<p>To lead the Country Office CBT operational lifecycle, oversee technical end-to-end data controls, and manage a team of multi-disciplinary national personnel. <br><b>About the mission</b><br>SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. <p><br></p><p>Brief about the Project</p><p>The THRIVE Project has been developed alongside the DG MENA-WASL Project to strengthen climate-resilient livelihoods and inclusive agriculture systems in Taiz Governorate through an integrated watershed management approach. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships. The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions. Programme unit staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country. The CCEE portfolio includes upstream policy support (e.g. NAP, NBSAP, LT-LEDS), project development pipelines (GEF/LDCF/GBFF/GCF), and downstream implementation of complex, multi-sectoral interventions across Yemen. Operating in a high-risk context, the unit integrates UNDP Social and Environmental Standards (SES), gender equality, stakeholder engagement, and conflict-sensitive approaches across all programming.</p><br> <p>To support the expanding portfolio, UNDP Yemen is recruiting a Programme Analyst (NOB). Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements.
