<li>Passion for all things digital media and proven hands-on experience in planning & buying successful paid social, programmatic and search campaigns. (Min. 5 years of in-platform experience)</li>
<li>Demonstrate strong understanding of either/or programmatic DSPs (DV360, TTD, Amazon, e-retailer DSPs etc), Social (Meta, TikTok etc), Search (Google ads, Bing ads).</li>
<li>Demonstrate strong understanding of other tech platforms such as CM360, DoubleVerify, GA4.</li>
<li>Experience in stakeholder management with excellent communication skills, both verbal and written and a poiser presenter.</li>
<li>A desire to grow your knowledge of digital marketing platforms and champion being a subject matter expert.</li>

<p>Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services. Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. Our client's areas of expertise cover infrastructure, procurement, project management, financial management, and human resources. 1. BACKGROUND Country-specific: Our client in Yemen. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training. This ongoing digital transformation offers significant opportunities for economic growth, innovation, and improved service delivery, while simultaneously giving rise to complex legal, regulatory, and security challenges. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.</p><p>11. Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.</p><p>12. Office/Unit/Project Description </strong></p><br> <p>UNDP Yemen operates in one of the world’s most complex and protracted crises, where overlapping challenges of conflict, governance, and climate change create deep vulnerabilities for communities across the country. The Country Office’s Climate Change, Water, Energy, and Environment (CCWEE) portfolio is a core pillar of UNDP’s programming, focused on restoring essential services, strengthening local governance, and improving livelihoods through climate-resilient, inclusive, and sustainable development solutions. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. The project supports sustainable water management, watershed rehabilitation, community engagement, and climate-resilient livelihoods to improve water security and enhance resilience to climate change.</p><br> <p>Furthermore, this position will also provide targeted cross-support to communication and visibility activities for other strategic initiatives under the broader CCWEE portfolio (including GEF, GCF, and other bilateral donors), ensuring unified thematic messaging.</p><br> <p>To enhance project visibility, stakeholder engagement, knowledge sharing, and advocacy, UNDP seeks a Communications Analyst to lead the development and implementation of communications and outreach activities.</p><br> <p>The Communications Analyst reports directly to one of the Project Managers, while maintaining a direct strategic and operational matrix reporting line to the CCWEE Team Leader to facilitate portfolio-wide thematic synergy.</p><br> <p><strong>2.
