Partner and collaborate with counterparts across Country Office functions to promote an integrated supply chain approach to food assistance and strengthen cross-functional operational alignment. Support monitoring of supply chain activities to ensure compliance with established strategies, policies, procedures, controls, and internal standards, while improving operational efficiency and overall performance. Guide support staff, acting as a point of referral and providing support on operational analysis and technical queries. Contribute to preparedness actions and support rapid emergency response operations, including the deployment of food and resources at the onset of a crisis. Funds Management Standardize Supply Chain funds management processes and develop, maintain, and implement Standard Operating Procedures (SOPs) and guidance materials to ensure compliance with WFP financial policies, procedures, internal controls, and consistent funds management practices. Supervise Supply Chain payment processing and provide financial advice to support cost-effective operational decision-making. Carry out Supply Chain financial planning activities, including cash flow forecasting and Food Transfer Cost (FTC) budgeting, encompassing budget preparation, monitoring, analysis, and periodic reviews to ensure the timely fulfilment of financial obligations and effective utilization of available funds. Monitor, reconcile, and report on Supply Chain funds utilization, identifying deficits, surpluses, and related risks, and recommending corrective actions to support effective resource management and informed decision-making. Implement and maintain corporate financial tools, systems, and controls, and design and enhance Supply Chain funds and expenditure monitoring tools to strengthen Supply Chain financial management, reporting, accountability, visibility, forecasting, and decision-making at the Country Office level. Ensure accurate financial tracking and reconciliation during project closures, resource reallocations, and resource transfers. Contribute to the preparation of project documents, funding proposals, budgets, and financial status reports through the provision of timely funds and expenditure analysis. To ensure the effective management of these critical safety nets, the WFP Yemen Country Office is seeking an International Consultant to lead its Emergency Food Assistance team and operations. The incumbent will serve as the designated Activity Manager (URT1) currently based in Aden, driving day-to-day operational excellence, supervising technical field teams, leading and coordinating complex retargeting exercises. JOB PURPOSE To provide strategic leadership, operational oversight, and technical direction for WFP s Targeted Emergency Food Assistance operations in Yemen. Cash-Based Transfer (CBT) Realignment: Operationalize required shifts in the positioning and utilization of the CBT modality within the TEFA framework. Spearhead the expansion and transition to digital cash transfers where operationally viable. Social Protection Systems Interoperability: Advance dialogue and operational synergies with national Social Protection and Cash and Market Working Group actors around three strategic entry points: Mutualization of data collection efforts for household retargeting. Articulation of emergency relief with shock-responsive social protection programs, promoting consolidated deduplication mechanisms (UN Building Blocks). Transition to unified, digital cash transfer mechanisms. Emergency Preparedness & Response (EPR): Lead the Country Office's emergency preparedness efforts alongside a dedicated international Program Policy Officer (PPO).
