Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. <p>The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, working to save lives and combat hunger globally. In Yemen, one of the world's most severe humanitarian crises continues to drive widespread food insecurity and vulnerability. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions. To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy. The VAM unit manages and analyzes a wide range of datasets and produces regular analytical products, including monthly food security updates, quarterly food security and market monitoring and market functionality assessments. Through rigorous data collection, analysis, and reporting, the unit plays a central role in informing WFP's response and supporting humanitarian decision-making across Yemen.</p><p>The VAM Officer (Statistician) will support the design, implementation, and analysis of food security assessments and surveys by applying sound statistical methodologies and ensuring the quality, accuracy, and reliability of data collected by WFP Yemen. The position is responsible for conducting statistical analyses and modeling, developing sampling methodologies, managing survey datasets, and producing evidence-based findings to inform food security monitoring, Programme implementation, and humanitarian response. The incumbent will contribute to questionnaire design, sample selection, data cleaning, validation, weighting, and quantitative/qualitative analysis of food security, market, and beneficiary datasets. The role will support the preparation of analytical reports, statistical tables, dashboards, and other information products while ensuring adherence to WFP standards and best practices in survey design, data quality assurance, and statistical reporting. To address these challenges, the Yemen WASH Consortium (YWC), composed of Oxfam, NRC, and YFCA, is planning to implement an integrated WASH interventions in eight districts across Hajjah, Al Hudaydah, Ibb, and Marib governorates. Building on the partners' extensive humanitarian experience and long-standing presence in Yemen, the consortium works to improve access to safe water, sanitation, and hygiene services for crisis-affected internally displaced persons (IDPs) and host communities. Your Responsibilities This role includes the following responsibilities. • Provide strategic leadership and direction to the country programme, supporting the development and implementation of Yemen s country strategy and strengthening cross-functional collaboration. • Oversee programme implementation and budget management, ensuring high-quality, timely and compliant delivery of projects in line with donor requirements and organizational standards. • Lead programme development and fundraising efforts, supporting the design of evidence-based, innovative and impactful proposals and interventions. • Strengthen MEAL, programme quality and risk management systems to ensure accountability, learning, compliance and continuous improvement across the portfolio. • Manage and develop programme teams while representing Relief International with donors, partners and coordination forums. This role includes regular travel within Yemen (approximately 50%). <p>To lead the Country Office CBT operational lifecycle, oversee technical end-to-end data controls, and manage a team of multi-disciplinary national personnel. The incumbent will standardize distribution mechanisms, drive FSP diversification, govern macro-level reconciliation loops, and steer strategic policy coordination with UN counterparts and government authorities regarding Identity Management architectures, data-minimization rules, and national social protection single registries.</p><p><br></p><p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):</b></p><p><br></p><p>Within delegated authority and under the direct supervision of the Head of CBT/IDM Officer, the National Programme Officer will execute the following core accountabilities:</p><p><br></p><p>1. Operational Controls & Pipeline Assurance</p><p><br></p><p>SOP Standardization: Author, update, and institutionalize comprehensive Standard Operating Procedures (SOPs) for CBT business processes, ensuring they are user-oriented, auditable, and fully compliant with corporate headquarters directives.</p><p><br></p><p>Data Verification & Clearance: Analyze, review, and clear monthly Field Office distribution plans and pipeline requirements. Enforce strict quality control and structural consistency over all beneficiary distribution lists prior to routing them for official Programme clearance.</p><p><br></p><p>Reconciliation & Accountability Control: Oversee the execution of all CBT assurance and compliance tracking frameworks, guaranteeing that end-of-cycle financial reconciliation reports are delivered by FSPs, rigorously verified, and approved without delay.</p><p><br></p><p>Pipeline Data Consolidation: Coordinate the systematic gathering, consolidation, and cleaning of monthly transfer data to feed into the centralized Country Office pipeline report, ensuring data integrity and information consistency for senior leadership decision-making.</p><p><br></p><p>3. FSP Planning, Innovation & Interoperability</p><p><br></p><p>FSP Strategic Planning: Formulate and execute a comprehensive FSP diversification strategy to mitigate institutional risks, evaluate market readiness, and pioneer the integration of multi-channel digital payment networks (e.g., PlugPay and blockchain-linked building blocks).</p><p><br></p><p>Inter-Agency Social Protection Interoperability: Coordinate technical actions and legal clauses required to formalize high-level Memorandums of Understanding (MoUs) with UN sister agencies to enable WFP data contribution toward Yemen's future unified Social Protection Single Registry.</p><p><br></p><p>4. Identity Management (IDM) & Data Governance</p><p><br></p><p>IDM Policy Coordination: Coordinate operational and cross-cutting policy decisions with relevant units regarding beneficiary identity management, data minimization principles, and the contextual, safe deployment of biometric verification platforms.</p><p><br></p><p>Data Protection & Maturity: Formulate operational guidance notes on identity management, establish clear parameters for data collection, secure processing loops, and beneficiary information protection across all active Programme activities.</p><p><br></p><p>Architecture Alignment: Evaluate and align localized digital systems currently supporting cash, value voucher, in-kind, and commodity voucher tracking against corporately endorsed software modules under WFP’s global IDM Target Architecture.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>Advanced University Degree (master s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international humanitarian/development assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of three (3) additional years of directly related progressive professional work experience.</p><p>Total relevant 7 years of experience including 3 years of professional experience specifically focused on strategic design, field implementation, and technical evaluation of cash-based assistance programs. Direct experience planning and implementing safety net or emergency response operations at the implementation level in developing countries or complex emergency settings.</p><p><strong>Desirable:</strong> Proven experience establishing corporate standard operating procedures with Financial Service Providers (FSPs) or managing identity management database transfers.</p><p><strong>Knowledge & Skills:</strong> Strong technical mastery across the design, delivery, and compliance tracking of multi-modality cash and voucher programs.
