GENERAL INFORMATION JOB TITLE: Programme Policy Office (Cash Based Transfer) TYPE OF CONTRACT/LEVEL: Fixed Term NOA SUPERVISOR: Programme Policy Officer UNIT/DIVISION: Programme DUTY STATION (City, Country): Aden, Yemen DURATION: 12 Months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: WFP operations across Yemen are conducted within a highly complex, volatile, and high-risk humanitarian environment. To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation. ACCOUNTABILITIES/RESPONSIBILITIES: Under the direct guidance of the National CBT Officer and the overall supervision of the Head of CBT/IDM, the incumbent will execute the following core accountabilities: CBT Design & Implementation: Support the technical design, deployment, and optimization of CBT interventions at the Country Office level, ensuring absolute alignment with WFP s Interim Country Strategic Plan (ICSP) and programmatic strategies. Field Office Technical Support: Provide continuous technical guidance and backstopping WFP Field Offices throughout the entire CBT project management lifecycle, reinforcing corporate priorities and data standards. Financial Tracking & WINGS Compliance: Monitor and follow up on transaction pipelines within WFP s corporate financial system (WINGS). Reconcile open transactions, track fund releases, and ensure absolute consistency between fund allocations and financial commitments. Platform Maintenance & Utilization Reporting: Support the administrative maintenance of WFP s primary CBT management and reporting platforms, generating comprehensive data on CBT utilization rates, transfer values, and caseload distributions. FSP Reconciliation & Financial Control: Lead the monthly financial reconciliation process immediately following report submissions by active Financial Service Providers (FSPs). Formulate detailed reconciliation reports, flag variances, and coordinate with third-level support to resolve data glitches. Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance. Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of two (2) additional years of directly related professional work experience.</li><li>Total relevant 5 years of experience in humanitarian sector including 1 year of Professional experience, specifically dedicated to the planning, design, technical implementation, and evaluation of Cash-Based Transfer (CBT) programs.</li><li>Direct experience working at the country or implementation level in developing countries or fragile states.</li><li>Desirable: Proven experience establishing standard operating procedures (SOPs) with private banks or Financial Service Providers (FSPs) within a humanitarian context.</li><li>Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities.</li><li>Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize enterprise resource planning (ERP) software (such as WINGS/SAP).</li><li>Excellent planning and organizational skills, with the ability to independently monitor own work plan and manage multiple deadlocked deadlines.</li><li>Proven diplomatic and communication skills (both verbal and written) to clearly explain project requirements to field counterparts, cooperating partners, and local authorities.</li><li>Resilience and high flexibility to regularly undertake field travel to remote, complex, or high-risk environments.</li><li>Fluent in written and oral English and Arabic.</li></ul>

Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The project aims to enhance institutional effectiveness, improve governance systems, strengthen public sector performance, and support sustainable capacity development toward increased national ownership and resilience.</p><br> <p>The project contributes to strengthening public institutions and enabling more effective, accountable, and responsive governance in Yemen.</p><br> <p><strong>Position Purpose</strong></p><br> <p>The Project Manager will lead the overall implementation, management, and coordination of the project “Modernizing Public Institutions and Systems in Yemen (MPISY).”The incumbent will report directly to the UNDP Programme Manager / Governance Team Leader and will be responsible for providing strategic, technical, and operational leadership to ensure successful project delivery.</p><br> <p>The Project Manager will work closely with government institutions, implementing partners, development partners, and relevant stakeholders to ensure coordinated implementation of project activities. This includes engagement with key ministries, public institutions, technical counterparts, and development partners supporting governance and institutional reform in Yemen.</p><br> <p>The Project Manager will oversee project personnel, consultants, and technical experts and ensure effective coordination across all project components, including institutional strengthening, systems modernization, capacity development, and governance reforms.</p><br> <p>The role requires strong leadership, stakeholder engagement, and adaptive management to deliver results in a complex and fragile operating environment.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals.
