One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles.</li><li>e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS.</li></ul><li>Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following:</li><ul><li>a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. The design shall consider HSSE and aesthetic concerns.</li></ul><li>Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through UNOPS energy specialist until getting final approval and design certificate.</li><li>Working in coordination with UNOPS Renewable Energy Coordinator, City Engineers and Social Safeguard Officer.</li><li>The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to:</li><ul><li>- Technical assessment report.</li><li>- High quality digital photographs.</li><li>- AutoCAD detailed design using approved layout templates.</li><li>- Sizing Calculation sheets.</li><li>- Bill of Quantities (BOQ), including detailed specifications and cost estimation.</li></ul></ul><p>All team s members shall working side by side and perform all tasks assigned cooperatively. Protecting the confidentiality of work. Any additional duties required as needed within the scope of the project.</p><p>Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Responsible for all QC activity on site, performing QC Assessments of work by Technicians.</li><li>Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment.</li><li>Arrange and attend field observations where issues of conformity with approved design and specifications arise.</li><li>Make sure that the contractor is adhering the minimum safety and quality policies and procedures.</li><li>Review shop drawings and advise of any significant changes required.</li><li>Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval.</li><li>Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory.</li><li>Review the project file maintained at the site by the Supplier/contractor to ensure that all the necessary documents, such as, but not limited to, warranties, guarantees, test results, shop drawings, field instructions, reports and change orders, etc. Are filed and kept at a place.</li><li>Review the implementation progress against the most current implementation progress schedule with the Supplier/contractor, evaluate its suggestions and submit recommendations.</li><li>Review the payment requisitions presented by the Supplier/contractor and certify consistency with the implementation progress.</li><li>Conduct an inspection of the development, or a portion of it, on request from the Supplier/contractor for issuance of a substantial completion certificate and develop a punch-list of incomplete items.</li><li>Conduct an inspection of the development for the completion of the punch-list items.</li><li>Inspect the material storage for their conformance with the contract requirements and general suitability, issue written recommendations, if necessary.</li></ul><p>All team s members shall working side by side and perform all tasks assigned cooperatively. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. This massive operation is structured around an unconditional targeted food assistance intervention, and the Rapid Response Mechanism (RRM) to address sudden-onset shocks, all complemented by preventive and targeted nutrition supplementation; local frontline capacity strengthening and linkages with social protection and resilience agenda to reduce humanitarian needs. To ensure the effective management of these critical safety nets, the WFP Yemen Country Office is seeking an International Consultant to lead its Emergency Food Assistance team and operations. The incumbent will serve as the designated Activity Manager (URT1) currently based in Aden, driving day-to-day operational excellence, supervising technical field teams, leading and coordinating complex retargeting exercises. JOB PURPOSE To provide strategic leadership, operational oversight, and technical direction for WFP s Targeted Emergency Food Assistance operations in Yemen. The incumbent will manage resource pipelines, oversee cooperating partners, lead a multi-disciplinary program team, support Field Offices and steer modality shifts toward digital cash transfers. Additionally, the position acts as a primary technical interlocutor with de facto and internationally recognized government authorities, UN sister agencies (UNICEF, UNFPA), and international financial institutions (World Bank) to advance social protection systems, emergency preparedness, and joint safety net integration across the country. ACCOUNTABILITIES AND RESPONSIBILITIES Under the direct supervision of Programme Policy Officer managing Emergency, School feeding and Nutrition units, the incumbent will be responsible for the following core duties: Operational Management & Financial Oversight (URT1): Lead all aspects of the Country Office s Targeted Emergency Food Assistance operations. Oversee operational planning, quality control budgeting, resource/pipeline management, and expenditure controls. Direct Cooperating Partner (CP) management from the requesting unit end, including selection, budget negotiations, performance monitoring, and formal evaluations. Engagement with Line Ministries and Authorities: to ensure an effective, neutral, and principled implementation of the emergency portfolio while preserving essential humanitarian access and operational space. Team Leadership & Capacity Empowerment: Strengthen, lead, and empower the Country Office Emergency Food Assistance team. Enhance deep technical collaboration with GFA teams across all Field Offices to drive rigorous program delivery while executing systematic, high-frequency field monitoring. Digital Identity & Retargeting Controls: Coordinate closely with the Targeting and Digital Solutions unit to drive steady progress on the full-fledged household retargeting exercise. Operationalize critical Identity Management (IDM) assurance measures to ensure beneficiary registries and distribution cycles are fully digitalized during the first semester. Cash-Based Transfer (CBT) Realignment: Operationalize required shifts in the positioning and utilization of the CBT modality within the TEFA framework. Spearhead the expansion and transition to digital cash transfers where operationally viable. Social Protection Systems Interoperability: Advance dialogue and operational synergies with national Social Protection and Cash and Market Working Group actors around three strategic entry points: Mutualization of data collection efforts for household retargeting. Articulation of emergency relief with shock-responsive social protection programs, promoting consolidated deduplication mechanisms (UN Building Blocks). Transition to unified, digital cash transfer mechanisms. Emergency Preparedness & Response (EPR): Lead the Country Office's emergency preparedness efforts alongside a dedicated international Program Policy Officer (PPO). Represent WFP to enhance the relevance, targeting, and effectiveness of the multi-agency Rapid Response Mechanism (RRM) led by UNFPA. </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) or University Degree in International Relations, Development Studies, Economics, Social Sciences, Business Administration, or another relevant academic field.</li><li>Minimum 7 years of progressive professional experience in humanitarian operations, emergency program management, or food security assistance.</li><li>Proven experience leading large-scale cash-based or in-kind operations in complex, high-risk, or conflict-affected environments is highly valued.</li><li>Prior experience in the Middle East region or Yemen context is a distinct advantage.</li><li>Deep technical understanding of emergency food security interventions, targeting methodologies, and digital identity management systems (e.g., SCOPE or equivalent beneficiary databases).</li><li>Strong capability in managing multi-disciplinary, diverse national and international teams under high-pressure environments.</li><li>Demonstrated diplomatic negotiation skills with government counterparts and de facto authorities.</li><li>Familiarity with UN-IFI collaborations (e.g., World Bank social safety net systems) and cash interoperability frameworks.</li><li>Fluency (Level C) in spoken and written English is mandatory.</li><li>Working knowledge or intermediate proficiency in Arabic is highly desirable.</li></ul>
<p>The RRM Coordinator shall be responsible for coordinating the RRM response implemented by partners. The primary function of the RRM Coordinator will be to ensure quality implementation of the RRM. The mechanism prepositions and distributes emergency lifesaving commodities to populations affected by new crisis within 72 hours of trigger.
