As the most senior representative of Geneva Call in the country, the CD is responsible for the overall planning, coordination, implementation, and development of country operations. Is accountable for all leadership processes in-country such as performance management, duty of care, attendance.</li><li>Ensures transparent financial management and compliance with internal procedures, policies, code of conduct and local laws.</li></ul><p><b>Fundraising and resource mobilisation</b></p><ul><li>Develops and implements a country fundraising strategy to secure necessary resources.</li><li>Leads the preparation of project proposals and donor submissions, ensuring contextual relevance.</li><li>Fosters relationships with donors and identifies new funding opportunities.</li></ul><p><b>Advocacy and communication</b></p><ul><li>Represents Geneva Call s interests with government bodies, donors, and key stakeholders.</li><li>Actively participates in clusters and working groups relevant to Geneva Call s mission.</li><li>Advocates for Geneva Call s initiatives to enhance civilian protection and adherence to IHL.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>A Master s degree (preferred) or a bachelor s degree in political or social sciences, International Humanitarian Law (IHL), Human Rights, or a related field relevant to the role.</p><p>A minimum of 12 years of experience in humanitarian organisations, with a strong preference for at least 15 years, including at least 2 years in a Country Director role.</p><p>Out of total required experience, minimum 7 years experience of working in conflict affected contexts.</p><p>Proven experience in managing multi-donor programmes, teams (including expatriates), and complex operations.</p><p>Strong background in financial and donor management, capacity building, and security management.</p><p>Experience in working with armed groups, De Facto Authorities and Provisional Governments is a strong plus.</p><p>Proposal writing and donor reporting skills.</p><p>Experience working on programmes related to civilian infrastructure and/or rule of law.</p><p>Strong organisational and analytical skills with an entrepreneurial mindset.</p><p>Solid diplomatic skills with the ability to communicate with high-level interlocutors.</p><p>Knowledgeable and passionate about political and security affairs. The primary responsibility is to ensure that the data entered is complete, reliable, and accurate.</span></p><br><p><span>Quality Assurance Focus: Data Entry Supervisors will be assigned roles in quality assurance to standardize and ensure that the data entered reflects the aggregated data accurately, and according to the strict field verification logic in data entry forms. They will communicate any errors related to the data entry process, and the discrepancies between the aggregated data and the target for each area, in addition to the immediate reporting of technical and logical errors in data entry forms.</span></p><br>Main Responsibilities:<ul> <li><span>Data Accuracy Supervision: Oversee the data entry team to ensure the accurate translation of all project data from original documents to the data entry platform.</span></li> <li><span>Management of Sample Reception and Pre-Verification: Coordinate the flow of paper and digital field assessments, to ensure the verification of writing from clarity and completeness of the samples before distributing the samples for entry into the system.</span></li> <li><span>Workflow Improvement and Evaluation Rates: Monitor the outputs of individuals and the team to ensure a consistent daily evaluation rate, and proactively manage workloads to achieve goals and prevent the accumulation of unentered field data.</span></li> <li><span>Tracking and Organizing Record Flows: Create and maintain a centralized tracking system for completed physical and digital samples to ensure no records are skipped or lost or entered twice by the team. It houses 9 UN agencies, providing office space and accommodation for UN personnel working in Marib, as well as short-term lodging for expatriate International Non-Governmental Organizations (INGO) staff when needed. The International Organization for Migration (IOM) maintains a substantial presence there, with 4 international and approximately 127 national staff members. They implement various activities, including health, WASH, shelter, and protection services for internally displaced persons and other vulnerable populations in Marib and nearby regions.<br>Under the overall supervision of the Chief of Mission and the direct supervision of the Field Coordinator (Liaison, Emergency & Recovery Programmes), the Hub Coordinator will be responsible for the management of the overall Humanitarian Hub in Marib.<br>Responsibilities<br>1. Support the coordination with partners and agencies regarding the day-to-day needs identification of the Humanitarian Hub.<br>2. Contribute to planning and provide practical recommendations to support the Hub s objectives.<br>3. Support the day-to-day operations of the Humanitarian Hub, ensuring facilities remain functional and well-maintained.<br>4. Coordinate the repair, maintenance, and installation of infrastructure, both conventional and temporary installations, with building contractor, procurement, and logistics; monitor contractor performance, checking adherence to agreed specifications and quality standards; and closely collaborate with logistics and procurement staff for the effective management of contracts.<br>5. Monitor cost recovery processes, closely collaborating with finance staff to ensure accurate and timely invoice processing.<br>6. