Job Description

Position Title: Programme Manager 
Location:  Aden, Yemen (with regional travel)
Reports To:  Program Director

Summary:

The Programme Manager will play a critical role in leading and managing the implementation of a technical assistance programme to public sector institutions. This role is responsible for overseeing project execution, stakeholder coordination, and financial management to ensure delivery of high-impact technical assistance. The Programme Manager will work closely with public institutions, donors, and expert consultants to strengthen governance structures and service delivery in Yemen..

Key Responsibilities:

1.    Programme Management: Lead and oversee the implementation of technical assistance projects, ensuring they are delivered on time, within scope, and on budget.
2.    Stakeholder Engagement: Build and maintain strong relationships with key stakeholders, including the public sector, donors, and Yemen’s international development partners.
3.    Project Design & Implementation: Collaborate with stakeholders to design, structure, and deliver high-quality technical assistance projects tailored to Yemen’s needs.
4.    Financial Management: Monitor and manage programme budgets, ensuring efficient and effective use of resources. Lead financial reporting and accountability processes.
5.    Monitoring & Evaluation: Contribute to the development and implementation of robust monitoring and evaluation frameworks to assess the impact of interventions and ensure continuous learning and improvement.
6.    Reporting & Communication: Prepare and communicate regular progress reports for donors and stakeholders, highlighting achievements, challenges, and key lessons learned.
7.    Team Leadership: Supervise and mentor project staff, fostering a collaborative and results-oriented team culture. Ensure that staff have the necessary skills and capacity to meet programme objectives.

Qualifications:

1.    Education:

  • Master’s degree in International Development, Project Management, Public Administration, or a related field.

2.    Experience:

  • Minimum of 10 years of experience in managing large, complex development projects, preferably in conflict-affected regions.
  • Proven experience in managing technical assistance programmes or facilities in Yemen, the Middle East, or similar contexts.
  • Demonstrated experience in managing multi-stakeholder relationships with public sectors, donors, consultants, and international development organizations.
  • Solid understanding of the political, economic, and social dynamics of Yemen and its recovery needs.

3.    Skills:

  • Strong project management skills, including the ability to manage budgets, timelines, and teams effectively.
  • Excellent written and verbal communication skills in English and Arabic.
  • Ability to work under pressure and manage multiple tasks simultaneously in a challenging and rapidly changing environment.
  • Strong analytical and problem-solving skills.
  • Experience with monitoring, evaluation, and impact measurement frameworks.
