Contribute to embedding risk management in planning and decision-making across the office and all aspects of WFP operations through regular updating of risk registers, monitoring of key risk appetite metrics and risk indicators, and including progress towards implementing the risk mitigation actions.</p><p>Risk assessments and Advisory Role. Support relevant managers in their regular and ad hoc risk assessments in regional, country and field offices to identify and evaluate risks; contribute to the development and design of mitigation actions; assess effectiveness of the internal controls; and prepare risk information for management to share with external stakeholders.</p><p>Functional Collaboration. Support the discussion with functional experts and risk management focal points on identifying trends and emerging issues; contributing to the preparation of guidance and/or checklists in conformity with WFP policies and rules on periodic risk and/or control assessments.</p><p>Risk and Incident Escalation. Support timely risk and/or incident escalation and assist CO management to ensure compliance with corporate escalation protocols. Address fraud-related complaints received through community feedback mechanisms and assess the materiality of fraud incidents, when delegated. Serve as CO management liaison with Officer of Inspector & Investigations for reporting, monitoring and control remediation measures.</p><p>Donor Risk-Sharing. Support engagement with donors and consolidate inputs related to donor risk-sharing arrangements, including risk assessments and mitigation strategies. Provide strategic risk-related documentation and analysis to support senior management decision-making, donor engagement, and resource mobilization efforts.</p><p>Internal Controls and Executive Director s Assurance exercise. Support the completion of the annual Executive Director s Assurance exercise survey, collect and review inputs. Provide technical support and inputs to CO management on complex risk and accountability issues, promote enhancement and/or establish adequate internal control systems with clear accountabilities and maintain an effective internal control environment to support operational efficiency.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p>DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:<br>Knowledge of governance, organizational structures, strategy and major initiatives of international organizations.<br>Experience in programme/project management.<br>Has conducted monitoring and reporting activities, has knowledge of results hierarchy, performance metrics and measurement.<br>Has participated in risk analysis and risk mitigation strategies development and/or implementation.<br>Has participated in conversations with other units on impact, timing or planning initiatives, using analytical, evaluative and problem-solving skills as well as resourcefulness, initiative, good judgement, tact and diplomacy.<br>Has contributed to risk management activities, including assessing and recommending effective internal controls and mitigation actions, preferably in organizations that use modern enterprise risk management frameworks, techniques and systems.<br>STANDARD MINIMUM ACADEMIC QUALIFICATIONS:<br>Education: Advanced University degree in business/public administration, finance, accounting, international development, audit or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in audit, performance and risk management or other related fields.<br>Experience: Total relevant 7 years of experience including three years of relevant postgraduate professional experience in risk management, audit, monitoring and/or related fields, with a background and interest in international humanitarian development.<br>Language: Fluent in written and oral English and Arabic.
<p>Support logistics contracting day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. Work closely with other logistics functions to understand the scope of the services required before issuing Request for Quotations (RFQs) Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments in the country to recommend actions to the supervisor to improve performance of local logistics contracting operations. Conduct verification and validation of received data which also includes (site) visits to the transporters/logistics service providers yards/garages/offices. Carry out due diligence of the current WFP shortlisted/contracted and/or new logistics service providers. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required. Issue Request for Quotations (RFQ) as and when necessary to shortlisted companies, analyze offers and in conjunction with the relevant Logistics Officer, Head of Contracting and relevant parties. Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare well drafted and explained minutes. Compile the quarterly Committee on Supply Chain (CSC) reports and in conjunction with the relevant Logistics Officer and Head of Contracting to have the reports submitted/cleared in a timely manner. Maintain a tally of contracting cases which will require submission to the CSC. In conjunction with the Operations Section of the Logistics Unit, ensure clear periodic allocation plans for any tariff system contracts are put in place. Similarly, periodic reports detailing any deviation from the initial allocation plan are completed. Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works. Analyze logistics service provider performance, in coordination with relevant logistics functions, against contractual terms, tariffs, allocation plans, capacity commitments, and escalate concerns to the Head of Contracting with proposed corrective actions Guide support staff, acting as a point of referral and supporting them with analysis and queries. