Organizational Context and Scope Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the Programme Coordinator (Programme Support Unit (PSU)) will be responsible for coordinating and implementing the Programme Support related activities of the Unit. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Ensure the review and endorsement of concept notes, proposals and donor reports on IOM s relevant software application, while also ensuring compliance with donor interests and requirements, and IOM s Project Handbook Guidance and results-based management standards.</p><p>5. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.</p><p>6. Support Project Managers in coordinating the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the Resource Management units as required. Liaise between IOM Finance colleagues and Programme Managers to ensure that the latter are observant of IOM and Donors financial requirements.</p><p>7. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.</p><p>8. Coordinate with Programme Managers, Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.</p><p>9. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.</p><p>13. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.</p><p>14. In coordination with the Chief of Mission, represent the CO in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.</p><p>16. This role ensures strategic alignment, effective coordination between partners, and successful delivery of the ECHO HIP 2026 project deliverables and other potential funding Background Yemen continues to face one of the world's largest humanitarian crises after more than a decade of conflict. Damage to and disruption of water, sanitation, and hygiene (WASH) services have increased the risk of waterborne diseases, including cholera and acute watery diarrhoea (AWD), as well as malnutrition, particularly among children under five and other vulnerable populations. To address these challenges, the Yemen WASH Consortium (YWC), composed of Oxfam, NRC, and YFCA, is planning to implement an integrated WASH interventions in eight districts across Hajjah, Al Hudaydah, Ibb, and Marib governorates. Building on the partners' extensive humanitarian experience and long-standing presence in Yemen, the consortium works to improve access to safe water, sanitation, and hygiene services for crisis-affected internally displaced persons (IDPs) and host communities. The programme aims to reduce morbidity and mortality associated with waterborne diseases and malnutrition through sustainable, climate-resilient, and shock-responsive WASH interventions. It seeks to ensure equitable access to quality WASH services while strengthening community resilience to future emergencies and climate-related shocks. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. &nbsp;Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. Environmental Safeguards Specialist</p><br> <p><strong>Education Requirements:</strong><br> •&nbsp;&nbsp;&nbsp;&nbsp;Advanced University degree (Master´s degree or equivalent) in relevant areas such as Economics, Social Protection/Development, Livelihoods, Food Security, Natural resource management, Business Administration or related Social Science fields is required, or<br> •&nbsp;&nbsp;&nbsp;&nbsp;A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.<br> &nbsp;</p><br> <p><strong>Experience, Knowledge, and Skills:</strong></p><br> <ul> <li>Minimum ten <strong>(10) years</strong> (with master´s degree) or seven <strong>(12) years</strong> (with bachelor´s degree) of experience working in managing large-scale projects in a conflict setting and complex operational environment, with emphasis on economic recovery, social protection, food security and support to conflict war-affected populations is <strong>required</strong>.&nbsp;</li> <li>Experience in planning and consensus building, strong analytical skills combined with good judgment, ability to handle planning and budgeting or multiple concurrent projects/activities is <strong>required.</strong></li> <li>Experience in reasoning in dealing with sensitive matters;
