control: Lead the monthly financial reconciliation process immediately following report submissions by active Financial Service Providers (FSPs). Formulate detailed reconciliation reports, flag variances, and coordinate with third-level support to resolve data glitches. Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance. Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. The incumbent will report directly to the Head of operations and will be responsible for the following tasks and responsibilities. Leadership & Management Provide overall management and strategic guidance to the Field Office. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>

These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. Organizational Context and Scope Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the Programme Coordinator (Programme Support Unit (PSU)) will be responsible for coordinating and implementing the Programme Support related activities of the Unit. In close coordination with the relevant units at the Regional Office and Headquarters (HQ), the Programme Coordinator (Programme Support Unit (PSU)) will be responsible and accountable for project development and donor liaison activities through the development, review and submission of project proposals and donor reports, coordinating the project development, donor and institutional reporting in the fields of migration management, emergency response, other programmes in the Country Office (CO), as well as identifying opportunities for developing and promoting International Organization for Migration s (IOM s) strategic objectives through programmes in CO and for developing Strategic Partnership with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders in line with IOM global, regional and country strategies including the Strategic Results Framework (SRF).</p><p>1. Identify project opportunities based on national needs, in close collaboration with relevant Units in the CO, and the Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO). Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Ensure the review and endorsement of concept notes, proposals and donor reports on IOM s relevant software application, while also ensuring compliance with donor interests and requirements, and IOM s Project Handbook Guidance and results-based management standards.</p><p>5. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.</p><p>6. Support Project Managers in coordinating the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the Resource Management units as required. Liaise between IOM Finance colleagues and Programme Managers to ensure that the latter are observant of IOM and Donors financial requirements.</p><p>7. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.</p><p>8. Coordinate with Programme Managers, Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.</p><p>9. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.</p><p>13. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.</p><p>14. Act as IOM Yemen focal point and respond to inquiries from Headquarters and network of IOM regional offices. Chief of Mission Support</p><p>15. In coordination with the Chief of Mission, represent the CO in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.</p><p>16. In Coordination with the Programme Managers and Resource Management Unit, identify areas of projects/programme implementation which require the Chief of Mission intervention.</p><p>17. Represent the Chief of Mission in inter-agency meetings when related to the development and implementation of joint programmes, in coordination with Programme Coordinators/Managers as well as in any other meetings, as requested by the Chief of Mission.</p><p>18. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.</p><br> <p>UNDP is an implementing partner for the World Bank for a number of projects. This CTA will work as a senior advisor to management and all project managers on partnership with World Band and will be responsible for the management of three WB Projects:</p><br> <ol> <li><strong>Yemen Food Security Response and Resilience Project which aims</strong> at improving the availability of and access to food and nutritious diets, both in the short and medium term, for targeted households Yemen’s capacity to respond to food insecurity. UNDP is responsible for implementing component 1 of the project on Improving agricultural production infrastructure and building climate resilience</li> <li><strong>Yemen Emergency Social Protection Enhancement and COVID 19 Response Project which aims at</strong> providing immediate relief to food insecurity and malnutrition while also increasing resilience to food insecurity and malnutrition in the future, through providing cash assistance and much-needed services for vulnerable households that are most at risk of malnutrition (Cash for Nutrition), creating employment opportunities for vulnerable populations, improve productivity, strengthen social cohesion, and respond to the anticipated effects of climate change (Cash for Work), and building valuable socio-economic assets for local communities that help improve access to key services and small infrastructure.</li> <li><strong>Yemen Improved Water Management and Irrigation for Sustainability and Efficiency in Yemen aiming</strong> at strengthening climate resilience and water security for people in selected water basins in Yemen through enhancing resilience of beneficiaries to climate risks ,and provide them with water, sanitation, and/or hygiene, that is safely managed </li> </ol> <p><strong>Duties and Accountabilities</strong></p><br> <p><strong>1.) Lead Results-based project management, implementation, monitoring and evaluation, and reporting. </strong></p><br> <p> • Establish the work plans, activities, targets, budgets, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient project implementation and operations; <br> • Ensure the achievement of outputs in line with the approved Annual Work Plans through the day to-day planning, management and implementation of activities; <br> • Lead and provide support to the project teams and the Responsible Parties on the achievement of specific results of the project as per the AWPs; <br> • Prepare regular and timely progress and impact reports as per agreement with the WB for the projects; <br> • Participate in all internal and external (coordination) meetings representing the projects; <br> • Manage and monitor identified project risks