The project is funded by the Directorate-General for European Civil Protection and Humanitarian Aid (ECHO) and will be implemented from 1 July 2025 to 30 June 2027 in Aden, Lahj, and Taiz governorates.</span></p><br><p><span>The project targets 22,216 beneficiaries of boys, girls, women, and men (11,426 females and 10,790 males), and focuses on providing Child Protection and Education in Emergencies services through comprehensive programs designed to reduce the risks faced by children and enhance their access to safe and inclusive education. The project also aims to empower local communities and strengthen their capacity to protect children and respond to their basic needs in a safer and more stable environment.</span></p><br><p><span><strong><u>نبذة عامة عن المشروع</u>:</strong></span></p><br><p><span>يهدف مشروع توفير الدعم المتكامل في مجال الحماية والتعليم للفتيان والفتيات المتضررين من النزاع واستقرارً</span></p><br><p><span><strong><u>Job Purpose</u></strong>:</span></p><br><p><span>The Case Worker operates as part of the Child Protection team at Save the Children to ensure a comprehensive response for migrant children (those who are separated, unaccompanied, or at risk), in line with the organization’s standards and child protection principles.</span><br><span>The Case Worker is responsible for managing individual cases, providing support and advocacy for children, ensuring their access to essential services, and guaranteeing the quality of care provided to them, Duties and Responsibilities</u></strong>:</span></p><br><ul> <li><span>Identify vulnerable and at-risk migrant children, conduct initial assessments, determine risk levels, and develop urgent response plans for critical cases.</span></li> <li><span>Conduct comprehensive assessments of the child’s situation, including Best Interest Assessments (BIA).</span></li> <li><span>Develop and implement individual response plans addressing both short- and long-term needs, ensuring quality care and continuous follow-up.</span></li> <li><span>Provide case management services, recommend financial <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. The postholder will take a leading role in ensuring evidence-based advocacy informs and influences key decision makers in accordance with the advocacy strategy, ensuring that the aid response across Yemen supports the most vulnerable population. The Advocacy Advisor works closely with DRC s regional and global advocacy teams as well as being the focal point for DRC Yemen on external communications. Under the CCY, this role will provide targeted advocacy and communication technical support to the consortium management unit and oversee the design and delivery of the consortium s advocacy strategy.</p><p>Duties and Responsibilities:</p><p>Strategic Advocacy</p><ul><li>Develop and update the advocacy strategy, talking points, topline messaging, briefing papers, advocacy reports and other advocacy asks for the local DRC team</li><li>Lead on the implementation of the DRC Yemen advocacy strategy</li><li>Follow up on the implementation of DRC s Communication strategy and communication commitments with support from the Middle East Asia and Europe Hub.</li><li>Participate in and support the relevant working groups of the Yemen based INGO network, including supporting the planning and drafting of relevant inter-agency products such as key messaging, public statements, high profile letters, briefings etc.</li><li>Remain up to date on key issues at the national and regional level, through engagement with relevant stakeholders</li><li>Alert the SMT to relevant policy developments and provide analysis and input for various inter-agency meetings such as the Technical Monitoring Group, the Humanitarian Country Team and others.</li><li>Support the Head of Programmes and Technical Coordinators in coordinating advocacy and programme objectives and develop programme-specific policy work. In addition, work with Sector Managers, Technical Coordinators and Area managers on key issues within clusters, working groups and area specific forums.</li><li>Contribute to the DRC s global and regional advocacy strategies and initiatives, ensuring that the DRC Yemen specificities are reflected and captured.</li><li>As part of DRC s commitment to localisation, ensure DRC works in equitable partnerships with Yemeni civil society for advocacy, and work with relevant programme staff to ensure advocacy efforts are locally led.</li><li>Participate in and conduct research to prepare for global advocacy joint calls on Yemen and provide information and advocacy messages relating to the Yemen humanitarian crisis.</li></ul><p>Representation & Communication</p><ul><li>Liaise with key UN, NGO and other interlocutors in country to ensure DRC has up to date information on the humanitarian situation and response in the region.