Programme Development and Strategic Support Support the Head of Unit in the strategic planning, design and expansion of the resilience portfolio, contributing technical inputs into strategic documents, concept notes, funding proposals, donor briefs, presentations, and advocacy materials. Contribute to Programme performance reviews to ensure interventions remain relevant, evidence-based, responsive to community needs, cost-effective and aligned with country Programme objectives, identifying bottlenecks, implementation risks and opportunities for improved delivery performance and efficient use of financial, operational and partnership resources. Support annual and multi-year operational planning processes for the resilience portfolio, monitoring grant implementation timelines and expenditure trends and ensuring budgets and workplans are aligned with strategic priorities, donor commitments, available resources and disbursement timeframes to maximize resource utilization and delivery of ICSP outcomes. 3. Government Engagement and Institutional Strengthening Lead day-to-day engagement with relevant government ministries, technical departments and local authorities on climate resilience and livelihoods programming. Support the strengthening of institutional capacities, policies, strategies and systems related to community resilience, livelihoods, ecosystem restoration, climate adaptation, financial inclusion, value chain development and other thematic areas as required. Facilitate alignment of WFP-supported interventions with national policies, frameworks and priorities, promoting government ownership, sustainability and systems strengthening. </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced university degree in Agriculture, Natural Resource Management, Environmental Science, Climate Change, Rural Development, Economics, Food Security, Development Studies, International Relations, Social Sciences, or another field relevant to resilience and livelihoods programming. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. About the job General objective: Ensure proper grants' management from inception phase to final reporting. Ensure compliance towards donors' regulations. Foster donors' network and support representation towards donors. Enhance donors' mapping and develop opportunities' development plans. Build on the partnerships' strategy of the Mission and support the reinforcement of SI's partnerships in Yemen both with national and INGOs The main challenges: The Yemen Mission has been working on an increased diversified resource mobilisation stratgey and is expected to potentailly have 5-6 new grants (CDCS Taiz, SDRPY Taiz, DG MENA Marib, DG MENA Taiz, FCDO, FRDL, SDC - Taiz) as well increasing new local partnerships (5-6), and two new consortia set ups, with SI being the lead.. Donors are not present in-Country and representation takes place remotely or through visits in Amman or other locations. Humanitarian funding is expected to decrease, while development donors have increasingly expressed interest to continue to support (e.g. EU, SDC). The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships. Priorities for the 2/3 first months: 1) Steer the Partnership strategy with a decisive step towards implementation of new integrated approaches an consortia over 2026/27 2) Facilitate the development of key propositional concept notes to forward the mission strategy in particular towards development donors 3) Work on the development of a more sustainable Grants department (so far relying on international staff only) Security constraints: The security situation in Aden remains unstable and volatile notwithstanding the distance from frontlines. Risks related to high proliferation of weapons, radicalization and potential jihadi attacks remain significant. <p>To lead the Country Office CBT operational lifecycle, oversee technical end-to-end data controls, and manage a team of multi-disciplinary national personnel. Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. Under the direct supervision of the Project Manager, the incumbent will perform the following duties with professionalism, integrity, and efficiency:</p><p>Water Supply Monitoring and