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Ensure effective financial management and reporting </strong></p><br> <p>• Ensure accountability for, and efficient use of project funds; <br> • Manage and monitor requests for financial resources and ensure accuracy and reliability of financial reports; <br> • Supervise requisitions, purchase orders and payment and ensure monthly delivery updates to the Programme Officer on financial delivery performance; <br> • Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement process, efficient logistics and sound financial management; <br> • Liaise with the Responsible Parties and other UNDP project staff on financial management of the project activities, including monitoring project financial expenditures and transactions; <br> • Ensure the integrity of financial system and overseeing the administrative, financial and budgetary aspects of the project activities; <br> • Ensure smooth audit of national partner institutions; <br> • Ensure integrity of financial systems and consistent application of UNDP Internal Control <br> • Framework (ICF), rules and regulations </p><br> <p><br><strong>3.) Promote Strategic Partnerships and Resources Mobilization </strong></p><br> <p>• Engage in a constructive dialogue with partners in Yemen, the World Bank, and other stakeholders, especially to maximize consistency and synergy between the various support components, as informed by the priorities of the project document. <br> • Establish and maintain dialogue with government counterparts, both local and national, civil society, partners, donors and communities to provide knowledge and understanding while ensuring accurate interpretation of the project objectives <br> • Promote linkages, synergistic, relationships, networking and teamwork between counterparts, donor community and UN system; <br> • Create tools and communications materials to promote project objectives, establish contact as a focal person for project in support to the UNDP CO cooperation with the World Bank and other donors; <br> • Maintain relationships between the project and the WB through the review meetings and Project Steering Committees and present a clear analysis of how their financial support has contributed to the results they requested and promote the institutional development efforts to new donors. </p><br> <p><br><strong>4.) <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. Second tier candidates include: All external candidates, except candidates from non-represented member states of IOM. Organizational Context and Scope Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the Programme Coordinator (Programme Support Unit (PSU)) will be responsible for coordinating and implementing the Programme Support related activities of the Unit. In close coordination with the relevant units at the Regional Office and Headquarters (HQ), the Programme Coordinator (Programme Support Unit (PSU)) will be responsible and accountable for project development and donor liaison activities through the development, review and submission of project proposals and donor reports, coordinating the project development, donor and institutional reporting in the fields of migration management, emergency response, other programmes in the Country Office (CO), as well as identifying opportunities for developing and promoting International Organization for Migration s (IOM s) strategic objectives through programmes in CO and for developing Strategic Partnership with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders in line with IOM global, regional and country strategies including the Strategic Results Framework (SRF).</p><p>1. Identify project opportunities based on national needs, in close collaboration with relevant Units in the CO, and the Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO). Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Ensure the review and endorsement of concept notes, proposals and donor reports on IOM s relevant software application, while also ensuring compliance with donor interests and requirements, and IOM s Project Handbook Guidance and results-based management standards.</p><p>5. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.</p><p>6. Support Project Managers in coordinating the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the Resource Management units as required. Liaise between IOM Finance colleagues and Programme Managers to ensure that the latter are observant of IOM and Donors financial requirements.</p><p>7. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.</p><p>8. Coordinate with Programme Managers, Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.</p><p>9. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.</p><p>13. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.</p><p>14. Act as IOM Yemen focal point and respond to inquiries from Headquarters and network of IOM regional offices. Chief of Mission Support</p><p>15. In coordination with the Chief of Mission, represent the CO in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.</p><p>16. In Coordination with the Programme Managers and Resource Management Unit, identify areas of projects/programme implementation which require the Chief of Mission intervention.</p><p>17. Represent the Chief of Mission in inter-agency meetings when related to the development and implementation of joint programmes, in coordination with Programme Coordinators/Managers as well as in any other meetings, as requested by the Chief of Mission.</p><p>18. Ensure adequate follow-up with relevant staff in support of the Chief of Mission strategic inputs and key decisions, including oversight of the mission's development of the country programme.</p><p>19. Perform such other duties as may be assigned.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><h2>Required Qualifications and Experience</h2><ul><li>Master's degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.</li></ul><h2>Experience</h2><ul><li>Experience working in international organization and knowledge of the UN system;</li><li>Experience in the field of migration issues, project development and design, project implementation, and administrative and financial management;</li><li>Experience in donor relations and grant management for specific donors of IOM's interest;</li><li>Previous experience and knowledge of donor funding mechanisms, particularly in the Country;</li><li>Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector; and,</li><li>Experience with Results Based Management approach and other strategic planning approaches.</li></ul><h2>Skills</h2><ul><li>Excellent communication, writing and organizational skills; ability to prepare clear and concise reports;</li><li>Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;</li><li>Demonstrated analytical and planning skills; capacity to establish working relationships with governmental authorities, national/international institutions and Non-Governmental Organizations;</li><li>Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional background;</li><li>Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;</li><li>Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,</li><li>Good level of computer literacy, including database application.</li></ul><h2>Languages</h2><ul><li>For this position, fluency in English is required (oral and written).</li><li>Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.</li><li>Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.</li></ul><h2>Required Competencies</h2><p>IOM's competency framework can be found at this link .
