GENERAL INFORMATION JOB TITLE: Head of Programme TYPE OF CONTRACT/LEVEL: CSTI SUPERVISOR: Head of Field Office UNIT/DIVISION: Field Operations DUTY STATION (City, Country): Marib, Yemen DURATION: 11 Months Background: WFP operations across the Southern Areas of Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, severe economic deterioration, currency instability, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. Within these areas, approximately one in two people experience acute food insecurity, such as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs. The humanitarian situation remains critical through the end of 2026. Data indicates that 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June and September 2026, with 1.6 million individuals pushed into IPC Phase 4 (Emergency). Despite the onset of the harvest season, these urgent needs are projected to persist and deepen in severity from October to December 2026, with the population in IPC Phase 3 or above remaining stuck at a staggering 5.4 million people. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly. The incumbent will focus on tracking cooperating partner data, monitoring distribution sites, resolving field bottlenecks, and supporting beneficiary registration and retargeting workflows to guarantee that life-saving assistance is delivered in strict alignment with the approved Country Strategic Plan and corporate compliance guidelines. Accountabilities and responsibilities: Under the direct supervision of the Head of Field Office, the incumbent will perform the following duties: Programme Support & Implementation: Support the day-to-day implementation of field-level food, cash, and nutrition assistance activities in Marib, ensuring tasks align with the Field Office Operational Plan. Logistics & Distribution Coordination: Assist in coordinating everyday activities between the Programme and Logistics teams to support timely delivery schedules and verify adherence to WFP distribution rules. Field Monitoring & Inspection: Undertake regular random visits, when possible, to final distribution points, local retailers, and storage facilities to check food quality, verify safety standards, and collect feedback from beneficiaries. Data Verification & CP Reporting: Review, check, and follow up on monthly distribution and narrative project reports submitted by Cooperating Partners (CPs) to ensure data accuracy before final system entry. Digital Identity & SCOPE Tracking: Assist in tracking field-level digitalization efforts, providing day-to-day operational support to partners for household retargeting and biometric SCOPE registration workflows. M&E Issue Tracking: Help prepare monthly monitoring plans and track field bottlenecks or complaints flagged by the WFP Call Center, supporting the Field Office team in compiling details to close issues promptly. Local Inter-Agency Liaison: Maintain routine working-level contact with local humanitarian partners, NGOs, and community focal points to share information and prevent duplication of food assistance activities. Operational Reporting Support: Draft initial input notes, updates, and data summaries for the weekly and ad-hoc Field Office progress reports submitted to the Head of Field Office. Partner Guidance: Share approved guidelines with cooperating partner staff regarding record-keeping, ledger maintenance, and reporting templates as stipulated in active FLAs. </p><p><strong>Desired Candidate Profile</strong></p><p>University Degree in international relations, social sciences, business administration, economics, or another relevant academic area.</p><p>Minimum of 3 years of professional work experience in humanitarian operations or project implementation. Experience with field monitoring and data checking is required.</p><p>Proficiency in Microsoft Office (specifically Excel for data verification), familiarity with digital mobile data collection tools, and strong teamwork skills. Basic awareness of cash-based transfers and biometric beneficiary registration databases (such as SCOPE) is highly desirable.</p><p>Fluency (Level C) in written and spoken English is required. Working knowledge of Arabic is a significant operational advantage.</p>

Key Responsibilities 1. Cooperating Partner and FLA Management Lead and manage the end-to-end Cooperating Partner (CP) engagement and onboarding process through UN Partner Portal (UNPP)/Partner Connect, including Expressions of Interest (EOIs), Requests for Proposals (RFPs), direct selection processes, due diligence, capacity assessments, and Cooperating Partner Committee (CPC) submissions. Review due diligence, capacity assessment, and Protection from Sexual Exploitation and Abuse (PSEA) documentation, identify risks and gaps, and ensure quality assurance and completeness of CPC packages and onboarding requirements. Manage the contracting process, budget review, FLA amendment, extension, suspension, and closure of Field Level Agreements (FLAs) across all programme activities, ensuring compliance with corporate and donor requirements, and provide regular progress updates, identifying bottlenecks and recommending corrective actions to management. Support the rollout and adoption of Partner Connect digital modules and provide technical guidance and user support to partners and staff to enhance partnership management efficiency and compliance. 2. Cooperating Partner Performance Evaluation Lead the planning and implementation of annual and periodic CP performance evaluations in coordination with Field Offices and cross functional units. Review and update evaluation tools and methodologies for different programme activities. Ensure timely completion of CP evaluations and follow up on outstanding inputs. Oversee the consolidation of evaluation findings, generate overall performance ratings, and prepare analytical reports for management. Provide regular updates on evaluation progress, challenges, and required management actions. 3. Capacity Strengthening and Improvement Planning Develop and disseminate partner improvement action plans based on performance evaluation findings. Review and strengthen recommendations from Field Offices and technical teams to address identified performance gaps. Coordinate capacity-strengthening initiatives covering PSEA, integrity, gender, protection, supply chain, risk management, compliance, and other organizational requirements. 4. Risk Management, Assurance and Compliance Oversight Support the development and regular updating of CP risk assessments and mitigation plans. Coordinate risk-based assurance and spot-check plans in collaboration with relevant units. Liaise with audit firms and partners during spot checks, audits, and assurance reviews. Monitor corrective actions arising from audits and spot checks and ensure timely resolution. Disseminate donor compliance requirements and partner accountability standards. 5. Knowledge Management and Cross-Cutting Compliance Ensure the integration of cross-cutting priorities, including PSEA, gender, protection, environmental and social safeguards, into partnership processes and agreements. Develop guidance materials, standard operating procedures, templates, and communication tools to support staff and partners. Maintain accurate records, trackers, correspondence, and knowledge management repositories. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p>The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.</p><br> <p><strong>Provides technical leadership and coordination support, focusing on the achievement of the following functions:</strong></p><br> <p><strong>1. The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions. Programme unit staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country. The CCEE portfolio includes upstream policy support (e.g. NAP, NBSAP, LT-LEDS), project development pipelines (GEF/LDCF/GBFF/GCF), and downstream implementation of complex, multi-sectoral interventions across Yemen. Operating in a high-risk context, the unit integrates UNDP Social and Environmental Standards (SES), gender equality, stakeholder engagement, and conflict-sensitive approaches across all programming.</p><br> <p>To support the expanding portfolio, UNDP Yemen is recruiting a Programme Analyst (NOB). Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements.
