Translate it into local language, if required.</span></li> <li><span>Collaborate with program staffs on project related monitoring and accountability routine activities; PRIME reporting and indicator performance tracking.</span></li> <li><span>Organize frequent field visit to monitor project Quality Benchmarks and observations and reports to concerned project management team based on quality and accountability findings and incorporate inputs from project team in action agreed plan.</span></li> <li><span>Support project staff to strengthen joint planning and monitoring with stakeholders.</span></li> <li><span>Contribute to the quality of project design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan, etc.</span></li> <li><span>Technical support in collecting quality data and analysis against the performance indicators and targets on periodic basis</span></li> <li><span>Ensure the quality of reporting data and verify those data and information from sources periodically on sample basis.</span></li> <li><span>Carry out follow-up monitoring visits to materialize agreed action in the action plan; also maintain Monitoring-Action Plan Tracker' at field level.</span></li> <li><span>Maintain close coordination with MEAL Coordinator on Quality and Accountability issues. Share all information (monitoring reports, FRM database preliminary inquiry reports) with MEAL Coordinator.</span></li> <li> <p><span><strong><u>B. Evaluation:</u></strong></span></p><br></li> <li><span>Assist the MEAL team in all formative, operational, and contextual assessments and situation analysis reviews.</span></li> <li><span>Assist the MEAL team in preparing and conducting profile studies.</span></li> <li> <p><span><strong><u>C. Accountability:</u></strong></span></p><br></li> <li><span>Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of the MEAL Assistant.</span></li> <li><span>Ensure the Feedback Response Mechanisms are functional and accessible to beneficiaries.</span></li> <li><span>Develop regular accountability trend analysis of feedback at organizational level and share it with program team as per protocols.</span></li> <li><span>To assist MEAL Coordinator in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per FRM protocol.</span></li> <li><span>On quality and accountability issues, share all information (monitoring reports, preliminary verification reports, etc)</span></li> <li><span>Share MEAL findings & FRM issues in each monthly meeting as defined in the protocol.</span></li></ul><p><span><strong><u>D. Learning:</u></strong></span></p><br><ul> <li><span>Assist the MEAL team in developing quality reports and findings.</span></li> <li><span>Ensure the key learning's are incorporated in upcoming plan and interventions.</span></li></ul><p><span><strong><u>E. <p><strong>Referral system management and clinical follow-up</strong></p>
<ul>
<li>Coordinates the timely and safe referral of acute and urgent patients according to ICRC/MoHE referral criteria and Standard Operating Procedures (SOPs) from Primary Health Care facilities (Razeh, Munabbih) and Al Talh Hospital to higher-level facilities, ensuring proper authorization and documentation.</li>
<li>Ensures that referral decisions are made and documented in line with agreed ICRC/MoHE referral criteria and SOPs, and supports clinical staff to apply these consistently and appropriately.</li>
<li>Ensures that standardized referral forms, authorizations and discharge summaries are used, properly filed and accessible, and facilitates feedback from referral hospitals to referring clinicians.</li>
<li>Conducts systematic and ongoing follow-up visits to referred patients at receiving hospitals to verify that appropriate and necessary care is provided, identify barriers to care and support communication between patients, families and clinical teams.</li>
<li>Maintains updated and confidential records of all referred patients according to ICRC data-protection rules and procedures.</li>

<li>Supports the generation and use of referral data for monthly, quarterly and annual reporting, including contribution to Planning for Results (PfR) and hospital programme reviews.</li>

<p><strong>Hospital clinical support and quality assurance</strong></p>

<li>Supports the nursing and clinical teams in ensuring that high-quality care is delivered to admitted patients, following ICRC nursing guidelines and international standards, in close cooperation with the Hospital Project Manager and Health Field Officer.</li>
<li>Promotes a clean and safe patient environment and supports monitoring that hygiene conditions are regularly measured and maintained in line with ICRC standards.</li>
<li>Ensures the national and ICRC protocols are followed and adapted to the circumstances.</li>
<li>Works in close collaboration with the Health Field Officer responsible for the Al Talh hospital programme to ensure that referral practices are consistent with agreed clinical standards and hospital priorities.</li>

<p>3 to 5 years of total work experience (including 2 years of clinical experience). Experience in a humanitarian organization is an added asset.</p>
<p>Good connections with local health authorities or groups of interest for the ICRC.</p>
<p>Excellent knowledge of the assigned geographic area.</p>
<p>The person should be able to collect, analyze, interpret, and report hospital data.</p>

The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements. The role focuses on tracking progress against results frameworks, validating data, identifying implementation challenges, and supporting timely corrective actions.</p><br> <p>The incumbent works closely with project teams, implementing partners, government counterparts, and consultants to facilitate coordination, ensure timely information flow, and support the delivery of programme outputs and reporting requirements. using results-based management tools and M&E systems.</li> <li>Review and validate M&E data, including indicators, baselines, targets, and means of verification, ensuring data quality and
