One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. This will include but not limited to: Carry out field visits to target facilities - which may include traveling to various governates- to: a. Inspect and verify the actual needs; b. Consult with the facility s management and administration about the expected needs. c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks. d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles. e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS. Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following: a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground. b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms. c. The design shall consider HSSE and aesthetic concerns. Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through Our client energy specialist until getting final approval and design certificate. Working in coordination with Our client Renewable Energy Coordinator, City Engineers and Social Safeguard Officer. The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to: - Technical assessment report. - High quality digital photographs. - AutoCAD detailed design using approved layout templates. - Sizing Calculation sheets. - Bill of Quantities (BOQ), including detailed specifications and cost estimation. All team s members shall working side by side and perform all tasks assigned cooperatively. Protecting the confidentiality of work. Any additional duties required as needed within the scope of the project. Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with Our client guidelines and standards. This will include but not limited to: Responsible for all QC activity on site, performing QC Assessments of work by Technicians. Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment. Arrange and attend field observations where issues of conformity with approved design and specifications arise. Make sure that the contractor is adhering the minimum safety and quality policies and procedures. Review shop drawings and advise of any significant changes required. Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval. Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory. Review the project file maintained at the site by the Supplier/contractor to ensure that all the necessary documents, such as, but not limited to, warranties, guarantees, test results, shop drawings, field instructions, reports and change orders, etc. Are filed and kept at a place. Review the implementation progress against the most current implementation progress schedule with the Supplier/contractor, evaluate its suggestions and submit recommendations. Review the payment requisitions presented by the Supplier/contractor and certify consistency with the implementation progress. Conduct an inspection of the development, or a portion of it, on request from the Supplier/contractor for issuance of a substantial completion certificate and develop a punch-list of incomplete items. Conduct an inspection of the development for the completion of the punch-list items. Inspect the material storage for their conformance with the contract requirements and general suitability, issue written recommendations, if necessary. Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions.
