In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access in Yemen project (SHAY) is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality. 

Position Description:

The DCOP will be the focal point for all project sub-offices and will provide management leadership for all activities related to the implementation and management of MEL activities. S/he will forge strong working relationships among the project’s partners, government counterparts, and other stakeholders. S/he will supervise the project personnel and ensure quality and timeliness of all deliverables by the MEL, including sub-partners. The DCOP will also provide JSI organizational representation when appropriate, to ensure that the work aligns with overall JSI standards, quality, and organizational objectives and mission. The DCOP will support the COP in managing the technical, administrative, operational, HR, and financial inputs required to achieve project objectives in an effective manner. Together the DCOP and COP will be responsible for the supervision of project staff and oversee the implementation and evaluation of all activities supported by the project. The Deputy Chief of Party will report to the Chief of Party.

Key Responsibilities:

  • Assist the COP in providing overall management and strategic vision for the project, develop and update annual work plans (and costed workplans), and ensure project deliverables are met. 
  • Lead the strategy development and implementation to ensure an integrated approach to  RMNCH+N activities with reproductive health and family planning (RH/FP) and other programmatic components, in line with government strategies.
  • Oversee technical and operational aspects of the program to maintain compliance with USAID and JSI policies;
  • Liaise with partners and coordinate with the MEL and communications teams to ensure reporting of programmatic achievements. 
  • Oversee the functioning of project sub-offices and identify areas for improvement and address any challenges or issues.
  • Monitor the performance and operations of sub-offices, ensuring they align with project objectives and standards
  • Ensure that sub-offices are adequately resourced, including staff, equipment, and materials, to effectively carry out their functions
  • Lead preparation of project reports for internal and external distribution. 
  • Troubleshoot and problem solve as needed, and provide strategic guidance resulting from shifts in the country's context, including playing an active role in safety and security management; 
  • Work closely with COP to monitor, analyze and troubleshoot any challenges to program implementation and resolve any human resources issues that arise;  
  • Represent the project at various technical meetings, with other cooperating agencies, senior government officials, and donor agencies as required; 
  • Assist the COP in presenting program activities at various technical meetings;
  • Assist the COP in planning, budgeting and monitoring program activities to ensure that all activities are properly and timely performed and that outputs are accomplished and delivered according to the agreed work plan.
  • Serve as Acting COP in the absence of the COP; 
  • Represent JSI and the project at local and international meetings and conferences; 
  • Responsible for enforcing, promoting, and upholding JSI’s corporate culture, values, and fraud/ethics policies.
  • Provide assistance to other JSI activities in Yemen as required, and assist with new business efforts as required.
  • Any additional responsibilities, as assigned. 

Qualifications:

  • A bachelor’s degree or higher in public health, international development, or a related field with a focus on maternal, newborn, and child health.
  • A minimum of six years of experience in implementing and managing maternal, newborn, and child health programs in low-resource settings, preferably in conflict-affected or fragile states.
  • Demonstrated experience in providing technical leadership and guidance in maternal, newborn, and child health programming.
  • Proven track record of managing complex projects and achieving results in challenging environments.
  • Experience working with government counterparts, local NGOs, and international partners.
  • Strong technical expertise in maternal, newborn, and child health, including knowledge of evidence-based interventions and best practices.
  • Ability to provide technical guidance and capacity building support to project staff and partners.
  • Excellent interpersonal and communication skills, with the ability to work effectively with a diverse range of stakeholders.
  • Strong analytical and problem-solving skills, with the ability to design and implement innovative approaches to improve maternal, newborn, and child health outcomes.
  • Knowledge of health systems strengthening and integration of maternal, newborn, and child health services into existing healthcare systems.
  • Ability to enforce, promote, and uphold JSI's corporate culture, values, and fraud/ethics policies. 
  • Ability to prepare and present technical information to high-level donors and partners.
  • Proven knowledge of USAID contractual and administrative rules and regulations.
  • Strong representational and interpersonal, communication skills. 
  • Able to travel domestically and international to support project activities as needed. 
  • Fluent in verbal and written English and Arabic. 
  • Willingness to be based in Aden is required.
