To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles.</li><li>e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS.</li></ul><li>Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following:</li><ul><li>a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. The design shall consider HSSE and aesthetic concerns.</li></ul><li>Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through UNOPS energy specialist until getting final approval and design certificate.</li><li>Working in coordination with UNOPS Renewable Energy Coordinator, City Engineers and Social Safeguard Officer.</li><li>The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to:</li><ul><li>- Technical assessment report.</li><li>- High quality digital photographs.</li><li>- AutoCAD detailed design using approved layout templates.</li><li>- Sizing Calculation sheets.</li><li>- Bill of Quantities (BOQ), including detailed specifications and cost estimation.</li></ul></ul><p>All team s members shall working side by side and perform all tasks assigned cooperatively. Any additional duties required as needed within the scope of the project.</p><p>Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Responsible for all QC activity on site, performing QC Assessments of work by Technicians.</li><li>Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment.</li><li>Arrange and attend field observations where issues of conformity with approved design and specifications arise.</li><li>Make sure that the contractor is adhering the minimum safety and quality policies and procedures.</li><li>Review shop drawings and advise of any significant changes required.</li><li>Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval.</li><li>Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory.</li><li>Review the project file maintained at the site by the Supplier/contractor to ensure that all the necessary documents, such as, but not limited to, warranties, guarantees, test results, shop drawings, field instructions, reports and change orders, etc. Are filed and kept at a place.</li><li>Review the implementation progress against the most current implementation progress schedule with the Supplier/contractor, evaluate its suggestions and submit recommendations.</li><li>Review the payment requisitions presented by the Supplier/contractor and certify consistency with the implementation progress.</li><li>Conduct an inspection of the development, or a portion of it, on request from the Supplier/contractor for issuance of a substantial completion certificate and develop a punch-list of incomplete items.</li><li>Conduct an inspection of the development for the completion of the punch-list items.</li><li>Inspect the material storage for their conformance with the contract requirements and general suitability, issue written recommendations, if necessary.</li></ul><p>All team s members shall working side by side and perform all tasks assigned cooperatively. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Logistics Officer will perform the following duties with full effectiveness, transparency, and integrity:</p><p>Ensure that all inbound supplies are as per the contract specifications in terms of quantity, quality, INCOTERMS and Distributed as per the approved distribution plans.</p><p>Provide technical support on specifications, cost implications and logistics arrangements for safe delivery of supplies</p><p>Provide advice and technical support to suppliers, customs clearance agents and office team on required logistics arrangements to facilitate projects implementation and the flow of supplies.</p><p>Ensure that goods and services are provided according to client needs with lead times that meet contracts deadlines</p><p>Ensure that all logistics actions are conducted as required by Our client according to Our client Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;</p><p>Update Logistics standard operating procedures to ensure best practices that meets operational needs</p><p>Review shipping documents and shipments exemption requests for information consistency prior to communicating with official authorities</p><p>Monitor the progress of shipments for our client and its clients and coordinate the delivery of the same at the client s delivery places</p><p>Assists in planning, designing and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.</p><p>Monitor and follow-up timely clearance, delivery and handover of goods and consignments to partners</p><p>Track and monitor the water supply through trucking in response to daily complaints from the community.</p><p>Work closely with the operation engineers and hotline team to address all water trucking needs in response to any complaints or supply issues in the network.</p><p>Prepare daily and weekly reports on water tracking and quality sampling and testing.</p><p>Attend all operational and WASH meetings and contribute to the monitoring of water supply through trucking to NGOs and institutions .</p><p>Liaise with the contractor on the water trucking to all institutions if they are not getting private water supply.</p><p>Coordinate with the contractor on water quality testing</p><p>Ensure that all water suppliers are delivering water from approved wells and according to national standards.</p><p>Update and manage the master list of truck drivers and report any misbehaviors or illegal driving actions to UNICEF and SRAD if needed.</p><p>Support the Project Team in Project planning, implementation and day-to-day activities.</p><p>Support project management activities and monitor project implementation, in line with Our client Project Management Manual and Project Management ERP.</p><p>Support administrative, procurement and financial processes, such as Requests for Proposals announcements/ RFQs, and evaluation processes, communicating different administrative information to Project team, beneficiaries, and administrative monitoring of the grant contracts.</p><p>Manage the duty exemption process at all stages, including import clearances</p><p>Liaise with government authorities regarding the distribution plan</p><p>Liaise with other UN agencies and humanitarian partners on common logistics and supply chain issues</p><p>Develop delivery schedules in collaboration with team member Sub-recipients.</p><p>Develop Standard operating procedures to ensure Good Storage and Distribution practices.</p><p>Develop plan for monitoring of storage and distribution of pharmaceuticals and health</p><p>To Project Manager</p><p>Treats all individuals with respect; The mission has a forecasted budget of about 21M Euros for the year 2024. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. Supervise, coordinate and provide quality support to Project Managers/Program Managers in order to develop and implement the program in the mission.</p><p>Main responsibilities and tasks:</p><p>Country Strategy & Portfolio Development</p><p>Co-Lead the formulation, adaptation, and execution of the INTERSOS Yemen Country Strategy in line with global organizational goals, values, and localized humanitarian needs.</p><p>Active member of the SMT, working alongside the HoM to define organizational vision, set programme targets, and improve operational performance.</p><p>Conduct continuous context analysis (humanitarian needs, socio-economic dynamics, donor trends) to design innovative, integrated programming, and lead assessments for rapid response or portfolio scale-up.</p><p>Lead the design and writing of high-quality proposals and concept notes in close collaboration with Technical Coordinators and Specialists, Finance, HR and Logistics teams.</p><p>Lead the roll-out of the mission s Localization Strategy, ensuring strategic oversight, capacity assessments, and sub-grant compliance for local partners.</p><p>Grants & Fundraising Management</p><p>Alongside the HoM, proactively identify funding opportunities, analyze donor guidelines/priorities, and oversee the mission s grant pipeline to ensure sustainable growth.</p><p>In coordination with Project/Programme Managers, support the preparation and conduct of project kick-off meetings, grant agreement reviews, and partner capacity assessments.</p><p>Take full responsibility, with support from the regional office, for all reporting processes, from programme data to ensuring strict compliance with grant contract provisions and donors guidelines.</p><p>Programme Management</p><p>Oversee the coherence, alignment, and execution of the entire Yemen programme portfolio, ensuring targets, work plans, and quality standards are met.</p><p>Guide and directly support Project/Programme Managers through all phases of Project Cycle Management, including regular field visits and project milestone reviews (kick-off, mid-term, and end-of-project reviews).</p><p>Monitor the level of progress achieved by each project.