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme. </p><br> <br> <p>Launched in 1992 as a corporate programme of the GEF, the GEF Small Grants Programme (GEF SGP) has supported local action for over thirty years to address global environmental concerns. SGP aims to deliver global environmental benefits in the GEF focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and elimination of persistent organic pollutants through community-based approaches. To date, SGP has funded over 29,000 community-based projects covering more than 120 countries. It has gained considerable experiences at the community level, including adapting to climate change while addressing issues of the GEF focal areas. Further information can be found at: <u>https://sgp.undp.org/</u>. </p><br> <br> <p><strong>Scope of Work </strong></p><br> <br> <p> The National Coordinator will report through a matrixed structure to both the Climate Change, Water, Energy and Environment Team Leader and the SGP Regional Programme Specialist. The Coordinator will be responsible for overseeing the implementation of the SGP at the country level, including direct supervision of the SGP Programme Associate/Assistant and coordination of the National Steering Committee. </p><br> <br> <br> <p><strong>Ensure effective management of the SGP Country Programme team </strong> </p><br> <br> <ul> <li>Supervise the SGP Country Programme Associate/ Assistant and provide necessary guidance and coaching; </li> </ul> <br> <ul> <li>Promote and maintain effective teamwork within the SGP Country Programme team, the National Steering Committee members, and with the UNDP CO team; </li> </ul> <br> <ul> <li>Prepare and implement annual work plan, including strategic and/or innovative initiatives, with set delivery and co-financing targets; draft annual SGP Country Office administrative and project operational budget proposal </li> </ul> <br> <ul> <li>Set annual performance parameters and learning objectives for the SGP Country Programme team, assess their performance and provide feedback. </li> </ul> <br> <p><strong>Ensure Programme/Portfolio Development and Management</strong> </p><br> <br> <ul> <li>Keep abreast of national environmental concerns and priorities as well as the socio-economic conditions and trends as they relate to the SGP and assess their impact on SGP’s work and programme. </li> </ul> <br> <ul> <li>Ensure formulation and implementation of the Country Programme Strategy (CPS), and its periodic review and update. </li> </ul> <br> <ul> <li>Manage the SGP grant allocations and country operating budget, maintain the financial integrity of the programme by ensuring adherence to SGP Standard Operating Procedures as well as UNOPS rules and regulations, and ensure timely and effective use of SGP resources. </li> </ul> <br> <ul> <li>Exercise quality control over the development of a portfolio of project ideas and concepts, and closely monitor the programme implementation progress and results. </li> </ul> <br> <ul> <li>Organize periodic stakeholder workshops and project development sessions for civil society organizations (CSOs) and local communities, and potential applicants and other stakeholders to inform about SGP and its Strategic Initiatives. </li> </ul> <br> <ul> <li>Work closely with Civil Society Organizations (CSOs) and Community-based Organizations ( CBOs) in preparation of project concepts and proposals to ensure that projects fit with the SGP Strategic Initiatives, Country Programme Strategy, and technical guidance notes; </li> </ul> <br> <ul> <li>Authorize and manage project planning grants as required. </li> </ul> <br> <ul> <li>Oversee ongoing SGP grant projects and conduct periodic project monitoring field visits and provide technical and operational support and guidance to SGP grantees as required. </li> </ul> <br> <ul> <li>Plan and serve as secretary to the National Steering Committee meetings. Support and closely coordinate with the National Steering Committee and Technical Advisory Group where relevant, in the process of project proposal review, selection and approval, especially the initial appraisal of proposals and assessment of eligibility. </li> </ul> <br> <ul> <li>Foster programme, project, and policy linkages between the SGP and the full or medium-sized GEF projects, planned or underway in the country, as well as those of other government, donors and development partners. </li> </ul> <br> <ul> <li>Report periodically to the Central Programme Management Team (CPMT) on programme implementation status, including annual monitoring reporting, financial reporting, audit, and update the relevant SGP databases. </li> </ul> <br> <ul> <li>Undertake monitoring and evaluation of SGP Country Programme and projects, and grant maker initiatives, in coordination with National Steering Committee (NSC) and CPMT. </li> </ul> <br> <ul> <li>Perform and coordinate administrative tasks (i.e. procurement, travel) adhering to SGP SOPs procurement rules and regulation, as required for programme implementation. </li> </ul> <br> <br> <p><strong>Resource Mobilization and Partnerships</strong> </p><br> <br> <p> Establish and maintain close working relationships with stakeholders as well as promote the value, comparative advantages, and ensure visibility of the SGP. </p><br> <br> <ul> <li>Assess interest and priorities of key donors and other development partners and develop/update and implement the resource mobilization and partnership strategy to mobilize resources from and develop partnerships with the government, donors and other partners to best leverage SGP resources and develop programme level partnerships. </li> </ul> <br> <ul> <li>Support SGP grantees in securing co-financing and project level partnerships and assist in identifying opportunities and resources for sustaining and scaling up projects. </li> </ul> <br> <p><strong>Facilitate Knowledge Management and Communication</strong> </p><br> <br> <ul> <li>Document programme/project stories, lessons learned, and best practices in SGP programme/project development, implementation, and oversight. </li> </ul> <br> <ul> <li>Access SGP and other global and regional knowledge, distill best practices and facilitate their dissemination and incorporation within SGP Country Programme and projects, UNDP CO, and to counterparts and partners; </li> </ul> <br> <ul> <li>Support capacity building and networking of grantees to facilitate knowledge exchange, and promote uptake through Knowledge platforms, Knowledge fairs etc. </li> </ul> <br> <p><strong>Ensure Monitoring and Progress Controls</strong> </p><br> <br> <ul> <li>Sound SGP programme results and impacts, in alignment with national strategies and priorities and SGP strategy and approaches, that contribute to transformational change in society and economy to conserve the global environment and achieve the Sustainable Development Goals, Innovative, technically sound and socially inclusive grant portfolio is developed and implemented.
