To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation. ACCOUNTABILITIES/RESPONSIBILITIES: Under the direct guidance of the National CBT Officer and the overall supervision of the Head of CBT/IDM, the incumbent will execute the following core accountabilities: CBT Design & Implementation: Support the technical design, deployment, and optimization of CBT interventions at the Country Office level, ensuring absolute alignment with WFP s Interim Country Strategic Plan (ICSP) and programmatic strategies. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of two (2) additional years of directly related professional work experience.</li><li>Total relevant 5 years of experience in humanitarian sector including 1 year of Professional experience, specifically dedicated to the planning, design, technical implementation, and evaluation of Cash-Based Transfer (CBT) programs.</li><li>Direct experience working at the country or implementation level in developing countries or fragile states.</li><li>Desirable: Proven experience establishing standard operating procedures (SOPs) with private banks or Financial Service Providers (FSPs) within a humanitarian context.</li><li>Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities.</li><li>Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize enterprise resource planning (ERP) software (such as WINGS/SAP).</li><li>Excellent planning and organizational skills, with the ability to independently monitor own work plan and manage multiple deadlocked deadlines.</li><li>Proven diplomatic and communication skills (both verbal and written) to clearly explain project requirements to field counterparts, cooperating partners, and local authorities.</li><li>Resilience and high flexibility to regularly undertake field travel to remote, complex, or high-risk environments.</li><li>Fluent in written and oral English and Arabic.</li></ul>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. The postholder will take a leading role in ensuring evidence-based advocacy informs and influences key decision makers in accordance with the advocacy strategy, ensuring that the aid response across Yemen supports the most vulnerable population. The Advocacy Advisor works closely with DRC s regional and global advocacy teams as well as being the focal point for DRC Yemen on external communications. Provide strategic directions to the project teams for efficient implementation of activities across the integrated projects:<br> • Provide overall strategic leadership and direction to the project teams for the RESOLVE, LoGABD, and SANABEL projects to ensure effective and timely implementation of activities in line with respective project objectives, results frameworks, and workplans.<br> • Lead strategic planning and ensure alignment of all project implementation with UNDP corporate priorities, donor requirements (SDC, EU), national development priorities, and the Area-Based Development (ABD) framework.<br> • Translate project goals into clear operational priorities, deliverables, and implementation milestones, ensuring complementarity and identifying synergies between the projects.<br> • Ensure effective coordination and integration across project components to maximize synergies, avoid duplication, and promote efficiency.<br> • Promote results-based management and ensure timely identification and resolution of implementation bottlenecks across the portfolio.<br> • Foster a collaborative, high-performing, and solution-oriented team environment that promotes accountability, innovation, and continuous improvement.<br> </p><br> <p>2.) Oversee and manage the projects on a day-to-day basis, including achievement of financial and substantive targets and results, in line with corporate standards and guidance: <br> • Lead day-to-day management of the combined programme, ensuring delivery of outputs and achievement of project targets within approved timelines and budgets for RESOLVE, LoGABD, and SANABEL.<br> • Develop, implement, and monitor annual work plans, procurement plans, budgets, and activity schedules for each project.<br> • Ensure compliance with UNDP rules, regulations, policies, procedures, and specific donor requirements (SDC, EU).<br> • Monitor project expenditures and ensure efficient utilization of financial resources across all three projects.<br> • Oversee procurement, contract management, and project operational processes for the entire portfolio.<br> • Supervise project personnel, consultants, and technical experts and ensure quality performance and delivery across all projects.<br> • Identify and mitigate operational, programmatic, fiduciary, and contextual risks affecting project implementation, including those specific to each project context.<br> • Ensure accurate and timely reporting on project progress, results, risks, and challenges to donors and UNDP management.<br> </p><br> <p>3.) Build and manage partnerships<br> • Establish and maintain strong working relationships with key stakeholders, including: (i) government institutions at national (MoLA, MoPIC, MoA, MoF, etc.) and sub-national levels (Governorates, Districts, line ministries), (ii) development partners and donors (SDC, EU, FAO), and (iii) implementing partners and other stakeholders.<br> • Promote strategic partnerships to enhance project implementation, sustainability, and impact, particularly through the operationalization of Local Economic Development Councils (LEDCs) and Local Development Funds (LDFs).<br> • Facilitate coordination and collaboration among relevant stakeholders across the governance and economic recovery sectors to ensure alignment and complementarity of interventions.<br> • Represent the projects in meetings, consultations, and coordination forums with donors (SDC, EU), government counterparts, and other partners as required.<br> • Support policy dialogue and strengthen institutional collaboration on governance, economic recovery, and systems reform.<br> </p><br> <p>4.)
