The position ensures quality services to clients in line with SCI Policies and Procedures.</span></p><br><p><span><strong>SCOPE OF ROLE: </strong></span></p><br><p><span><strong>Reports to:</strong> Director of Finance</span></p><br><p><span><strong>Staff reporting to this post: </strong>N/A</span></p><br><p><span><strong>Dimensions:</strong> Yemen CO is a high complex country, with multi-member interest, and an annual budget of around $25+m, and approximately with 200 staff members.</span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY: </strong></span></p><br><p><span><strong>Financial Accounting, Reporting and Control </strong></span></p><br><ul> <li><span>Review the monthly payroll calculation sheet, process the payroll, prepare staff salary transfer letters, and send them to related banks.</span></li> <li><span>Review staff entitlement documents, verify the calculation, and prepare the check or bank transfer letter.</span></li> <li><span>Maintain the control accounts and ensure the balance is zero before the hard close.</span></li> <li><span>Check the debtor and creditor accounts and reconcile them.</span></li> <li><span>Monitor cash balance KPI and ensure having less than $100k balance at the end of each month. </span></li> <li><span>Responsible to prepare the monthly financial report (MFR), provide any explanation needed for the items in the report, have it signed, and saved on the shared folder for the Global Team.</span></li> <li><span>Work with the Finance Manager and the Director of Finance to adjust any coding errors for posted transactions in the system when and if needed.</span></li> <li><span>Update staff on any new SOFs and DRCs opened or closed in the system through sharing the Data Validation GLOSS sheet on regular basis.</span></li> <li><span>Ensure smooth and proper closeout of CO books on monthly basis and by end of each month.</span></li> <li><span>Responsible for the communication and coordination with the Tax authority regarding our income tax file, answer their queries if any, and submit the audited financial statements.</span></li> <li><span>Answer queries from the RO or/and the Centre related to our finances.</span></li> <li><span>Ability to identify weaknesses and drive continuous improvement.</span></li> <li><span>Ability to coach, mentor, delegate appropriately, and provide developmental guidance to supervised staff where applicable</span></li> <li><span>Assist in other tasks reasonably required by the Director of Finance.</span></li> <li><span><strong>FMS, ER/CAM, TIM and Financial Data Quality </strong></span></li> <li><span>Review and check the financial data in Agresso on regular basis by generating and reviewing the Traffic Lights Report and Data Quality Assessment Report.</span></li> <li><span>Update the monthly exchange rates for specific awards with donor rules for FX when needed.</span></li> <li><span>Being the CO focal point for Agresso and communicate with the Global Team, the Centre, or/and FMS Support any issues we face and can't handle in Agresso.</span></li> <li><span>Being the CO Finance ER Super User.</span></li> <li><span>Run the invalid Timesheet Data Report throughout the month and ensure all employees correct any invalid codes before timesheet submission.</span></li> <li><span>Review the Timesheet Summary Report (TSR01) to identify any incorrect coding for both awards and the shared cost SOF. This review can be done throughout the month on bi-weekly basis, but must be completed before timesheets are approved by line managers and salary allocation process is run on the 5th working day following the end of the month.</span></li> <li><span>Responsible to do the single account reconciliation for the CO accounts on the financial system and follow up if there are mistakes to be adjusted or payments that should be paid.</span></li> <li><span>Process the Salary Allocation to transfer all salary and related employee costs to awards. Before doing this, finance should review the TSR01 report and approve the final coding with confidence. Salary allocation can only be run after salary GLACOS has been posted to the system and transferring timesheet process has been completed successfully. </span></li> <li><span>Generate the EXP02 report, review charges made to shared cost SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Review charges made to the Premise SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Recode costs that are unallowable to all awards to the Non-Award Fund (NAF) against DRC XX0001 XTC/NTC Unrecoverable. With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment. Based in Country Offices, the OIM&PR function is responsible for coordinating, consolidating, and managing information flows to provide WFP leadership with a consistent, evidence-based operational picture, supporting informed decision-making, accountability, effective programme management, and coherent internal and external reporting while enhancing collaboration and information sharing between Country Offices and HQ. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority) Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation. ACCOUNTABILITIES/RESPONSIBILITIES: Under the direct guidance of the National CBT Officer and the overall supervision of the Head of CBT/IDM, the incumbent will execute the following core accountabilities: CBT Design & Implementation: Support the technical design, deployment, and optimization of CBT interventions at the Country Office level, ensuring absolute alignment with WFP s Interim Country Strategic Plan (ICSP) and programmatic strategies. Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance. Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of two (2) additional years of directly related professional work experience.</li><li>Total relevant 5 years of experience in humanitarian sector including 1 year of Professional experience, specifically dedicated to the planning, design, technical implementation, and evaluation of Cash-Based Transfer (CBT) programs.</li><li>Direct experience working at the country or implementation level in developing countries or fragile states.</li><li>Desirable: Proven experience establishing standard operating procedures (SOPs) with private banks or Financial Service Providers (FSPs) within a humanitarian context.</li><li>Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities.</li><li>Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize enterprise resource planning (ERP) software (such as WINGS/SAP).</li><li>Excellent planning and organizational skills, with the ability to independently monitor own work plan and manage multiple deadlocked deadlines.</li><li>Proven diplomatic and communication skills (both verbal and written) to clearly explain project requirements to field counterparts, cooperating partners, and local authorities.</li><li>Resilience and high flexibility to regularly undertake field travel to remote, complex, or high-risk environments.</li><li>Fluent in written and oral English and Arabic.</li></ul>

Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen.
