Organizational Context and Scope Under the overall supervision of the Chief of Mission and direct supervision of the Head of Resources Management (HoRM), and in close collaboration with the Regional Office in Cairo and in coordination with the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for overseeing the supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.</p><p>1. Conduct strategic planning for supply chain-related activities of the Country Office (CO) in close collaboration with internal and external stakeholders in the country, as well as relevant units at HQ. 2. Conduct logistics capacity assessments and market research to keep abreast decision-makers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns, and availability of goods and services. 3. Supervise, manage and provide first-line support and guidance for all SCM-related tasks and activities, including planning, budgeting, scheduling and provision of goods and services needed by the CO. Prepare regular progress reports, statistical information and briefing notes, as required. 4. Lead and supervise the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics information management and reporting, and provide guidance and training to the relevant staff with respect to the related policies, rules and regulations. 5. Identify supply chain bottlenecks (value stream mapping) and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner. 6. Review procurement requests, identify service providers, and evaluate information regarding vendors performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors. 7. Solicit bids, quotations, and tender documents, oversee the bidding process and provide guidance for executing the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; supervise the preparation and processing of the purchase orders, and ensure receiving authorization in line with the CO s Delegation of Authority (DoA) matrix. 8. Liaise with the programme management and provide first-line technical support in the preparation and issuance of Call for Proposals and bidding documents for the tendering processes of the programmes/projects. Ensure that bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations. 9. In coordination with relevant parties, ensure timely submission of asset procurement and other reports within the CO, Regional Office (RO) and relevant HQ departments, as appropriate. 10. Establish and manage appropriate and robust internal control mechanisms for the SCM process to safeguard the Organization's assets and prevent fraud, while ensuring that country-specific 11. administrative procedures are in place and followed in accordance with the Organization's rules and regulations. 12. Monitor the maintenance and repair of office facilities, including preventive maintenance. Establish maintenance agreements with competent service providers, when it is feasible and determined to be cost-effective. 13. Supervise, train, and guide the SCM staff of CO, while monitoring, evaluating, and promoting their professional and career development. 14. Represent the CO in the United Nations (UN) inter-agency meetings and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives. 15. Perform such other relevant duties as may be assigned.</p><p><strong>Desired Candidate Profile</strong></p><h2>Required Qualifications and Experience</h2><p>Education Master s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database.</p><p>Experience Experience in managing diverse procurement and logistics operations; Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers; Experience in managing diverse procurement and logistics operations; Experience in managing supply chain operations in complex emergencies, fragile and/or hardship duty stations, including supporting humanitarian operations under challenging security and operational conditions; and, Demonstrated experience in planning and implementing procurement, warehousing, fleet, and logistics activities in volatile environments while ensuring business continuity and compliance with organizational policies and donor requirements.</p><p>Skills Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's systems and processes as they apply to procurement and logistics; and, Excellent level of computer literacy and good knowledge of Oracle is an advantage.</p><p>Languages For this position, fluency in English is required (oral and written). <p> JOB CONTEXT: HI Yemen is operating in whole of Yemen (both South and North) with main offices in Sana a and Aden and field offices in Hudaydah and Hajja in the North, and Mokha in the South of the country. As of June 2026, the Programme is implementing projects in 5 main Governorates- Sana a, Hajja and Hudaydah in the North and Aden, Taiz Governorates in the South of Yemen. The main projects are Health, protection, Prosthetic and Orthotic and humanitarian mine action. HI Yemen has funding from ECHO, SDC, BMZ, GAC and MOFA LUX. HI Yemen has been operating in Yemen since 2015, implementing humanitarian response across Yemen, providing assistance to people affected by Yemen conflicts and other disasters. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>JOB PURPOSE</b>: WFP operations in the Southern Areas of Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact.
