<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Overview of position Our client is undertaking a project that aims to restore access to critical urban service in selected cities within the Republic of Yemen under Yemen Integrated Urban Services Emergency Project Phase two (YIUSEP-II) . One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles.</li><li>e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS.</li></ul><li>Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following:</li><ul><li>a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. The design shall consider HSSE and aesthetic concerns.</li></ul><li>Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through UNOPS energy specialist until getting final approval and design certificate.</li><li>Working in coordination with UNOPS Renewable Energy Coordinator, City Engineers and Social Safeguard Officer.</li><li>The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to:</li><ul><li>- Technical assessment report.</li><li>- High quality digital photographs.</li><li>- AutoCAD detailed design using approved layout templates.</li><li>- Sizing Calculation sheets.</li><li>- Bill of Quantities (BOQ), including detailed specifications and cost estimation.</li></ul></ul><p>All team s members shall working side by side and perform all tasks assigned cooperatively. Protecting the confidentiality of work. Any additional duties required as needed within the scope of the project.</p><p>Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Responsible for all QC activity on site, performing QC Assessments of work by Technicians.</li><li>Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment.</li><li>Arrange and attend field observations where issues of conformity with approved design and specifications arise.</li><li>Make sure that the contractor is adhering the minimum safety and quality policies and procedures.</li><li>Review shop drawings and advise of any significant changes required.</li><li>Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval.</li><li>Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory.</li><li>Review the project file maintained at the site by the Supplier/contractor to ensure that all the necessary documents, such as, but not limited to, warranties, guarantees, test results, shop drawings, field instructions, reports and change orders, etc. Are filed and kept at a place.</li><li>Review the implementation progress against the most current implementation progress schedule with the Supplier/contractor, evaluate its suggestions and submit recommendations.</li><li>Review the payment requisitions presented by the Supplier/contractor and certify consistency with the implementation progress.</li><li>Conduct an inspection of the development, or a portion of it, on request from the Supplier/contractor for issuance of a substantial completion certificate and develop a punch-list of incomplete items.</li><li>Conduct an inspection of the development for the completion of the punch-list items.</li><li>Inspect the material storage for their conformance with the contract requirements and general suitability, issue written recommendations, if necessary.</li></ul><p>All team s members shall working side by side and perform all tasks assigned cooperatively. <p><strong>2.2 Scope and focus of work</strong></p>
<p>The consultant will need to carry out the following:</p>
<p><strong>Preparation of Technical Training Materials:</strong></p>
<ul>
<li>Develop manuals on Inventory Management (Receipt, storage, distribution, balance).</li>
<li>Space Planning within cold rooms for optimal air flow.</li>
<li>Alarm Response Protocols and Logistical Emergency Plans (vaccine transfer, cold box usage, total system failure procedures).</li>
<li>Standardized templates for daily temperature logs and vaccine handling records.</li>
<li>Guide for the Shake Test and reading VVM indicators.</li>
</ul>
<p><strong>Inventory and Quality Management Training:</strong></p>
<ul>
<li>Vaccine classifi cation (Categories A to F) and arrangement to avoid "unsafe zones" (e.g., keeping freeze-sensitive vaccines away from cold air outlets).</li>
<li>Analyzing Data Logger records to ensure storage quality.</li>
<li>Correct receiving procedures (VVM check, temperature verifi cation, visual inspection).</li>
</ul>
<p><strong>Temperature Monitoring and Alarm Response:</strong></p>
<ul>
<li>Training on digital/analog monitoring devices.</li>
<li>Developing an alarm response protocol: defi ning responsibilities and determining "critical" temperatures requiring technical intervention.</li>
<li>Emergency packing techniques using Cold Boxes and Ice Packs during total system failure.</li>
</ul>
<p><strong>2.3 Requested outputs and deliverables</strong></p>
<ul>
<li>Integrated technical training package (PowerPoint, simplifi ed manuals, checklists, fault-fi nding charts). Materials must align with manufacturer specs and WHO/UNICEF standards.</li>
<li>Ideal Load Layout diagrams for vaccines based on sensitivity.</li>
<li>Record of commissioning protocols performed during practical sessions.</li>
<li>Trainees must pass theoretical and practical evaluations with a minimum score of 80%.</li>
<li>Final technical report including trainee performance evaluation and equipment sustainability recommendations.</li>
</ul>
<p>Given the Project s very limited scope and time, the total estimated work period is 4 weeks.</p>
<p><strong>4. TYPE OF CONTRACT AND DURATION OF THE ASSIGNMENT</strong></p>
<p>The expert consultant will be engaged to lead the assignment. The consultant must be a local expert with demonstrated experience and presence in Aden, Yemen.</p>
<p>Upon appointment, s/he will have to prepare and submit a simplified proposal - including a budget to conduct the training. The proposal should include: 1. Implementation proposal: A proposal outlining the consultant's approach to implementing the assignment, as described in these Terms of Reference (TOR). 2. Financial Proposal: A breakdown of costs, aligned with the activities outlined in the implementation proposal.</p>
<p><strong>5. SUPERVISION</strong></p>
<p>The consultant will provide regular updates to our client team, with weekly meetings on progress and challenges faced. The consultant will report to our client's Project Manager and Project Management Support Officer.</p>
<p>Our client should be consulted on the training materials to ensure their appropriateness to the project context.</p>
<p><strong>5.1 Additional Information</strong></p>
<p>Our client will provide the consultant with all project-related documents, names of locations to target, support on the ground with contacts to relevant stakeholders, as well as continuous support through weekly status meetings and an induction session.</p>
