Establish and maintain effective working relationships with security officials of other United Nations Security Management System (UNSMS) organizations, government counterparts and partner security services, country United Nations Department Safety and Security (UNDSS) office and all appropriate Security Focal Points, in order to obtain up-to-date security-related information that is beneficial to the Country Office.<br>2. Provide accurate and up to date assessments of the security situation in the Country Office and provide advice and recommendations to the COM/ Head of Office (HoO) on how to prevent and mitigate against identified threats and risks.<br>3. Develop, implement, and regularly test a functioning warden system. Warden testing methods should include multiple systems, including SCAAN.<br>4. In coordination with the RSO, COM /HoO, prepare Country-specific training activities, seminars, briefings, coordinate staff participation, and ensure that security training is carried out professionally within IOM and UNSMS learning/training standards.<br>5. Provide security briefings for IOM personnel deployed to and travelling within Yemen and coordinate all travel security requirements for the Country Office relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Yemen.<br>6. In coordination with the RSO, regularly review and monitor compliance on the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactively participating in the Security Cell Meetings and actively providing guidance to the COM/HoO on issues raised in the Security Management Team (SMT), ensuring that IOM-specific operational requirements are considered for implementation of security measures and that a people-centred approach is mainstreamed in security risk management.<br>7. Acquire comprehensive operational understanding of IOM programmes in the Yemen and provide recommendation, including Security Risk assessments in areas where IOM works or is planning to deploy its teams.<br>8. Support the COM/HoO by providing security-related inputs into the Country Office s Business Continuity Plan, proactively advising the COM/HoO in its regular testing.<br>9. In coordination with the RSO, develop, implement and test Country Office-specific security plans.<br>10. Supervise Senior Security Assistants to ensure that the appropriate level of security is provided to IOM personnel.<br>11. Closely monitor and report on deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the and UNDSS, ensuring that security clearance procedures are applied fairly, vis- -vis all of the agencies working under the UNDSS Security Management System.<br>12. Test the functionally and implementation of IOM-specific emergency communications systems, including SCAAN to ensure they are functional, effective and address the programme requirements of the Country Office. This includes actively checking the SCAAN dashboard and posting relevant security advisories in a timely manner.<br>13. Report security matters that have a potential or direct impact on IOM operations immediately to the COM and the RSO.<br>14. In coordination with the COM and the RSO, conduct preliminary enquiries in respect to any security breaches/incidents in the Country Office, working closely with local authorities in efforts to ensure IOM personnel, its assets and interests are protected and appropriate and corrective measure taken.<br>15. Perform such other duties as maybe assigned.</p><p><strong>Desired Candidate Profile</strong></p><h2>Required Qualifications and Experience</h2><p>Master s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database.</p><h2>Experience</h2><ul><li>Experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, or crisis/emergency management and preparedness in the public or private service areas, responsible for responding to emergency situations that may directly impact security is desirable;</li><li>Experience in planning, design, implementation or review of risk mitigation measures related to operations impacted by insecurity is desirable;</li><li>International experience is desirable;</li><li>Management experience in the humanitarian, public, private or corporate sector is desirable;</li><li>Minimum one year of experience in field operations is desirable; and,</li><li>Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable.</li></ul><h2>Skills</h2><ul><li>UNDSS certification to any of the following: Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer Development and Certification Course (TDC) and Safe and Secure Approaches in Field Environments (SSAFE) is desirable;</li><li>Ability to collaborate with senior government security counterparts and relevant stakeholders is an advantage;</li><li>Demonstrated ability to manage a high degree of rational behaviour and decision making at all times;</li><li>Ability to supervise and work effectively with colleagues from varied cultures and professional backgrounds, and;</li><li>Excellent oral and written skills. Listens actively and responds effectively.</li></ul><h2>Languages</h2><p>For this position, fluency in English is required (oral and written). Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage. Textbook (academic, remedial, reading stories) Distribution Verification</b></p><br><ul> <li><b>Field Verification:</b> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li><b>Discrepancy Reporting:</b> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul><p><b>3. Reading</b><b>[RS2]</b><b> and Remedial Program Monitoring</b></p><br><ul> <li><b>Classroom Observations:</b> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li><b>Qualitative Feedback:</b> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul><p><b>4. Data Collection, Reporting, and Documentation</b></p><br><ul> <li><b>Digital Data Collection:</b> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. Scope of Work </strong></p><br> <p>The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.</p><br> <p><strong>Provides technical leadership and coordination support, focusing on the achievement of the following functions:</strong></p><br> <p><strong>1. Gender Mainstreaming and Technical Advisory</strong></p><br> <ul> <li>Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies. </li> <li>Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement. </li> <li>Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations. </li> <li>Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups. </li> </ul> <p><strong>2. Gender Analysis, Monitoring, Evaluation, and Reporting</strong></p><br> <ul> <li>Lead the development and implementation of systems to collect, analyze, and report sex-, age-, and disability-disaggregated data across all project interventions.</li> <li>Integrate gender indicators into Results-Based Management (RBM), monitoring and evaluation frameworks, and project reporting systems. </li> <li>Conduct periodic gender analyses, assessments, and audits to evaluate the effectiveness of project interventions and recommend corrective measures where required. </li> <li>Ensure all internal and external reports adequately reflect gender-related achievements, lessons learned, challenges, and recommendations in compliance with UNDP corporate requirements. </li> </ul> <p><strong>3. Capacity Development and Institutional Strengthening</strong></p><br> <ul> <li>Design and deliver capacity-building programmes, training workshops, coaching sessions, and awareness activities for project staff, Responsible Parties, government counterparts, contractors, local authorities, and other stakeholders on gender mainstreaming and social inclusion. </li> <li>Develop practical tools, guidance notes, and gender mainstreaming resources to strengthen institutional capacity and support the integration of gender-responsive approaches throughout project implementation. </li> <li>Support partners in institutionalizing gender-sensitive planning, implementation, monitoring, and reporting mechanisms. </li> </ul> <p><strong>4. Partnerships, Coordination, and Advocacy</strong></p><br> <ul> <li>Establish and maintain strategic partnerships with government institutions, women's organizations, civil society organizations, research institutions, private sector partners, and development agencies to promote gender equality and inclusive development. </li> <li>Coordinate closely with UNDP gender focal points, project teams, and implementing partners to ensure harmonized implementation of gender-related activities across the portfolio. </li> <li>Promote advocacy initiatives and facilitate dialogue to strengthen awareness and commitment to gender equality and women's economic empowerment among project stakeholders. </li> </ul> <p><strong>5. Knowledge Management and Communications</strong></p><br> <ul> <li>Identify, document, and disseminate lessons learned, best practices, success stories, and innovative approaches related to gender-responsive programming. </li> <li>Prepare knowledge products, publications, communication materials, and case studies highlighting project achievements and impacts. </li> <li>Promote knowledge sharing across the RESOLVE, LoG4ABD, and SANABEL projects and contribute to UNDP corporate knowledge platforms and communities of practice. </li> </ul> <p><strong>6. Gender Equality, Social Inclusion, and Safeguards</strong></p><br> <ul> <li>Ensure gender equality, human rights, and Leave No One Behind (LNOB) principles are integrated throughout project planning, implementation, monitoring, and reporting. </li> <li>Promote inclusive participation and equitable access to project benefits for women, youth, IDPs, persons with disabilities, and other marginalized groups. </li> <li>Ensure project activities comply with UNDP's Gender Equality Strategy, Social and Environmental Standards (SES), and other relevant corporate policies and safeguard requirements.</li> </ul> <p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. </p><br> <p><strong>3. Institutional Arrangement</strong></p><br> <p>Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.</p><br> <p><strong>4. Minimum Qualifications of the Successful NPSA</strong></p><br> <strong>Min.
