<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>POSITION PROFILE </b>The Senior Data Officer (SDO) will serve as the technical focal point for all data-related processes within the mission, with a particular emphasis on quantitative methodology, statistics, and sampling design. The SDO will lead the development and implementation of robust data workflows across research cycles, ensuring statistical rigour, methodological soundness, and operational efficiency. As the mission s lead on data systems and quantitative methods, the SDO will support and advise assessment teams on sampling strategies, research design, and quantitative analysis plans. They will oversee the validation of data collection tools, design and implementation cleaning and analysis scripts, and will lead the production of analytical outputs including dashboards, summary tables, and statistical briefs. The SDO will also be responsible for line-managing at least one Data Officer (DO) and supporting their technical growth. They will coordinate with the Research Manager and relevant assessment teams to align on priorities and deadlines and will serve as a central actor in troubleshooting methodological challenges and improving research processes. This position requires a candidate with a strong background in statistics and data analysis, advanced proficiency in tools such as R, Stata, or Python, and experience designing and implementing sampling methodologies in humanitarian or development contexts. The ideal candidate will be highly organized, capable of managing multiple priorities, and able to work autonomously in volatile and fast-paced environments. A collaborative mindset, ability to communicate technical concepts clearly to non-technical stakeholders, and a solution-oriented attitude are essential to success in this role. <b>RESPONSIBILITIES </b>The Senior Data Officer is responsible for the following: RESEARCH CYCLE MANAGEMENT AND TECHNICAL LEADERSHIP • Serve as the mission s technical focal point for quantitative methodology, statistical validity, and data reliability across all research cycles. • Lead on the development of sampling design in coordination with assessment and GIS teams, ensuring relevance to research objectives and field realities. • Act as the focal point for the IMPACT Kobo server, managing all Yemen mission projects, including tool design, deployment, and troubleshooting. • Provide training and technical guidance to assessment teams and junior data staff on data cleaning, management, and statistical best practices. DATA MANAGEMENT AND ANALYSIS • Manage and maintain R-based pipelines for data cleaning, transformation, and analysis, ensuring replicable and well-documented workflows. • Oversee the design and the implementation of the data cleaning and validation processes. • Lead the development and execution of analysis scripts, and contribute to the automation of recurring data processing tasks. INFORMATION MANAGEMENT AND PRODUCT DEVELOPMENT • Translate analysis findings into accessible and insightful data outputs, including summary statistics, visualizations, dashboards, and interactive tools. • Collaborate with assessment and GIS teams to support the development of high-quality deliverables (e.g., factsheets, briefs, interactive maps). • Provide ongoing technical support to internal teams and external stakeholders, including tailored analysis, data interpretation guidance, and capacity strengthening where needed. • Ensure that data outputs are aligned with IMPACT s internal quality standards and support decision-making in the response. The Senior Data Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT s data protection policy and SOPs. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during their assignment with IMPACT. REQUIREMENTS • Years of work experience At least 4 years of relevant working experience in a similar role preferable in the humanitarian field; • Research skills Proficiency and proven experience with research methods, including both quantitative and qualitative research. <p>To lead the Country Office CBT operational lifecycle, oversee technical end-to-end data controls, and manage a team of multi-disciplinary national personnel. The incumbent will standardize distribution mechanisms, drive FSP diversification, govern macro-level reconciliation loops, and steer strategic policy coordination with UN counterparts and government authorities regarding Identity Management architectures, data-minimization rules, and national social protection single registries.</p><p><br></p><p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):</b></p><p><br></p><p>Within delegated authority and under the direct supervision of the Head of CBT/IDM Officer, the National Programme Officer will execute the following core accountabilities:</p><p><br></p><p>1. FSP Planning, Innovation & Interoperability</p><p><br></p><p>FSP Strategic Planning: Formulate and execute a comprehensive FSP diversification strategy to mitigate institutional risks, evaluate market readiness, and pioneer the integration of multi-channel digital payment networks (e.g., PlugPay and blockchain-linked building blocks).</p><p><br></p><p>Inter-Agency Social Protection Interoperability: Coordinate technical actions and legal clauses required to formalize high-level Memorandums of Understanding (MoUs) with UN sister agencies to enable WFP data contribution toward Yemen's future unified Social Protection Single Registry.</p><p><br></p><p>4. Identity Management (IDM) & Data Governance</p><p><br></p><p>IDM Policy Coordination: Coordinate operational and cross-cutting policy decisions with relevant units regarding beneficiary identity management, data minimization principles, and the contextual, safe deployment of biometric verification platforms.</p><p><br></p><p>Data Protection & Maturity: Formulate operational guidance notes on identity management, establish clear parameters for data collection, secure processing loops, and beneficiary information protection across all active Programme activities.</p><p><br></p><p>Architecture Alignment: Evaluate and align localized digital systems currently supporting cash, value voucher, in-kind, and commodity voucher tracking against corporately endorsed software modules under WFP’s global IDM Target Architecture.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>Advanced University Degree (master s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international humanitarian/development assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of three (3) additional years of directly related progressive professional work experience.</p><p>Total relevant 7 years of experience including 3 years of professional experience specifically focused on strategic design, field implementation, and technical evaluation of cash-based assistance programs. Direct experience planning and implementing safety net or emergency response operations at the implementation level in developing countries or complex emergency settings.</p><p><strong>Desirable:</strong> Proven experience establishing corporate standard operating procedures with Financial Service Providers (FSPs) or managing identity management database transfers.</p><p><strong>Knowledge & Skills:</strong> Strong technical mastery across the design, delivery, and compliance tracking of multi-modality cash and voucher programs. Deep technical understanding of food security, livelihoods, and social protection safety net models within fragile states. To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions.
