Medical Doctor/ Referral focal point -Hajja

MSF-Spain is advertising for the following position / Medical Doctor/ Referral focal point -Hajja

Requirements for the position

Education:    

  • University Degree as Medical Doctor
  • Valid Work permit from the medical council

Experience:    

  • 2-year experience minimum as a Medical Doctor or in clinical work.
  • Desirable in tropical medicine, or post-registration experience in Public Health, obs and gynae, paediatrics, A&E, infectious diseases.
  • Desirable : previous experience with MSF , good knowledge on msf health policy and referral system.

Languages:    

  • Essential Arabic and English

Other:    

  • Essential computer literacy (Word, Excel and Internet)

Description

  • Place of work: HAJJA
  • Level: 9
  • Duration: One-year contract with the possibility of extension. Subjected to a probationary period according to the Yemeni Labor Law
  • Others: Salary: Based on the organization scale

Main objectives:    

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Main responsibilities and tasks:    

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized/ ( Internally Displaced Person) IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected. 
  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

Is the responsible medical doctor for the referral’s activity.

  • Is part of the roster for referrals
  • (1) manages the referrals (reception, follow up and dispatch according to MSF referral criteria and arrange the referral with the referral focal point (RFP) in Sana’a and the AGH (Algamhouri hospital) Referral in charge,
  • (2) Understands and follows the Patient Referral’s agreement with AGH .
  • (3) follow up of all patients referred by MSF, including compiling medical data into excel file and having regular contacts with other referral focal points out of MSF
  • (4) follow up an adequate medical care during the referral of patients.
  • Reporting weekly and monthly about the situation of referrals to his line manager ACCP PMR
  • Ensure the respect of MSF protocols and agreement procedures between MSF and Al Jumhury hospital and Al Saedah Pharmacy.
  • Follow up all medical orthopaedic instruments from the company to MSF referrals
  • Keep close, comprehensive and clear communication with Sana’a RFP, Abs RFP and Hajjah RFP
  • When needed, support in a coordinated manner to Hajjah RFP for complex cases
  • Report to Project Coordinator /ADMIN when procedures are not followed
  • Check that medical validation processes are being met
  • Maintains a smooth relationship with his AGH counter parts

Staff Heath

  • Ensures an adequate implementation of staff’s health follow up; related to Post-Exposure Prophylaxis (PEP) incidents, referrals to non-MSF health facilities, and follow up with the insurance company.
  • Ensures an adequate implementation of the national staff’s health policy in the project location, monitoring and supervising the quality of the care provided and liaising with the medical teams in Capital when a referral is needed.
  • Validates sick leaves when on staff health roster, reporting any irregularity to the Referrals project medical referent (PMR) in Sanaa
  • Follow up on staff health cases when needed

  • Provides other support requested by his line managers
