<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Logistics Officer will perform the following duties with full effectiveness, transparency, and integrity:</p><p>Ensure that all inbound supplies are as per the contract specifications in terms of quantity, quality, INCOTERMS and Distributed as per the approved distribution plans.</p><p>Provide technical support on specifications, cost implications and logistics arrangements for safe delivery of supplies</p><p>Provide advice and technical support to suppliers, customs clearance agents and office team on required logistics arrangements to facilitate projects implementation and the flow of supplies.</p><p>Ensure that goods and services are provided according to client needs with lead times that meet contracts deadlines</p><p>Ensure that all logistics actions are conducted as required by Our client according to Our client Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;</p><p>Update Logistics standard operating procedures to ensure best practices that meets operational needs</p><p>Review shipping documents and shipments exemption requests for information consistency prior to communicating with official authorities</p><p>Monitor the progress of shipments for our client and its clients and coordinate the delivery of the same at the client s delivery places</p><p>Assists in planning, designing and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.</p><p>Monitor and follow-up timely clearance, delivery and handover of goods and consignments to partners</p><p>Track and monitor the water supply through trucking in response to daily complaints from the community.</p><p>Work closely with the operation engineers and hotline team to address all water trucking needs in response to any complaints or supply issues in the network.</p><p>Prepare daily and weekly reports on water tracking and quality sampling and testing.</p><p>Attend all operational and WASH meetings and contribute to the monitoring of water supply through trucking to NGOs and institutions .</p><p>Liaise with the contractor on the water trucking to all institutions if they are not getting private water supply.</p><p>Coordinate with the contractor on water quality testing</p><p>Ensure that all water suppliers are delivering water from approved wells and according to national standards.</p><p>Update and manage the master list of truck drivers and report any misbehaviors or illegal driving actions to UNICEF and SRAD if needed.</p><p>Support the Project Team in Project planning, implementation and day-to-day activities.</p><p>Support project management activities and monitor project implementation, in line with Our client Project Management Manual and Project Management ERP.</p><p>Support administrative, procurement and financial processes, such as Requests for Proposals announcements/ RFQs, and evaluation processes, communicating different administrative information to Project team, beneficiaries, and administrative monitoring of the grant contracts.</p><p>Manage the duty exemption process at all stages, including import clearances</p><p>Liaise with government authorities regarding the distribution plan</p><p>Liaise with other UN agencies and humanitarian partners on common logistics and supply chain issues</p><p>Develop delivery schedules in collaboration with team member Sub-recipients.</p><p>Develop Standard operating procedures to ensure Good Storage and Distribution practices.</p><p>Develop plan for monitoring of storage and distribution of pharmaceuticals and health</p><p>To Project Manager</p><p>Treats all individuals with respect; <br><b>About the mission</b><br>SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.<br>About the job<br>General objective:<br>Ensure proper grants' management from inception phase to final reporting. Ensure compliance towards donors' regulations. Foster donors' network and support representation towards donors. Enhance donors' mapping and develop opportunities' development plans. Build on the partnerships' strategy of the Mission and support the reinforcement of SI's partnerships in Yemen both with national and INGOs<br>The main challenges:<br>The Yemen Mission has been working on an increased diversified resource mobilisation stratgey and is expected to potentailly have 5-6 new grants (CDCS Taiz, SDRPY Taiz, DG MENA Marib, DG MENA Taiz, FCDO, FRDL, SDC - Taiz) as well increasing new local partnerships (5-6), and two new consortia set ups, with SI being the lead.. Donors are not present in-Country and representation takes place remotely or through visits in Amman or other locations. Humanitarian funding is expected to decrease, while development donors have increasingly expressed interest to continue to support (e.g. EU, SDC). The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships.<br>Priorities for the 2/3 first months:<br>1) Steer the Partnership strategy with a decisive step towards implementation of new integrated approaches an consortia over 2026/27<br>2) Facilitate the development of key propositional concept notes to forward the mission strategy in particular towards development donors<br>3) Work on the development of a more sustainable Grants department (so far relying on international staff only)<br>Security constraints:<br>The security situation in Aden remains unstable and volatile notwithstanding the distance from frontlines. Risks related to high proliferation of weapons, radicalization and potential jihadi attacks remain significant. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarket) validated for movements during daytime.
