Background and Rationale</strong></span><p>Save the Children has worked in Yemen for over 60 years, reaching millions of children and families since its inception, including more than 11.7 million people since the conflict began in 2015. Using a rights-based, child-focused approach, the organisation delivers comprehensive support across child protection, education, health and nutrition, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH). Its community-centred model priorities local leadership, inclusive participation, and meaningful engagement with children, adolescents, and their families, while promoting sustainability through locally driven solutions designed to create long-term impact.</p><br><p>The organisation maintains a strong operational presence in Internationally Recognized Government (IRG)-controlled areas such as Aden, Lahj, and Taiz, where humanitarian needs remain high alongside emerging development opportunities. A critical component of maintaining and expanding this programming is robust resource mobilization and new business development. Timely identification of funding opportunities, strategic donor engagement, and the development of high-quality proposals are essential to sustaining current programmes and scaling impactful initiatives across critical sectors.</p><br><span><strong>2. Role Purpose</strong></span><p>To provide dedicated specialist support to the Country Office's Resource Mobilization and New Business Development functions, focusing on funding information management, liaison with all parts of the Save the Children Alliance, donor engagement, in-country partnership development, and the development of high-quality concept notes and proposals.</p><br><p>The New Business and Proposal Development Specialist will act as a focal person for new business and proposal development processes, supporting the delivery of resource mobilization functions with emphasis on donor relationship management, scoping and identification of new funding opportunities, and development and submission of concept notes and proposals. This assignment is intended to strengthen the Country Office's proposal development capacity and support pursuit of strategic funding opportunities aligned with Yemen programming priorities.</p><br><span><strong>3. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation. The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions. Programme unit staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country. The CCEE portfolio includes upstream policy support (e.g. NAP, NBSAP, LT-LEDS), project development pipelines (GEF/LDCF/GBFF/GCF), and downstream implementation of complex, multi-sectoral interventions across Yemen. Operating in a high-risk context, the unit integrates UNDP Social and Environmental Standards (SES), gender equality, stakeholder engagement, and conflict-sensitive approaches across all programming.</p><br> <p>To support the expanding portfolio, UNDP Yemen is recruiting a Programme Analyst (NOB). Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements.
