<p><span><strong>1. Purpose of the Position</strong></span></p><br><p><span>In the context of the WHO Country Office and the WHO Health Emergencies Incident Management System, the incumbent will provide technical expertise for planning, assessing, monitoring, evaluating and coordinating health-based environmental health interventions in Yemen. The role will focus on safe drinking water, safely managed sanitation, hygiene, environmental cleaning and disinfection, health-care waste management and related primary-prevention measures in health-care facilities, IDP sites, Diarrhoea Treatment Centre (DTCs) and emergency health activities.</span></p><br><p><span>The current escalation is expected to increase operational pressure on health services and the need to identify and address WASH risks rapidly especially in new IDP sites. The position will strengthen Country Office capacity to support health authorities and partners with technical assessments, prioritized action plans, water-safety monitoring, standards-based rehabilitation, capacity strengthening and progress reporting for WASH interventions in IDP sites, mobile medical team service delivery sites, Diarrhoea Treatment Centre (DTCs) and health care facilities. Objectives of the Programme and Immediate Strategic Objective</strong></span></p><br><p><span>The mission of WHO’s Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The WASH Officer will contribute to reducing environmental health risks, supporting safe health-service delivery and strengthening national and partner capacity.</span></p><br><p><span><strong>3. Organizational Context</strong></span></p><br><p><span>Under the supervision of the Team Lead, the overall guidance of the Incident Manager and the Head of the WHO Country Office, and working closely with Regional Office and headquarters counterparts, other WHO personnel and partners, the incumbent will act as the technical specialist for health-based WASH action. With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment. Based in Country Offices, the OIM&PR function is responsible for coordinating, consolidating, and managing information flows to provide WFP leadership with a consistent, evidence-based operational picture, supporting informed decision-making, accountability, effective programme management, and coherent internal and external reporting while enhancing collaboration and information sharing between Country Offices and HQ. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority) Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. Products include but are not limited to situation reports for WFP and external audiences, donor reports, briefs, dashboards, Daily Operational Brief entries, proposals, talking points, among others. Manage other CO OIM staff, providing training, guidance, and other support as needed. Draft clear, concise, and audience-tailored analytical content to inform programme design and adaptation, management decision-making, advocacy, fundraising, and external engagement. Analyze the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFPs strategic information provision to key decision-makers. Collect, analyze and synthesize relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact. Coordinate information flows and reporting processes across relevant Country Office units and Headquarters counterparts, ensuring timely responses to information requests and quality assurance of reporting outputs. Take stock of and implement innovative improvements to OIM products, tools, systems, processes, and workflows to enhance information management, reporting quality, and operational efficiency. Additional Accountabilities that may be requested: Contribute to the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information. Support donor reporting and proposal development with timely, validated information; Support the maintenance of a central repository of indicators, baselines, targets and achieve results to streamline reporting across grants in coordination with M&E and partnerships units. Collaborate with counterparts in other UN agencies and NGOs to ensure consistency in humanitarian information and to complement WFP analysis and information. Coordinate WFP inputs to monthly and ad-hoc submissions to relevant working groups (e.g., IACWG, Nutrition Cluster, Food Security Cluster) meeting publication deadlines and engage proactively in relevant IM-related meetings. Contribute to the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies. Contribute to the development and maintenance of knowledge management systems and information repositories, ensuring effective archiving of key programmatic documents, systematic documentation of best practices and lessons learned, and easy access to strategic information products for evidence-based decision-making. Provide administrative support to the OIM unit and/or the relevant Division, as needed. </p><p><strong>Desired Candidate Profile</strong></p><p>Advanced University degree in International Relations, Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.</p><p>3 years or more of postgraduate professional years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, information management or reporting.</p><p>Fluency (level C) in English is a requirement. Intermediate knowledge (level B) of Arabic is an advantage, but not a requirement.</p>

<p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>

<li>Supporting 29 health facilities to deliver primary healthcare services, including outpatient care, vaccination, nutrition, and reproductive health.</li>
<li>Providing mental health and psychosocial support (MHPSS) through healthcare facilities and community-based networks trained in identification, referral, and awareness-raising activities.</li>

<p> <strong>About the role</strong> </p>
<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. You will also take part in the country strategy elaboration for the MHPSS sector, led by the general coordinator. </p>

<p>Working closely with other MdM departments, local NGO partners and focal points within the Ministry of Public Health and Population (MoPHP), you will support the implementation, coordination and monitoring of activities aimed at integrating Mental Health and Psychosocial Support (MHPSS) components across MdM programmes.</p>

<li>Develop and deliver capacity-building initiatives, including Training of Trainers (ToT) programmes on PFA, PM+ and other relevant MHPSS approaches</li>

<p>Support logistics contracting day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. Work closely with other logistics functions to understand the scope of the services required before issuing Request for Quotations (RFQs) Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments in the country to recommend actions to the supervisor to improve performance of local logistics contracting operations. Conduct verification and validation of received data which also includes (site) visits to the transporters/logistics service providers yards/garages/offices. Carry out due diligence of the current WFP shortlisted/contracted and/or new logistics service providers. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required. Issue Request for Quotations (RFQ) as and when necessary to shortlisted companies, analyze offers and in conjunction with the relevant Logistics Officer, Head of Contracting and relevant parties. Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare well drafted and explained minutes. Compile the quarterly Committee on Supply Chain (CSC) reports and in conjunction with the relevant Logistics Officer and Head of Contracting to have the reports submitted/cleared in a timely manner. Maintain a tally of contracting cases which will require submission to the CSC. In conjunction with the Operations Section of the Logistics Unit, ensure clear periodic allocation plans for any tariff system contracts are put in place. Similarly, periodic reports detailing any deviation from the initial allocation plan are completed. Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works. Analyze logistics service provider performance, in coordination with relevant logistics functions, against contractual terms, tariffs, allocation plans, capacity commitments, and escalate concerns to the Head of Contracting with proposed corrective actions Guide support staff, acting as a point of referral and supporting them with analysis and queries.
