And share all the means of verification (MoVs) of the training with the Data Management Officer.</li> <li>Raise all the required Purchase Requests of the project as per the plan and available budget, ensure tracking of the process, and follow up with them till the stage of the distribution, and paying to the suppliers.</li> <li>Provide technical support to the health workers at the field level, ensure the quality of service provision is in place, and keep improving the health workers throughout the On-the-Job training. Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. All the documents must be archived, and fully documented.</li> <li>Provide technical support to H&N project assistants, partners, and government authorities on the planning, implementation, and management of the Nutrition and Health programs.</li> <li>Attend weekly meetings with Health and Nutrition project staff, to monitor progress in implementation, exchange information, discuss challenges and plan forward. </li> <li>Ensure that staff responsibilities are clearly defined, and understood and objectives are set against work plans and regularly monitored.</li> <li>Ensure that staff at health facilities perform well and are monitored daily to fulfill the required indicators of the program.</li> <li>Maintain and strengthen established links with NGOs and other agencies including government ministries and agencies. And build a good relationship with district health offices by multiple meetings, and inviting them into joint supportive supervision visits.</li> <li>Coordinate with logistics, administration, and finance units to procure all equipment, supplies, and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with SCI and donor regulations and procedures.</li> <li>Ensure effective and efficient use of all SC resources to keep costs low and ensure safety in the workplace.</li> <li>Provide support and work closely with the MEAL team in carrying out assessments and evaluations, accountability, and information sharing.</li> <li>Comply with SC policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity, and other relevant policies and procedures.</li> <li>Perform any other tasks as required by the line manager or technical manager that are related to the position, or when there is an urgent situation that requires all team efforts.</li> <li>Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs</li> <li>Bachelor in Medicine or Public Health and Nutrition/ public health professional or, Bachelor in medical science (pharmacy, Medical Assistance, Nurse, laboratory, Nutrition, etc) with at least 3 years experience in a similar position.</li> <li>At least 3 years experience in implementing emergency health and nutrition programs with NGOs or INGOs (Required).</li> <li>Good writing and speaking English skills (Required).</li> <li>Training courses or experiences in CMAM, IYCF, EMONC, EPI, and IMCI are highly (Preferred). </li> <li>Experience in staff training and capacity building preferred by having a TOT course (Preferred).</li> <li>Skills and experience in project management or getting similar certificates (Preferred).</li> <li>Understanding rights-based approaches and participatory concepts and practical experience in a similar context. </li> <li>Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments. </li> <li>Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. <p><br></p><p>Brief about the Project</p><p>The THRIVE Project has been developed alongside the DG MENA-WASL Project to strengthen climate-resilient livelihoods and inclusive agriculture systems in Taiz Governorate through an integrated watershed management approach. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation. Specifically, the assessment aims to:</p><ul><li>Assess women's roles, participation, leadership, agency, bargaining power, and decision-making across relevant agricultural and livestock activities, value-chain functions, post-harvest activities, value addition and enterprise development with a focus on the priority value chains selected through the program process.</li><li>Assess women's access to and control over productive assets, natural resources, agricultural inputs, technologies, extension services, information, financial services, VSLAs, enterprise financing, and digital financial ecosystems, and identify barriers to their economic participation, financial inclusion, and resilience.</li><li>Analyse the social, institutional, cultural, household and gender-related factors influencing women's economic empowerment, including gender norms, mobility restrictions, unpaid care responsibilities, literacy and digital literacy, intra-household decision-making, control over resources and income.</li><li>Identify the specific constraints, risks, vulnerabilities, and economic opportunities affecting women from different social groups, including female-headed households, young women, women with disabilities, IDPs, Muhamasheen communities, and women breadwinners.</li><li>Assess safeguarding, economic violence, exploitation, indebtedness, exclusion, elite capture, and other risks affecting women's safe participation in livelihoods, enterprise development, financial inclusion, and market systems.</li><li>Assess and map the gender-relevant enterprise and financial ecosystem influencing women's economic empowerment, identifying practical opportunities for sustainable market engagement and partnership.</li><li>Identify evidence-based pathways for beneficiary targeting, sequencing, graduation, financial inclusion, market integration, institutional coordination and adaptive program implementation.