</li><li>Represent DRC in key forums, including the Advocacy Working Group for Yemen, and other groups as delegated by the CD.</li><li>Represent DRC in external meetings with a variety of stakeholders, including but not limited to diplomatic staff within embassies, donor governments, UN leadership, think-tanks. The position ensures quality services to clients in line with SCI Policies and Procedures.</span></p><br><p><span><strong>SCOPE OF ROLE: </strong></span></p><br><p><span><strong>Reports to:</strong> Director of Finance</span></p><br><p><span><strong>Staff reporting to this post: </strong>N/A</span></p><br><p><span><strong>Dimensions:</strong> Yemen CO is a high complex country, with multi-member interest, and an annual budget of around $25+m, and approximately with 200 staff members.</span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY: </strong></span></p><br><p><span><strong>Financial Accounting, Reporting and Control </strong></span></p><br><ul> <li><span>Review the monthly payroll calculation sheet, process the payroll, prepare staff salary transfer letters, and send them to related banks.</span></li> <li><span>Review staff entitlement documents, verify the calculation, and prepare the check or bank transfer letter.</span></li> <li><span>Maintain the control accounts and ensure the balance is zero before the hard close.</span></li> <li><span>Check the debtor and creditor accounts and reconcile them.</span></li> <li><span>Monitor cash balance KPI and ensure having less than $100k balance at the end of each month. </span></li> <li><span>Responsible to prepare the monthly financial report (MFR), provide any explanation needed for the items in the report, have it signed, and saved on the shared folder for the Global Team.</span></li> <li><span>Work with the Finance Manager and the Director of Finance to adjust any coding errors for posted transactions in the system when and if needed.</span></li> <li><span>Update staff on any new SOFs and DRCs opened or closed in the system through sharing the Data Validation GLOSS sheet on regular basis.</span></li> <li><span>Ensure smooth and proper closeout of CO books on monthly basis and by end of each month.</span></li> <li><span>Responsible for the communication and coordination with the Tax authority regarding our income tax file, answer their queries if any, and submit the audited financial statements.</span></li> <li><span>Answer queries from the RO or/and the Centre related to our finances.</span></li> <li><span>Ability to identify weaknesses and drive continuous improvement.</span></li> <li><span>Ability to coach, mentor, delegate appropriately, and provide developmental guidance to supervised staff where applicable</span></li> <li><span>Assist in other tasks reasonably required by the Director of Finance.</span></li> <li><span><strong>FMS, ER/CAM, TIM and Financial Data Quality </strong></span></li> <li><span>Review and check the financial data in Agresso on regular basis by generating and reviewing the Traffic Lights Report and Data Quality Assessment Report.</span></li> <li><span>Update the monthly exchange rates for specific awards with donor rules for FX when needed.</span></li> <li><span>Being the CO focal point for Agresso and communicate with the Global Team, the Centre, or/and FMS Support any issues we face and can't handle in Agresso.</span></li> <li><span>Being the CO Finance ER Super User.</span></li> <li><span>Run the invalid Timesheet Data Report throughout the month and ensure all employees correct any invalid codes before timesheet submission.</span></li> <li><span>Review the Timesheet Summary Report (TSR01) to identify any incorrect coding for both awards and the shared cost SOF. This review can be done throughout the month on bi-weekly basis, but must be completed before timesheets are approved by line managers and salary allocation process is run on the 5th working day following the end of the month.</span></li> <li><span>Responsible to do the single account reconciliation for the CO accounts on the financial system and follow up if there are mistakes to be adjusted or payments that should be paid.</span></li> <li><span>Process the Salary Allocation to transfer all salary and related employee costs to awards. Before doing this, finance should review the TSR01 report and approve the final coding with confidence. Salary allocation can only be run after salary GLACOS has been posted to the system and transferring timesheet process has been completed successfully. </span></li> <li><span>Generate the EXP02 report, review charges made to shared cost SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Review charges made to the Premise SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Recode costs that are unallowable to all awards to the Non-Award Fund (NAF) against DRC XX0001 XTC/NTC Unrecoverable.