<p>The consultant will be fully responsible for arranging and obtaining all necessary approvals/permissions to access all locations and to facilitate performing this assignment with our client support</p>

This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. <p><strong>Project Description</strong></p><br>
<p>Yemen’s southern coastline (spanning Shabwah, Hadramaut, Lahj, and Taiz governorates) is of immense global and regional ecological importance. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br>
<p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br>
<p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .</p><br>
<p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>

Environmental and Social Safeguarding (ESS) & Accountability</b></p><br><ul> <li><b>Risk Management: </b>Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</li> <li><b>Sensitization & Orientation: </b>Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</li> <li><b>Protection Awareness: </b>Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</li> <li><b>Accountability to Affected Populations (AAP): </b>Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</li> <li><b>Incident Reporting: </b>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</li></ul><p><b>2. Textbook (academic, remedial, reading stories) Distribution Verification</b></p><br><ul> <li><b>Field Verification:</b> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li><b>Discrepancy Reporting:</b> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul><p><b>3. Reading</b><b>[RS2]</b><b> and Remedial Program Monitoring</b></p><br><ul> <li><b>Classroom Observations:</b> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li><b>Qualitative Feedback:</b> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul><p><b>4. Data Collection, Reporting, and Documentation</b></p><br><ul> <li><b>Digital Data Collection:</b> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). When transmitting sensitive field notes or data files to the project team, approved, secure organizational protocols must be utilized.</li> <li><b>Breach Reporting:</b> The enumerator must immediately report any suspected or actual data breaches (e.g., lost phone/tablet containing KoBo forms, stolen physical logs, or unauthorized access to participant lists) to the project manager within 24 hours.</li></ul><p><b>Competencies and Essential Requirements</b></p><br><ul> <li><b>Residency:</b> Must be a resident of, and physically present in, the specific target area/district.</li> <li><b>Education:</b> Preferred University Degree (Social Sciences, or a related field) or High school graduate.</li> <li><b>Technical Skills:</b> Practical experience using KOBOToolbox or similar platforms is highly desirable.</li> <li><b>Contextual Knowledge:</b> Strong understanding of the community dynamics, and security context.</li> <li><b>Mobility:</b> Must possess the ability to facilitate travel across remote target sites.</li> <li><b>Soft Skills:</b> Strong organizational, time management, and interpersonal communication skills. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Logistics Officer will perform the following duties with full effectiveness, transparency, and integrity:</p><p>Ensure that all inbound supplies are as per the contract specifications in terms of quantity, quality, INCOTERMS and Distributed as per the approved distribution plans.</p><p>Provide technical support on specifications, cost implications and logistics arrangements for safe delivery of supplies</p><p>Provide advice and technical support to suppliers, customs clearance agents and office team on required logistics arrangements to facilitate projects implementation and the flow of supplies.</p><p>Ensure that goods and services are provided according to client needs with lead times that meet contracts deadlines</p><p>Ensure that all logistics actions are conducted as required by Our client according to Our client Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;</p><p>Update Logistics standard operating procedures to ensure best practices that meets operational needs</p><p>Review shipping documents and shipments exemption requests for information consistency prior to communicating with official authorities</p><p>Monitor the progress of shipments for our client and its clients and coordinate the delivery of the same at the client s delivery places</p><p>Assists in planning, designing and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.</p><p>Monitor and follow-up timely clearance, delivery and handover of goods and consignments to partners</p><p>Track and monitor the water supply through trucking in response to daily complaints from the community.</p><p>Work closely with the operation engineers and hotline team to address all water trucking needs in response to any complaints or supply issues in the network.</p><p>Prepare daily and weekly reports on water tracking and quality sampling and testing.</p><p>Attend all operational and WASH meetings and contribute to the monitoring of water supply through trucking to NGOs and institutions .</p><p>Liaise with the contractor on the water trucking to all institutions if they are not getting private water supply.</p><p>Coordinate with the contractor on water quality testing</p><p>Ensure that all water suppliers are delivering water from approved wells and according to national standards.</p><p>Update and manage the master list of truck drivers and report any misbehaviors or illegal driving actions to UNICEF and SRAD if needed.</p><p>Support the Project Team in Project planning, implementation and day-to-day activities.</p><p>Support project management activities and monitor project implementation, in line with Our client Project Management Manual and Project Management ERP.</p><p>Support administrative, procurement and financial processes, such as Requests for Proposals announcements/ RFQs, and evaluation processes, communicating different administrative information to Project team, beneficiaries, and administrative monitoring of the grant contracts.</p><p>Manage the duty exemption process at all stages, including import clearances</p><p>Liaise with government authorities regarding the distribution plan</p><p>Liaise with other UN agencies and humanitarian partners on common logistics and supply chain issues</p><p>Develop delivery schedules in collaboration with team member Sub-recipients.</p><p>Develop Standard operating procedures to ensure Good Storage and Distribution practices.</p><p>Develop plan for monitoring of storage and distribution of pharmaceuticals and health</p><p>To Project Manager</p><p>Treats all individuals with respect;
