<span></span><p><br><span><strong>Organizational Setting</strong></span></p><br><p><span>FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. Although the consultant will primarily work remotely or from the Aden office, the position will involve at least indirect contact with children and/or young people through program-related activities, data collection, communications, interviews, and advisory support. The consultant may also be responsible for tasks that influence or support child safeguarding processes, including reviewing safeguarding measures, contributing to risk assessments, or supporting vetting procedures for personnel involved in child‑related programming. As such, the consultant is expected to fully adhere to Save the Children's Child Safeguarding Policy and uphold the highest standards of child protection throughout the duration of their engagement.</p><br><span><strong>1. Background and Rationale</strong></span><p>Save the Children has worked in Yemen for over 60 years, reaching millions of children and families since its inception, including more than 11.7 million people since the conflict began in 2015. Using a rights-based, child-focused approach, the organisation delivers comprehensive support across child protection, education, health and nutrition, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH). Its community-centred model priorities local leadership, inclusive participation, and meaningful engagement with children, adolescents, and their families, while promoting sustainability through locally driven solutions designed to create long-term impact.</p><br><p>The organisation maintains a strong operational presence in Internationally Recognized Government (IRG)-controlled areas such as Aden, Lahj, and Taiz, where humanitarian needs remain high alongside emerging development opportunities. A critical component of maintaining and expanding this programming is robust resource mobilization and new business development. Timely identification of funding opportunities, strategic donor engagement, and the development of high-quality proposals are essential to sustaining current programmes and scaling impactful initiatives across critical sectors.</p><br><span><strong>2. Role Purpose</strong></span><p>To provide dedicated specialist support to the Country Office's Resource Mobilization and New Business Development functions, focusing on funding information management, liaison with all parts of the Save the Children Alliance, donor engagement, in-country partnership development, and the development of high-quality concept notes and proposals.</p><br><p>The New Business and Proposal Development Specialist will act as a focal person for new business and proposal development processes, supporting the delivery of resource mobilization functions with emphasis on donor relationship management, scoping and identification of new funding opportunities, and development and submission of concept notes and proposals. This assignment is intended to strengthen the Country Office's proposal development capacity and support pursuit of strategic funding opportunities aligned with Yemen programming priorities.</p><br><span><strong>3. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP). </p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience building. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Protracted conflict, severe economic deterioration, currency instability, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. Within these areas, approximately one in two people experience acute food insecurity, such as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs. The humanitarian situation remains critical through the end of 2026. Data indicates that 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June and September 2026, with 1.6 million individuals pushed into IPC Phase 4 (Emergency). Despite the onset of the harvest season, these urgent needs are projected to persist and deepen in severity from October to December 2026, with the population in IPC Phase 3 or above remaining stuck at a staggering 5.4 million people. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly.