and issues and update the risk status and issue in Quantum; <br> • Plan and prioritize work activities to meet organizational goals; and organize and oversee work processes efficiently to achieve quality results; <br> • Ensure proper monitoring and evaluation procedures are instituted and ensure proper monitoring of projects’ progress against annual and quarterly work plans and budgets; <br> • Supervise and guide the Third-Party Monitoring Agent to undertake monitoring visits;<br> • Facilitate proper monitoring of project inventory, attendance records, filing system; <br> • Ensure timely management and recruitment of project staff in accordance with UNDP guidelines; <br> • Ensure both projects are implemented according to UNDP and WB Safeguards standards and policies and according to the project Environment and Social Mgt Framework (ESMF) and related actions agreed with the WB; <br> • Ensure grievances and incidents related to the UNDP Safeguards standards and policies are followed up in terms of timely investigations and reports. <br> • Undertake any other duties as may be required by counterparts and UNDP. </p><br> <p><br><strong>2.) Ensure effective financial management and reporting </strong></p><br> <p>• Ensure accountability for, and efficient use of project funds; <br> • Manage and monitor requests for financial resources and ensure accuracy and reliability of financial reports; <br> • Supervise requisitions, purchase orders and payment and ensure monthly delivery updates to the Programme Officer on financial delivery performance; <br> • Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement process, efficient logistics and sound financial management; <br> • Liaise with the Responsible Parties and other UNDP project staff on financial management of the project activities, including monitoring project financial expenditures and transactions; <br> • Ensure the integrity of financial system and overseeing the administrative, financial and budgetary aspects of the project activities; <br> • Ensure smooth audit of national partner institutions; <br> • Ensure integrity of financial systems and consistent application of UNDP Internal Control <br> • Framework (ICF), rules and regulations </p><br> <p><br><strong>3.) Promote Strategic Partnerships and Resources Mobilization </strong></p><br> <p>• Engage in a constructive dialogue with partners in Yemen, the World Bank, and other stakeholders, especially to maximize consistency and synergy between the various support components, as informed by the priorities of the project document. <br> • Establish and maintain dialogue with government counterparts, both local and national, civil society, partners, donors and communities to provide knowledge and understanding while ensuring accurate interpretation of the project objectives <br> • Promote linkages, synergistic, relationships, networking and teamwork between counterparts, donor community and UN system; <br> • Create tools and communications materials to promote project objectives, establish contact as a focal person for project in support to the UNDP CO cooperation with the World Bank and other donors; <br> • Maintain relationships between the project and the WB through the review meetings and Project Steering Committees and present a clear analysis of how their financial support has contributed to the results they requested and promote the institutional development efforts to new donors. </p><br> <p><br><strong>4.) Provide top-level coordination support to World Bank Projects in Yemen</strong></p><br> <p>• Provide support and advice to other portfolios managing World Bank projects, to ensure a coordinated and consistent approach to WB projects<br> • Advise senior management and all project managers on WB strategic issues and corporate compliance requirements and procedures<br> • Ensure coherent and coordinated responses and messages to WB on strategic and operational issues <br> • Promote cross-unit teamwork between WB teams to ensure similar approaches to WB communications, fiduciary and safeguards reporting<br> • Ensure Third Party Monitoring effectiveness across all WB projects<br> • Supervise the UNDP call center and all grievance redress mechanisms for effective use by all UNDP Projects in Yemen</p><br> <p><strong>5.) Lead Gender Equality and Women’s Empowerment and knowledge management and capacity building</strong></p><br> <p>• Supporting gender mainstreaming throughout the project life cycle including design, planning, implementation, monitoring and evaluation <br> • Ensure coordination and partnership with national gender mechanisms, women-led organizations, academies, networks, forums, etc.; <br> • Support the institutional and technical capacity of the project team and stakeholders on gender equality and women’s empowerment as well as social safeguards aspects; <br> • Support the implementation and reporting of gender-responsive actions, and allocating the required resources; <br> • Contribute to the country office communication, and knowledge management system on gender equality and women’s empowerment. <br> • Identify capacity building needs and opportunities. <li>Support various operational facets of the Supply Services team including warehouses, logistics, and factory.</li>
<li>Actively participate in various different projects, offering innovative ideas and solutions.</li>
<li>Engage in data collection and analysis to enhance supply chain efficiency and effectiveness.</li>
<li>Assist with meticulous documentation and record-keeping for Supply Services ventures.</li>
<li>Collaborate with different departments to support multifaceted projects and broaden your scope within supply chain dynamics.</li>
</ul><br><br>The experience we're looking for <br><ul>
<li>Currently pursuing or recently completed a degree in Supply Chain Management, Logistics, Economics, Engineering, Computer Science, or a related field</li>
<li>Previous experience (internships or academic projects) in FMCG or a large international company is a plus</li>
<li>Demonstrated interest in Supply chain management, logistics</li>
<li>Proficient in Microsoft Office Suite (particularly Excel) and eager to learn new digital tools</li>
<li>Fluent in English (mandatory); German is a strong plus</li>
<li>Strong organizational skills with the ability to manage priorities and work under tight deadlines</li>
<li>Proactive, fast learner with a positive mindset and a strong willingness to contribute</li>