</li></ul><p>Key Responsibilities of the Consultant (Methodology, Scope of Service, Tasks)</p><p>Methodology: The assessment shall apply an integrated women's economic empowerment and market-systems analytical framework that distinguishes: (i) access to, use of and control over resources and services; (ii) participation, influence, leadership and collective voice; (iii) entrepreneurial interest, readiness and commercial feasibility; and (iv) immediate constraints and their underlying household, institutional and market-system causes. Organizational Context and Scope Under the overall supervision of the Chief of Mission and direct supervision of the Head of Resources Management (HoRM), and in close collaboration with the Regional Office in Cairo and in coordination with the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for overseeing the supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.</p><p>1. Technical Leadership, HGSF Scaling, and Institutional Transition</span></p><ul><li>Strategic ICSP Alignment: Provide overarching technical leadership for WFP Yemen's school feeding portfolio, managing the strategic pivot from emergency in-kind distributions to nutrition-sensitive, shock-responsive Home-Grown School Feeding (HGSF) and Healthy Kitchen delivery models.</li><li>National Handover Framework: Architect and guide the execution of the operational and fiscal transition roadmap to systematically transfer field implementation, data management, and operational incentive costs from WFP direct funding onto the national MoE civil service payroll and budget lines.</li><li>Agrifood Value-Chain Integration: Provide expert guidance on establishing community-based local procurement networks and institutional market linkages. This involves connecting smallholder farmer cooperatives, particularly female-led producer groups, directly to school feeding kitchens to tackle local economic vulnerabilities.</li><li>Standards & Quality Control: Formulate and enforce strict standard operating procedures (SOPs), food safety and quality management protocols, nutrition-sensitive menu guidelines, and localized supply chain tracking tools for the expanded Healthy Kitchen platforms.</li><li>Inter-Ministerial Coordination: Manage and facilitate high-level coordination committees across the Ministry of Education, Ministry of Public Health and Population (MoPHP), Ministry of Social Affairs and Labor (MOSAL), and local governorate authorities to secure institutional alignment on transition milestones.</li><li>Social Behavior Change: Oversee the design and deployment of integrated, nutrition-sensitive Social and Behavior Change Communication (SBCC) toolkits targeting students, local school boards, parents, and catering staff to maximize community ownership.</li></ul><p>B. Evidence Generation, Macro-Fiscal Policy, and Innovative Financing</p><ul><li>Investment Case Development: Lead the production of high-level policy briefs, multi-sectoral investment cases, and analytical evidence products to demonstrate the socio-economic return on investment of school meals to senior government stakeholders, international financial institutions (IFIs), and bilateral donors.</li><li>Value-for-Money Analysis: Design and oversee comprehensive Value for Money (VfM) tracking, fiscal cost-effectiveness studies, and rapid diagnostic assessments to optimize institutional delivery systems during the transition phase.</li><li>Resource Mobilization: Identify, design, and pursue complementary and innovative financing streams to support long-term programmatic sustainability, specifically leveraging co-financing models, the GPE Multiplier Grant, and global thematic funds.</li><li>SABER Policy Modernization: Drive the finalization, high-level endorsement, and operationalization of the Systems Approach for Better Education Results (SABER) school feeding tool, utilizing its diagnostic findings to support national legislative and regulatory policy development.</li></ul><p>C. Global Coalitions, South-South Cooperation, and Knowledge Governance</p><ul><li>School Meals Coalition Integration: Act as WFP s primary technical adviser to the Ministry of Education to support Yemen s high-level commitments within the global School Meals Coalition, ensuring national targets are met and showcased globally.</li><li>South-South Knowledge Exchanges: Design, fundraise for, and execute targeted South-South and Triangular Cooperation (SSTC) initiatives and study visits. These will link Yemeni ministry officials with regional and international institutional counterparts experienced in executing successful sovereign HGSF transition and payroll absorption roadmaps.</li><li>Contextualized Learning Management: Systematically translate global best practices, technical innovations, and inter-agency evaluation lessons into highly contextualized operational manuals tailored to Yemen s unique dual-governance and economic setup.</li></ul><p>D. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>

<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. You will also take part in the country strategy elaboration for the MHPSS sector, led by the general coordinator. </p>

<p>Under the supervision of the general coordinator and in close collaboration with the mental health advisor, you will provide technical leadership and functional management to the MHPSS Officers based in Sana a, Aden and Marib.</p>
<p>Working closely with other MdM departments, local NGO partners and focal points within the Ministry of Public Health and Population (MoPHP), you will support the implementation, coordination and monitoring of activities aimed at integrating Mental Health and Psychosocial Support (MHPSS) components across MdM programmes.</p>
