Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The project aims to enhance institutional effectiveness, improve governance systems, strengthen public sector performance, and support sustainable capacity development toward increased national ownership and resilience.</p><br> <p>The project contributes to strengthening public institutions and enabling more effective, accountable, and responsive governance in Yemen.</p><br> <p><strong>Position Purpose</strong></p><br> <p>The Project Manager will lead the overall implementation, management, and coordination of the project “Modernizing Public Institutions and Systems in Yemen (MPISY).”The incumbent will report directly to the UNDP Programme Manager / Governance Team Leader and will be responsible for providing strategic, technical, and operational leadership to ensure successful project delivery.</p><br> <p>The Project Manager will work closely with government institutions, implementing partners, development partners, and relevant stakeholders to ensure coordinated implementation of project activities. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>

<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. You will also take part in the country strategy elaboration for the MHPSS sector, led by the general coordinator. </p>

<p>Working closely with other MdM departments, local NGO partners and focal points within the Ministry of Public Health and Population (MoPHP), you will support the implementation, coordination and monitoring of activities aimed at integrating Mental Health and Psychosocial Support (MHPSS) components across MdM programmes.</p>

The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. <p>Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services. Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities. Monitors KPIs, designs business analytics reports for property, plant and equipment. Supervise asset management, property management and yearly financial report submission functions. Initiates actions for disposal of items including preparing asset disposal plan, case preparation for write off in accordance with Financial rules and delegation of authority. Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation s (UN) requirements. Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements. Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources. Develops plans for redeployment of assets for intra and intra mission transfer when Missions are liquidated. Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required. Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission. Manages Central Warehouse Operations including complex transactions, Inventory corrections, reporting. Prepares Receiving and Inspection (R & I) Reports for submission to Procurement Unit. Monitors Third Party Agent procurement status. Reviews, prepares, defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements. Provides guidance to or supervises new/junior staff. Performs other duties as required.</p><p><strong>Desired Candidate Profile</strong></p><p><strong>Education</strong><br>High school diploma or equivalent is required.</p><p><strong>Job - Specific Qualification</strong><br>Technical or vocational certificates in business administration, public administration, engineering, law or other relevant field is required.</p><p><strong>Work Experience</strong><br>A minimum of ten (10) years of progressively responsible experience in supply services, property and asset management, logistics, engineering, project management or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree. Experience in Mission liquidation activities including developing PADP right through to the finalization of the ADP is required. Advanced working skills in SAP ERP (Umoja ECC) and Umoja Business Analytics (BA) is required. Experience in Supply, Asset, Property, and Inventory management in International Organizations is desirable.</p><p><strong>Languages</strong><br>English and French are the working languages of the United Nations Secretariat.
