<section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p>Implements health programmes within his/her geographic area or field of responsibility/ expertise.</p> <p><strong>Referral system management and clinical follow-up</strong></p> <ul> <li>Coordinates the timely and safe referral of acute and urgent patients according to ICRC/MoHE referral criteria and Standard Operating Procedures (SOPs) from Primary Health Care facilities (Razeh, Munabbih) and Al Talh Hospital to higher-level facilities, ensuring proper authorization and documentation.</li> <li>Ensures that referral decisions are made and documented in line with agreed ICRC/MoHE referral criteria and SOPs, and supports clinical staff to apply these consistently and appropriately.</li> <li>Ensures that standardized referral forms, authorizations and discharge summaries are used, properly filed and accessible, and facilitates feedback from referral hospitals to referring clinicians.</li> <li>Conducts systematic and ongoing follow-up visits to referred patients at receiving hospitals to verify that appropriate and necessary care is provided, identify barriers to care and support communication between patients, families and clinical teams.</li> <li>Maintains updated and confidential records of all referred patients according to ICRC data-protection rules and procedures.</li> </ul> <p><strong>Data collection, monitoring and reporting</strong></p> <ul> <li>Maintains and regularly updates the referral database for all referred patients and produces monthly statistics and narrative analyses for the Hospital Project Manager and health team.</li> <li>Produces regular statistics, trend analyses and narrative reports on referral activity and outcomes as required by the Hospital Project Manager, delegation and planning cycle.</li> <li>Supports the generation and use of referral data for monthly, quarterly and annual reporting, including contribution to Planning for Results (PfR) and hospital programme reviews.</li> <li>Contributes to the Project and Activity Management (PAM) for the activities S/He is responsible for.</li> </ul> <p><strong>Hospital clinical support and quality assurance</strong></p> <ul> <li>Supports the nursing and clinical teams in ensuring that high-quality care is delivered to admitted patients, following ICRC nursing guidelines and international standards, in close cooperation with the Hospital Project Manager and Health Field Officer.</li> <li>Promotes a clean and safe patient environment and supports monitoring that hygiene conditions are regularly measured and maintained in line with ICRC standards.</li> <li>Ensures the national and ICRC protocols are followed and adapted to the circumstances.</li> <li>Works in close collaboration with the Health Field Officer responsible for the Al Talh hospital programme to ensure that referral practices are consistent with agreed clinical standards and hospital priorities.</li> </ul> <p><strong>People management responsibilities</strong></p> <p>No</p> <p><strong>Scope &amp; impact</strong></p> <ul> <li>Participates in financial monitoring of the costs involved in the project(s)/ activities supported.</li> <li>Geographic remit: local/facility to national.</li> <li>Might supervise local health professionals.</li> </ul> <p><strong>Relationships</strong></p> <ul> <li>Internally, interacts with health staff (Health Delegate, Health Coordinator, Hospital Staff), Head of Sub-delegation, non-health staff at Sub delegation level.</li> <li>Externally, interacts with Al Talh Hospital staff, local health authorities, and other relevant local stakeholders and health actors involved in the referral pathway.</li> </ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Degree in medicine or nursing.</p> <p>Qualifications in public health or health management are a strong asset.</p> <p>License to practice in his/her own country.</p> <p>Written and spoken command of English and Arabic</p> <p>3 to 5 years of total work experience (including 2 years of clinical experience). Experience in a humanitarian organization is an added asset.</p> <p>Good connections with local health authorities or groups of interest for the ICRC.</p> <p>Excellent knowledge of the assigned geographic area.</p> <p>The person should be able to collect, analyze, interpret, and report hospital data.</p> <p>Should be able to design, train, and use data processing tools.</p> <p>EXCEL or any other data software will be an advantage.</p><p></p></section>
