The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. This will include but not limited to: Carry out field visits to target facilities - which may include traveling to various governates- to: a. Inspect and verify the actual needs; b. Consult with the facility s management and administration about the expected needs. c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks. d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles. e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS. Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following: a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground. b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms. c. The design shall consider HSSE and aesthetic concerns. Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through Our client energy specialist until getting final approval and design certificate. This will include but not limited to: Responsible for all QC activity on site, performing QC Assessments of work by Technicians. Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment. Arrange and attend field observations where issues of conformity with approved design and specifications arise. Make sure that the contractor is adhering the minimum safety and quality policies and procedures. Review shop drawings and advise of any significant changes required. Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval. Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory. The SDO will lead the development and implementation of robust data workflows across research cycles, ensuring statistical rigour, methodological soundness, and operational efficiency. As the mission s lead on data systems and quantitative methods, the SDO will support and advise assessment teams on sampling strategies, research design, and quantitative analysis plans. Ensure compliance with WFP rules, regulations, anti-fraud policies, and donor requirements. Ensure timely Field Office reporting (daily sitreps, weekly updates, M&E reports, partner performance). Security Management Act as Security Focal Point for the Field Office. Ensure full compliance with UNDSS and WFP security protocols. Maintain incident reporting, access analysis, and staff movement planning. Maintain accountability for the safety of WFP staff, operations, facilities, and assets, ensuring compliance with established security protocols and active participation in the Area Security Management Team (ASMT). External Relations & Representation Represent WFP at the local level with: Authorities and Donors Cooperating Partners Community leaders UN agencies and humanitarian clusters Security and local coordination bodies Facilitate negotiation and access discussions in line with WFP principles and humanitarian standards. Actively contributes to inter-agency coordination forums. Deliverables: Timely and efficient delivery of food assistance programs as per WFP guidelines. Comprehensive financial reports demonstrating transparent use of resources. Regular monitoring and evaluation reports for operational planning and decision-making. Weekly operational reports to Head of Field operations. Capacity-building training for WFP staff, partners, and local authorities on programme related issues such as targeting, registration etc. Desired Skills Strong leadership and negotiation skills. Languages: Fluency (level C) in English language.
